Statement of Work NOAA Research Vessel R8301

UTILITY CRANE REPLACEMENT

Requestion #: NC-NM4500-23-00759 Revision C 4-25-23

A] GENERAL INFORMATION

1] This Statement of Work (SOW) contains the requirements for shipyard services on the NOAA Research Vessel Manta R8301.

2] The general characteristics of the vessel are as follows:

Length on deck: 83 feet Length overall: 90 feet Beam: 30 feet Draft: ~4 feet Displacement: ~78 long tons

3] All work shall be accomplished at the Contractor’s facility, which shall not exceed 50 miles from the vessel homeport at Texas A&M University in Galveston, Texas. NOAA shall deliver the vessel to the Contractor’s facility, and redelivery will also be at the Contractor’s facility. The period of performance for all work is; Date of Award to May 26, 2024

4] The Contractor shall be responsible for coordinating the efforts of their employees, subcontractors, and vendors in order to avoid any delays or disruptions and to meet the period of performance. The Contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.

5] Upon arrival at the Contractor’s facility the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, protection from adverse environmental conditions, etc. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove the vessel from the Contractor’s facility.

6] NOAA employees and contractors may be working on board the vessel during the period of performance on a not-to-interfere basis. These personnel shall have full access to the vessel during normal working hours.

7] If the vessel is hauled from the water, the Contractor will ensure that all machinery and equipment used for that purpose is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessel, and operated by trained, competent personnel. NOAA will provide a docking plan for the vessel if requested.

8] In the event defects or damage unrelated to the work tasks defined below are discovered, the Contractor shall submit a Condition Found Report (CFR) to the TPOC. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be performed without approval from the Contracting Officer.

9] The Government reserves the right to award some or all tasks defined herein. Additional work may be authorized on a case-by-case basis, but only in the event a Condition Found Report is issued by the Contractor, and approved by the Contracting Officer, prior to any new tasks being obligated or started.

10] All work performed under this (SOW) will meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel.

11] All welding, if required as part of the tasks defined below, will be performed by welders certified by ABS or USCG working in accordance with welding procedures approved by ABS or USCG. Certifications and procedures issued by other nationally recognized authorities may be considered.

12] NOTE: All work performed on the vessel will be accomplished as described below unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA and approved by the Contracting Officer.

B] SPECIFIC WORK TASKS

1] Remove existing crane Remove the existing crane from the vessel, along with associated fasteners, control valve assembly, and over-deck hydraulic hoses. Dispose of this material in an environmentally safe manner.

2] Modify crane foundation As required, modify the existing crane foundation to accept the new crane. The modified foundation will be equal to or stronger than the existing design. Ensure that no sharp edges or burrs are exposed on any new metal.

3] Provide and install new crane Provide one each new and unused crane (Morgan 350.4) meeting the following minimum requirements:

a) 24,350 ft/lbs. safe working moment capacity.

b) Safe working loads clearly labeled on the equipment.

c) Mono-boom design with four hydraulic and one manual extension.

d) Safe working loads and reaches;

4510# @ 5'-2" 2640# @ 8’-9” (hydraulic extension) 1870# @ 12’-6” (hydraulic extension) 1430# @ 15’-9” (hydraulic extension) 1210# @ 19’-0” (hydraulic extension) 880# @ 22’-3” (manual extension)

e) Powered hydraulic rotation, 360 degrees, 3,400 ft/lbs.

f) Hydraulic demand 5.0 GPM @ 3150 PSI.

g) Planetary winch, 2,800 lbs pull, 100' of SST cable, safety hook. Cable will have a safe working load that exceeds the crane capacity at any reach or position.

h) Four-function hydraulic control valve mounted in existing control station.

i) Paint, marine grade, black.

j) Weight not to exceed 980 pounds.

Install the crane in accordance with the manufacturer’s instructions. Ensure all crane mounting fasteners are marked with a security check paint stripe of a contrasting color.

4] Install hydraulic controls Install the control valve bank in the existing console near the crane. Provide and install over-deck hoses equal in size and capacity to those removed. Cover all hydraulic fittings in Densyl tape or equal, and cover all hoses with chafe resistant material.

5] Provide crane cover Provide and install one weather-proof, UV-resistant fabric cover for the crane and control station (see pictures in section 6 below). The cover will be close-fitting, protect as much of the crane as possible, and be secured with twist-lock fasteners. Provide means to tighten the cover around the crane base when installed.

6] Testing Upon completion of all work above, test the crane as follows. TPOC must be present for testing and approve the machinery is working properly and efficiently:

a) With the vessel at dock, operate of the crane with no load over the full range of motion in all axes and at all extensions. Demonstrate that no leaks of hydraulic fluid are present anywhere on the crane, all hoses, and the valve assembly.

b) With the vessel tied to the dock in calm water, test the crane to 125% of maximum rated load when extended to 5’-2” (4510# x 1.25 = 5638#). Test ballast can be steel (~11.4 cubic feet), concrete (~37.6 cubic feet), or water (~91 cubic feet). The crane must be able to lift, hold for five minutes, and lower the test load. Include rotation of the crane through the range of motion available during the test. Recheck for leaks.

A visit to the vessel is encouraged prior to bid submission and should be coordinated with:

2] TECHNICAL POINT OF CONTACT/TASK MONITOR

The Contracting Officer will assign the Technical Point of Contact(s) (TPOC) that shall serve as a technical advisor to the Contracting Officer. The TPOC does not have any contractual authority and cannot obligate the Government or change the scope of work. The TPOC serves as a technical representative for the Contracting Officer.

3] IT SECURITY REQUIREMENTS

The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The contractor will not have access to any government owned IT equipment or be furnished government privileged information. However, the contractor will have full access to the vessel and all of its systems.

4] INSPECTION AND ACCEPTANCE

The TPOC will perform final review and acceptance of all work.

5] INVOICING

Invoices shall include the vendor name, date, and the purchase order number. Invoices shall be submitted to the TPOC for review and approval. An invoice at 50% of jobs completion may be submitted for payment. The TPOC will then forward the invoice to the NOAA finance office for processing.
