About this file
This is a Statement of Work (SOW) for calibration and repair services of Test, Measurement, and Diagnostic Equipment (TMDE) at the contractor's facility. The contract covers calibration services for seven (7) King Nutronics Corporation Precision Pressure Standard Model 3689A units, with work to be performed at the contractor's facility and returned to Portsmouth Naval Shipyard. The contractor must be a certified/accredited Commercial Calibration Activity (CCA) or Original Equipment Manufacturer (OEM) meeting NAVSEA Metrology and Calibration (METCAL) Technical Warrant Holder requirements, with current certification to ANSI/NCSL Z540.1 (1994), ANSI/NCSL Z540.3 (2006), ISO 17025, or NAVSEA 04-4734B standards from accreditation bodies including A2LA, ANAB, IAS, NVLAP, PJLA, or JNAC. Calibration procedures must maintain a minimum Test Accuracy Ratio of 4:1, Test Uncertainty Ratio of 4:1 or greater, or Probability of False Accept not exceeding 2%, with full traceability to U.S. National Standards or equivalent. The contractor must provide calibration certificates and complete documentation, return all equipment to Portsmouth Naval Shipyard, and comply with all workmanship standards and OEM specifications.
Pricing is fixed annually for the base period and each option period, structured as fully burdened labor rates for three categories (Senior Technician, Technician, Assistant) during normal and extended government working hours, parts and materials pass-through with fixed percentage markups/discounts, travel charges per mile for distances beyond 30 miles from PNSY capped at one-way distance from contractor's facility, shipping costs for return delivery, and other routine fees. The SOW establishes cost control thresholds requiring verbal authorization for repairs up to $500, written government approval for parts and materials exceeding $2,500 combined, and contractor responsibility for maintaining comprehensive cost records with monthly reporting to the government. Unscheduled repairs discovered during calibration require vendor-formatted work requests with detailed repair data and estimated labor/materials submitted for government approval before work commencement, with all rework required within three days at no additional cost.
