Magnetometers
Statement of Work

1. General: The 4th Security Forces Squadron requires the rental of 5 (each) Evolv Express brand name or equal high throughput dual lane metal detection systems and 10 (each) walk-through metal detectors to screen guests for the Wings Over Wayne Air Show on 2-4 May 2025.
2. Equipment: The contractor shall provide all personnel, equipment, tools, management, vehicles, supervision, and any other support not identified in this SOW required to supply, install, and maintain 5 (each) Evolv Express brand name or equal high throughput dual lane metal detection systems, and 10 (each) walk-through metal detectors. The equipment must be set-up, calibrated, tested and operational by 8:00 p.m. EST, Thursday, 01 May 25. The equipment must remain set-up, calibrated, tested, operational and monitored for the entire duration of the airshow. The equipment must be in working condition from the hours of 7:00 a.m. EST, 02 May 25 – 6:00 p.m. EST, 04 May 25.
Each of the high throughput dual lane metal detection systems must be capable of processing 3,600 personnel an hour without removing any personal items from themselves or pockets. The systems must operate at ten times the speed of a traditional hand-held metal detector (up-to 400 people per hour), provide an image, and identify any person who “alerts” along with identifying the general area on the person that is a potential threat.
Additionally, the detection systems must be able to provide throughput reports and alarm statistics during and after the Air Show. Photos and recordings of a person that is alerting, with highlighted locations of any possible threats on their person must be provided in real time as people walk through, without needing to stop or remove personal items.
The walk-through metal detectors should be comparable to TSA standards in regard to detection of metals. The Vendor is responsible to have sufficient personnel, tools, and spare parts to complete maintenance and ensure the equipment remains operational. If the equipment requires adjustment, the vendor will immediately complete the adjustment to prevent extended usage loss from the affected unit or units. Maximum usage loss from any affected unit shall not exceed 20 minutes.
3. Storage: If requested in advance, Seymour Johnson AFB will provide temporary storage of the equipment for no more than three days prior to and after the airshow dates (02-04 May 2025). Storage will be in a secured area and will require pre-coordination with Seymour Johnson Security Forces personnel prior to gaining access.
4. Power: Seymour Johnson AFB will supply the power needed to run the magnetometers per manufacturers direction.
5. Training: The vendor will supply an operational training course to 10 Seymour Johnson personnel in order to help maximize the use of equipment, including but not limited to familiarity with system interface, operational procedures, and interpreting scan results. Initial training will be conducted on 01-May-2025 during regular business hours with additional on the job training as required before or during the show (02 May 2025 to 04 May 2025).
6. Set-up: Seymour Johnson AFB may provide personnel to assist with movement of equipment required to set up and teardown the magnetometers at their operating locations. The vendor personnel should also be available for walk-throughs in order to adequately calibrate the magnetometers.
7. Lodging and Meals: Contractor is responsible for all lodging, meals, per diem, incidentals and any other associated cost for their personnel.
8. Installation Access: Seymour Johnson AFB will provide vendor with base access passes for entry. The
Slocumb Gate Commercial Gate must be used when transporting the magnetometer equipment on to the installation.
9. Technical Evaluation Characteristics: All equipment must comply with the criteria found in the above information to be considered a viable option.
10. Other Items: Vendor will provide a sufficient amount of warning and caution signs associated to the magnetometers.
11. Cancellation: Should the 2025 Seymour Johnson AFB Air Show be postponed, abandoned, canceled, or otherwise prevented from occurring due to conditions outside the control of either party, including, but not limited to, national or military emergency, disaster, terrorism, or an act of God/force majeure, pandemic and or epidemic neither party here to shall be liable to the other for any expense incurred at the time of cancellation.
If the Contractor has incurred costs at the time of cancellation, the Contractor shall be entitled to a compensation amount that is commensurate with the amount of work performed. The Contractor shall therefore provide substantiating documents to support costs incurred when invoicing.
