About this file

The Statement of Work (SOW) details a helicopter lift services requirement for the Federal Aviation Administration (FAA) to support tower site inspections in the Flathead National Forest. The project involves transporting two personnel and approximately 100 lbs of hand tools via helicopter to three remote landing zones near Stony Hill, Spotted Bear Mountain, and Baptiste Lookout in Montana, with an estimated maximum payload of 500 lbs. The service is scheduled for two days (June 15-16, 2025), with pickup at Kalispell City Airport and estimated departure between 0900-1000 hours, requiring the contractor to remain on-site and stand by for approximately two hours per location.

The related federal contract opportunity is a pre-solicitation market survey seeking sources for light lift helicopter services across multiple national forests in Washington, Idaho, and Montana. The FAA is establishing competition pools for five separate lift projects, with this specific project (Lift Project 2) targeting the Flathead National Forest. The procurement will likely be a Firm Fixed Price contract, with lowest price as the primary award factor. The FAA is considering small business set-asides, including options for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or 8(a) Program certified businesses. Interested vendors must submit a capability statement, provide SAM registration details, and respond electronically to the contracting specialist by the unspecified response deadline.

SERVICES

Flathead Forest Tower Inspection Personnel Air Transportation

Introduction and Overview This is an urgent and compelling requirement to support the inspection of US Forest Service (USFS) tower sites in the Flathead National Forest.

The purpose of this requirement is to provide air transport for personnel and tools, from pick up site to drop off site, to support the inspection of USFS tower sites. This requirement is for the lifts of personnel and their tools only.

Background

The Federal Aviation Administration (FAA) has a service order requirement/commitment to perform inspections and maintenance on USFS assets that include communication and lookout tower structures. When the structures are inaccessible by any other means, airlift by helicopter is necessary.

Scope of Work The vendor must provide all aircraft, fuel, aircraft crew, and other incidentals to lift FAA personnel and hand tools up to the remote site that is located near Stony Hill, Spotted Bear Mountain, and Mount Baptiste Montana.

The estimated heaviest lift for this project is 500lbs, which consists of the following:

Two (2) Personnel (est. combined weight of 400lbs)

Hand tools in hand-carried bags (est. combined weight of 100lbs)

The estimated maximum elevation of the destination site is approximately 7,037 ft above sea level.

The FAA estimates a total of three (3) round trips for all personnel and equipment described above.

Departure is estimated to occur between 0900-1000.

The Contractor will stay on site, standing by, for the duration of the work to be performed, estimated two (2) hours per site, then provide transportation to the pickup point.

The contractor will support alternate times of departure or pick-up times throughout the day if requested by FAA Ground Crew.

NOTE: The heavy lift requirements of removal of damaged equipment will not be performed under this SOW.

The contractor must notify the FAA Contracting Officer (CO) immediately if change of schedule or delay is intended to utilize or incur any cost against the contingency contract line item which addresses delays.

Any changes to contract cost must be coordinated prior to costs incurred. Only the FAA CO has the authorization on behalf of the FAA to agree to such changes. Any other agreements made between the contractor and other FAA personnel is at the contractor’s risk.

Period of Performance (PoP) The FAA requires services for two (2) total days on June 15th 2025 and June 16th 2025.

Any delays or changes to this start date or schedule prior to the start of work may be approved by the designated Contracting Officer’s Representative (COR), so long as there is no impact to contract price.

Any delays or changes to this start date or schedule after the start of work, or any changes that could result in future claim for additional payment must be coordinated with and approved by the CO.

Place of Performance Personnel Pick-up Location: Should be at Kalispell City Airport - 1880 Highway U.S. 93 S, Kalispell, MT 59901.

Personnel Delivery Location:

Site 1: Stoney Hill, landing zone (47°55'29.76"N, 113°34'55.71"W)
