SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants
Office (AGO), Eastern Acquisition Division, and National Ocean Service/Flower Garden Banks National Marine Sanctuary (FGBNMS).
2. Description of supplies or services required to meet agency needs (including the estimated value).
Research Vessel MANTA is a 90-foot, aluminum hull catamaran that is the primary research vessel for the FGBNMS. MANTA’s existing Morgan Marine crane aboard the vessel is no longer functional and the boat requires a new crane for operational readiness. The crane is used for on and off-loading heavy equipment for the vessel, including, but not limited to, scuba diving and Remotely Operated Vehicle (ROV) equipment. The Contractor will purchase and install the Morgan Marine crane. The expected delivery date is January 2024 and the period of performance is through June 30, 2024 in case there are any delays in manufacturing, supply chain issues, and/or shipment of the replacement crane.
3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. Multiple NOAA small boats are outfitted with Morgan Marine cranes and have proven to be very reliable and durable over the course of many years. A Model 350.4 Hydraulic Crane meets all specifications and requirements as a replacement crane for R/V MANTA. This crane is vital to meet all requirements for NOAA missions.
□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. The current crane aboard R/V MANTA is a Morgan Marine crane and it operated safely and efficiently for over 15 years.
MANTA was designed specifically to conduct work within the FGBNMS and it had highly specialized outfitted equipment for sanctuary’s mission. Morgan Marine has an exact replicate of the existing, failed crane, which forms the deck correctly on the vessel, has the correct hydraulic fittings and calibrations, and can hoist 890 pounds with 20 feet of reach. Specifications: 20’4” hydraulic reach, hoist 19,880 feet/pound capacity, 3,450 hydraulic system, 360-degree rotation, stainless steel JIC hosing, and a hydraulic manifold mounted at the base of the crane.
5. Market Research.
The Morgan Marine crane is the only replacement on the market that is compatible with the existing equipment and deck configuration.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
