OF WORK

C.1 Purpose

The purpose of this contract is to provide all engineering design, labor, materials, equipment, quality control, safety oversight, and supervision necessary to design and construct the rehabilitation and limited new construction of the Mess Hall, Kitchen (fully equipped), Storage

(Pantry), and Gym facilities at the Comando de Operaciones Especiales (COE) Base, Lepaterique, Francisco Morazán, Honduras. The Contractor shall deliver safe, code-compliant, fully commissioned facilities with complete documentation and minimal operational disruption, under a single Design-Build contract.

C.2 Background

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime.

INL programs support two of the Department of State's strategic goals: (1) to reduce the entry of illegal drugs and migrants into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of, and support the enforcement operations of, their foreign criminal justice systems and law enforcement agencies.

U.S. Embassy Tegucigalpa, through INL, maintains a cooperation program with the Dirección

Nacional de Fuerzas Especiales (DNFE) of the Honduras National Police, focused on supporting and improving training facilities for the COE at Lepaterique.

The existing Mess Hall, Kitchen, Storage, and Gym infrastructure at the COE compound is significantly deteriorated, presenting safety, fire, and structural risk to COE personnel. The Mess

Hall and Kitchen/Storage roofs, walls, and electrical systems require complete removal and replacement with new self-supporting Aluzinc dome structures. The existing Gym requires concrete slab replacement, new flooring, a new structural support system for training equipment, roofing repairs, and electrical upgrades.

The completed facilities, installed equipment, and appliances furnished under this contract are provided as assistance to the Government of Honduras and will be transferred to the Dirección

Nacional de Fuerzas Especiales (DNFE) upon final acceptance. The Contractor shall deliver all warranty documentation, operations and maintenance manuals, and training in a form usable by the end user.

This project consolidates three interrelated sub-projects into a single design-build procurement:

1. Rehabilitation of the Gym (concrete slab, flooring, structural support system, roofing, electrical, and door replacement);

2. Construction of new self-supporting dome roofs and structural components for the Mess

Hall and Kitchen/Storage areas;

3. A kitchen furnished and equipped with all equipment and appliances necessary to feed 75

COE members, with all such equipment available in the local market to facilitate procurement of replacement parts, including warranty, maintenance, and training as needed; including plumbing, fire protection and life safety, and kitchen ventilation systems supporting safe and continuous food service operations.

C.2.1 Contractor Qualifications

The Contractor shall be licensed and certified to perform architectural, engineering, and construction services in Honduras, and shall have an established office in Honduras at the time of design and construction. The Contractor shall supply qualified in-house engineering and/or skilled labor personnel, project management oversight, quality assurance/quality control oversight, and site safety monitoring.

The Government is seeking sources capable of delivering design-build projects based on the design parameters established by this SOW. The Contractor shall provide multi-disciplined architectural/engineering services and construction contracting and management services, and shall be experienced in coordinating design and construction in all aspects of design, demolition, and new construction.

C.2.2 Local Participation

The Contractor is encouraged to hire local labor and subcontractors and to use locally available materials, consistent with the material standards in the SOW, and to work with local trades and suppliers to develop a design that fits the local context of the surrounding COE base facilities and facilitates future maintenance and procurement of replacement parts by COE personnel.

Local participation is encouraged but is not an evaluation factor and receives no evaluation credit.

C.3 Performance Objective and Approach

This Scope of Work (SOW) is performance-based: the Government describes the required results and measurable minimum performance standards, and the Contractor selects the methods by which those standards will be achieved.

The Contractor shall provide all labor, materials, equipment, engineering, QA/QC, safety, and supervision necessary to complete the projects (Gym Refurbishment and Mess

Hall/Kitchen/Storage Dome Construction and Fully Furnished Kitchen) at the COE Base in

Lepaterique; delivering safe, code-compliant, fully commissioned facilities with complete documentation.

