About this file

This document outlines a request for proposals for dry docking services for the vessel DB McCauley. The contractor will transport the vessel between the contractor's facility and a government dock in Cleveland Harbor, providing ice breaking services as needed. One firm-fixed price contract will be awarded for anticipated performance from January 24, 2024 through April 25, 2024, though the period may be adjusted due to weather. A pre-bid site visit will be held on December 21, 2023 at the US Army Corps of Engineers Cleveland Area Office, with reservations required. The contractor shall remove sections of steel fendering at vessel corners to accommodate new corner moldings, cutting back and capping off upper and lower steel rub rails as needed for 36-inch fenders to fit under the rub rail. All existing rubber fendering shall also be removed and disposed of.

Questions and Answers for W912P424R0011, McCauley Dry Docking

CLIN 2 - Vessel Transport Question:

Please confirm that contractor is performing complete towing operation including ice breaking service as necessary, and the tug DON RAUL is NOT moving DB McCauley to the contractor’s facility.

Answer:

This has been confirmed. Presumption is that Great Lakes will have possession of the DON RAUL (for winter maintenance activities) at time transport is required. Offers should be prepared on that basis.

CLIN 6 – Spud Wells Question:

Please confirm USACE will remove the spuds from the active spud wells and place on barge deck prior to vessel transit. Please also confirm contractor is NOT responsible for installation of spuds at end of the contract.

Answer:

This has been confirmed. USACE is responsible for removal and reinstallation of the spuds, before / after the contract.

CLIN 10 – Fendering Question:

Please clarify fist sentence – “If ordered, remove and dispose of all existing fendering from the CB McCauley”. Please confirm that contractor to remove only sections of (steel rub rail) fendering at corners of the vessel to accommodate new corner moldings.

For corner fendering – due to dimensions of head / stern log, 36” tall fendering will not fit under the upper steel rub rail without extending past the extent of the hull. 36” fenders will only fit if the upper and lower steel rub rails are cut back and capped off.

Answer:

Confirmed that steel rub-rail is only intended to be removed where it would interfere with installation of the new fendering. I believe there is some rubber fendering on the vessel as well. All existing rubber is to be removed and disposed of.
