Statement of Work (SOW) Expired Meals Disposal Service

February 2020

A. Background:

FEMA’s Logistics Management Directorate, Distribution Management Division, Distribution Center (DC) Fort Worth requires destruction services for the disposal of expired meals. The meals are expired beyond serviceable date and are no longer allowed for distribution for human consumption.

B. Scope:

FEMA DC Fort Worth has a requirement to dispose of expired Humanitarian Daily Ration (HDR) and Self-Heating meals. The contractor shall be required to provide the capability to transport at a minimum 18 tons per load on an established schedule or as needed to perform unscheduled pick-ups and deliveries to meet the requirement. There are 2,014 pallets of expired meals for initial pick-up with additional 1,964 pallets of expiring meals throughout the year.

The meal packaging types include: meals with self-heating package (“MREs”) and meals without self-heating package (“HDRs”). See attached Safety Data Sheet for Flameless Ration Heater

(FRH).

The meals are packaged into 4-way pallets with various dimensions – see table below for specific dimensions per manufacturer. The pallets are hardwood and designed for pickup from all four sides. They are fully covered on all sides (excluding top and bottom) with about 10 layers of stretch-wrap. Each pallet weighs roughly between 556 – 1,020 lbs.

C. Tasks:

1. The Contractor shall pick up and transport expired meals for disposal. FEMA will coordinate with the contractor for pick-up schedule.

2. Quantities of meals to be destroyed will vary by meal packaging type on each scheduled pick up day or per trailer.

3. The Contractor shall dispose of meals and the heating element and provide proof of destruction to ensure the product does not re-enter circulation to the public. The Proof/Certificate of Destruction shall be submitted to the Contracting Officer’s Representative within 3 business days of destruction.

4. The Contactor will meet all established delivery dates and times for scheduled deliveries.

5. The Contractor shall be responsible for complying with all federal, state, and local transportation and disposal ordinances.

D. Deliverables:

1. The Contractor will provide DC Fort Worth with the capability to schedule deliveries and pickups.

2. Required delivery times and pick up at the Distribution Center is Monday through Friday from 0730-1500 local time, excluding Federal holidays.

3. Proof of Destruction within 3 business days of meals destroyed to be submitted to the Contracting Officer’s Representative. The Contractor shall certify the product is no longer available for human consumption or is being re-entered into the marketplace.

E. Security Requirement:

1. The Contractor personnel will present suitable government-issued picture identification (REAL ID) for entrance to the Distribution Center or any government owned or leased facility they may perform the duties associated with this contract.

2. The Contractor personnel will comply with Distribution Center Fort Worth established security procedures.
