Title: Spaceport Capacity Assessment Tool and Diminishing Manufacturing Sources and Material Shortage Toolkit

1. Purpose

PAE AATS, SLD 30, SLD 45, and PM LTRS requires capabilities that enable government planners and acquirers with digital solutions to determine our operational limits and investments to handle future space launch and test capacity that is informed by supply chain survivability in time for FY27 requirement collections for Spaceport of the Future and LTRS Program Objective Memorandum (POM) planning windows [June-Sep of each calendar year].

As PAE AATS decides on investments to defend congressionally they require data informed estimates that support budgetary requests that increase our force structure, improve our facilities and infrastructure, and highlight real world limitations facing our the space launch and test ranges.

SLD 30 and SLD 45 are charted to facilitate and enable unconstrained launch and test support to our mission partners by validating limiting factors and recommending solutions to alleviate them.

PM LTRS is chartered with managing a large range contractor to keep the range green and will continue to do so for the next several decades. As such they require a robust set of capabilities to highlight supply chain risks in order to inform government leadership on mitigation plans and influence industry to be more competitive in those technology spaces.

System Delta 88 - Satellite Communications (SYD 88) is responsible for acquiring, testing, and advancing capabilities that support narrowband, tactical, and strategic SATCOM systems. SYD 88 leads the development and fielding of satellites, ground segments, and mission software in support of DoW missions. The organization oversees the integration, engineering, and acquisition activities required to deliver resilient SATCOM capabilities across operational environments.

The SLD 30 Digital Transformation Office has been tasked to determine the maximum capacity of the spaceport and oversaw the successful delivery on a previous task order.

The DTO also gathered consensus on its utility across the stakeholders already mentioned and is best suited to oversee, guide, implement, and train members on the technical solution being built by a vendor.

2. Objective and Mission

2.1. Objective. To enable PAE AATS, SLD 30, SLD 45, with capabilities to determine how we can improve our launch and test range services (infrastructure, personnel, and range systems) to meet never experienced launch and test operational tempos.

PAE AATS and PM LTRS must also require capabilities to perform supply chain risk analysis for range capabilities they must acquire over the next several decades and be able to strategically influence the defense and industry industrial bases to be cognizant of where improvements are needed and profitable business spaces are when providing capabilities to support space launch and test.

Consecutively, SYD 88 requires access to a digital platform supported by a well-curated, well-trained, and adaptive knowledge graph. This environment must enable SYD 88 to perform data-driven analysis across the SATCOM enterprise, including assessments of supply-chain dependencies, industrial-base health, technology readiness, lifecycle sustainment impacts, interoperability considerations, and acquisition risk factors. The platform must support SYD 88’s need to evaluate system-of-systems relationships, inform programmatic decisions, and ensure SATCOM capabilities remain resilient, survivable, and aligned with operational concepts across all phases of conflict.

To this end the contractor shall furnish up to 50 PAE AATS, SLD 30, SLD 45, PM LTRS, and SYD 88 users with access to a vendor configured Launch and Test Capacity Assessment tool and DMSMS Analysis tool.
