About this file
This is a General Conditions and Statement of Work document for the San Francisco VA Health Care System's procurement of medical diagnostic equipment.
The requirement is for the purchase of one OPD-Scan III Visual System Wavefront Aberrometer/Corneal Analyzer W10, a brand name or equal acquisition in support of the San Francisco VA Health Care System activation. The equipment will be delivered directly to 4150 Clement Street, San Francisco, CA 94121, with an estimated delivery window of February 15, 2027 through April 9, 2027. However, initial coordination for delivery must occur at 1950 Franklin Street, Oakland, CA 94612 (POC: Jennifer Stutsman, 707-267-6789), with no deliveries permitted before February 10, 2027. Delivery terms are FOB Destination, and items must be delivered during normal business hours (0800-1500 Pacific Time, Monday-Friday, excluding federal holidays). Delivered items shall be labeled with the VA contract number and purchase order number for identification purposes.
The salient characteristics specify an optical diagnostic system with dimensions of 286mm (W) x 525mm (D) x 530mm (H), weighing 23kg, featuring a 10.4-inch color LCD touch panel. The equipment must provide combined functionality including auto-refraction, auto-keratometry, topography, aberrometry, and pupillometry with seamless compatibility with Marco TRS-6100/5100 and NIDEK RT-6100 automated refraction systems. Key performance specifications include spherical power range from -20.00 to +22.00 D, cylindrical power from 0 to ±12.00 D, measurement area of 2.0 to 9.5mm, data points of 2,520 points across a 7-zone measurement, and measurement time under 10 seconds. The system requires 100-240 VAC power supply at 50/60 Hz with 110 VAC consumption and includes a built-in thermal line printer with optional external color printer capability. A minimum 1-year manufacturer warranty is required.