• Developing complete engineering designs, calculations, and construction drawings;

• Obtaining all required permits and regulatory approvals;

• Constructing all facilities in accordance with the approved design and this SOW; and

• Delivering fully commissioned, equipped, and operational facilities.

The Government provides performance criteria — required outcomes, functional standards, and minimum quality thresholds — rather than prescriptive design specifications.

C.3.2 Design Responsibility

The Contractor assumes full professional and legal responsibility for the adequacy, accuracy, and code compliance of all engineering designs produced under this contract. Design errors, omissions, or non-compliant designs shall be corrected by the Contractor at no additional cost to the Government.

• 35% Design (Concept – Government Furnished Information (GFI)): Conceptual-level technical layout establishing major design elements, fundamental project geometry, major systems, preliminary criteria, and baseline design intent sufficient for initial coordination and validation of scope. The Contractor to validate and, where necessary, identifies required departures from the concept.

• 65% Design: Substantially developed set of technical documents with coordinated architectural, structural, civil, and MEP systems, resolving most design conflicts.

Confirms constructability, refines project details, and incorporates feedback and validation findings from the 35% phase.

• 95% Design: Near‑final construction document package; technically complete but still undergoing final QC, coordination, and resolution of minor conflicts.

• 100% Design (Construction Drawings): Fully validated, coordinated, and contract‑ready package with all details finalized and no remaining design development actions.

• As-Built: Finalized technical document that records the precise, field-verified geometry, dimensions, materials, and installed conditions of a constructed project, reflecting all deviations from the original design.

C.3.2.1 Limited Notice to Proceed (LNTP). Upon award, the Contracting Officer will issue a Limited Notice to Proceed authorizing the Contractor to mobilize and commence site investigation, assessment, and design services. The Contracting Officer may additionally authorize, HAZMAT/asbestos abatement and associated demolition during the Design Period, provided that the Contractor has first obtained COR approval of the HAZMAT/asbestos abatement plan and the Site-Specific Safety Plan, obtained any required Honduran authority notification or approval for asbestos work, and obtained base access authorization. 2. Egress doors shall swing in the direction of egress travel where required by code for the occupant load served, and shall be openable from the egress side without the use of a key, tool, special knowledge, or effort. Where required by code for the assembly occupant load, egress doors shall be equipped with panic or fire exit hardware.

3. Exit signage — illuminated exit signs at each required exit and at each point where the direction of egress travel is not immediately apparent, visible from all points along the path of egress travel, with emergency power.

4. Emergency egress illumination along all required egress paths, at exit doors, and at exit discharge locations.

5. Portable fire extinguishers selected, sized, mounted, signed, and located in accordance with NFPA 10 for the hazard classification of each area, including:

o Class K extinguisher(s) in the Kitchen cooking area, located within the NFPA

10 maximum travel distance from cooking appliances;

o ABC-rated extinguishers throughout the Mess Hall, Storage, and Gym at NFPA

10 travel distances.

6. Host-nation approvals. The Contractor shall obtain any review, inspection, or approval of the fire and life safety design required by the Honduran fire authority or permitting authority having jurisdiction, and shall provide evidence of such approval to the COR.

Minimum Quality Standards: International Building Code (IBC); International Fire Code

(IFC); NFPA 101 Life Safety Code; NFPA 10 (portable fire extinguishers); or locally applicable

Honduran code. All components listed and labeled by a nationally or internationally recognized testing laboratory.

Acceptance Criteria:

Contractor certification letter documenting verification of:

• Egress path, door swing, hardware, exit signage, and emergency lighting installation verified by walkthrough with the COR against the approved design;

• Emergency egress illumination witnessed by the COR.

• Extinguisher type, rating, mounting, signage, and travel distances verified against NFPA

10 by inspection with the COR;

• Live functional test of the kitchen systems. The test shall be conducted in accordance with the manufacturer's commissioning procedure, and the system shall be restored to full service condition following the test;

• Evidence of any required Honduran fire authority approval or inspection sign-off;

• Contractor certification letter documenting all of the above; COR acceptance.
