SCOPE OF WORK – CRANE BARGE (CB) MCCAULEY DRYDOCKING
ITEM 1. SAFETY PLANS AND SUBMITTALS, CB MCCAULEY
An Accident Prevention Plan in accordance with specification Section 01 35 29, SAFETY AND OCCUPATIONAL HEALTH REQUIREMENTS and USACE Engineer Manual 385-1-1 Appendix A shall be prepared and submitted within 14 days of award of the contract. The Accident Prevention Plan shall include a Lead Compliance Plan, as described below. No work on the vessel will be permitted until the Contracting Officer has reviewed and found the plan acceptable. Portions of the plan that are not accepted shall be promptly corrected and re-submitted. If additional work items are added to the contract work the Accident Prevention Plan shall be amended as necessary and accepted prior to the start of the additional work items. A combined safety plan may be prepared for all the vessels as long as sufficient detail is provided to address all unique conditions and work for each vessel.
The interior of the CB MCCAULEY was originally primed with red lead paint. The lead paint has been encapsulated by over-painting, but areas of the primer may still exist in way of this work.
No lead paint exists on the exterior surfaces in way of the work of Item CLEAN AND RECOAT HULL, CB MCCAULEY. However, it is possible that lead paint will be present in way of repair work awarded under the Optional Items for ELECTRIC WELDING and/or CROP AND RENEW STEEL, CB MCCAULEY. Because of this risk, a Lead Compliance Plan as described in specification Section 02 83 00 LEAD REMEDIATION and USACE Engineer Manual 385-1-1 must be submitted for this Item. The Lead Compliance Plan must include a discussion of the measures that will be put in place to prevent dispersal of lead and protect the safety of workers during construction, to remove hazardous material, to transport hazardous waste, and to dispose of hazardous waste. The Lead Compliance Plan must also include a discussion of the elevated risk of dealing with hazardous wastes and the measures implemented in order to mitigate those risks..
Any interior surfaces of the vessel disturbed by the work shall be repainted to encapsulate any remaining residual lead paint primer within the vessel. The Lead Compliance Plan shall include a plan for testing to determine the level of preconstruction and post-construction lead contamination present within the vessel. Strict adherence to cleaning the vessel to preconstruction levels will be enforced.
Final clearance testing shall be completed and accepted prior to release of the vessel. Any lead cleanup required to return the vessel to preconstruction levels shall be performed within the specified contract period at no additional cost to the Government. The price bid for this item shall include the costs for preparing and revising the Plan as required, reporting to the government, and for preconstruction and post-construction testing. All other costs associated with performance of the work of the Contract in accordance with the Lead Compliance Plan, including containment, personal protective equipment, ventilation, cleanup, handling, transport, disposal, environmental and regulatory compliance, etc., shall be included in the prices bid for the associated items of work. The contractor shall be the responsible party for the testing, generation, documentation and disposal of the lead based paint related debris.
Copies of all tests, manifests, etc. shall be provided to the government in a cradle to grave paper trail sequence. The government shall be held harmless in any subsequent action regarding this matter.
