PURCHASE DESCRIPTION
FOR AN AUTOMATED LASER
COUPON SYSTEM
1. SCOPE: The purpose of this Statement of Work (SOW) is to define the requirements for the purchase of a new unused Automated Laser Coupon System based on the prototype that was developed under the previous contract number FA8100-20-C-0012. The system will be shipped, installed and properly set up to work with the Thermal Spray Dashboard.
2. REQUIREMENTS
2.1. Design: The item offered shall be new and a current commercially available model hardware and software. A current model is defined as the manufacturer's currently produced model. The software and hardware shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair. All software must be fully supported for bug fixes and updates.
2.1.1. New Developments: The contractor shall identify any new developments that would improve the efficiency, accuracy or productivity of the hardware and software or would decrease its operating costs. The contractor shall notify the Contracting Officer and technical POC in order that the new developments may, at the Government's option, be included in the equipment. Reports of such developments shall be addressed to the Contracting Officer.
2.1.2. Measuring and Indicating Device Graduations: All measuring and indicating software in the system shall be graduated either in the Standard English units or both Standard and Metric.
2.1.3. Controls: All electrical and mechanical operating controls shall be located convenient to the operator's workstation.
2.1.4. Safety and Health Requirements: All machine parts, components, mechanisms, and assemblies furnished on the microscope whether or not specifically required herein, shall comply with all the requirements of OSHA 29 CFR 1910.
2.1.4.1. Safety Guarding: Covers, guards, or other safety devices shall be provided per ANSI B11.19. The safety devices shall not interfere with the operation of the Automated Laser Coupon System. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance, and repair of the parts.
2.1.4.2. Audible Noise Level: Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the "A" weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirements.
2.1.4.3. Mercury restriction: The Automated Laser Coupon System shall not contain mercury or mercury compounds, nor shall it be exposed to free mercury during manufacture.

2.1.4.4. Asbestos restriction: The use of asbestos and materials containing asbestos on or in the Automated Laser Coupon System are prohibited.
2.1.4.5. Lead: Lead and materials containing lead shall not be used on or in the Automated Laser Coupon System.
2.1.4.6. Use of Polychlorinated Biphenyl (PCB): The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited.
2.1.4.7. Environmental Protection: Under the operating, service, transportation, and storage conditions described herein, the Automated Laser Coupon System shall not emit materials hazardous to the ecological system as prohibited by Federal, State, or Local statutes in effect at the point of installation.
2.1.4.8. Interchangeability: All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable ·without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices.
Tooling and accessories normally supplied as standard items shall also be considered replacement parts. Foreign-sourced replacement parts shall be interchangeable with domestically supplied components or be readily available from a domestic source.
2.2. Requirements: Machine shall laser etch the run number on the coupons and log the dispensing of coupons to the thermal spray operator through the Thermal Spray Dashboard program. The vendor will unload the machine and move it to its destination point in building 3221. Utilities (220-volt 3 phase electricity and 90 PSIG air) will be brought within 25 feet of the machine placement site by the Government and the vendor will connect those utilities to the machine.
The equipment must have the following:
a. The machine will have the ability to keep track of 44 different coupons at a minimum. See
Attachment 1.
b. The machine must keep count of stock levels and report an alert through the Thermal Spray
Dashboard program when quantities are below an amount set by the government
c. The machine must have light curtains so that when coupons are being loaded or the machine is being maintained the robot and laser system will be prevented from operating.
d. The machine will identify the coupon with a vision system to ensure the right coupon was picked up by the robot.
e. The machine will laser etch the run number for each test on the coupons, with the exception of tensile bars and tubes, which already have an alpha marking on them.
f. The machine must take requests from the Thermal Spray Dashboard for coupons requested and update status of those coupons when vended.
2.3. Marking on Instruments, Control Panels, and Plates: All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

2.3.1. Nameplate: A nameplate shall be securely attached to the metallographs (microscopes) in the Automated Laser Coupon System. The nameplates shall contain the information listed below. If the Automated Laser Coupon System are a special model, the model designation shall include the model number of the basic standard Automated Laser Coupon System and a suffix identified in the manufacturer's permanent records. Any subsequent units of the same configuration would have the same part number with a different serial number.
a. Equipment Nomenclature
b. Manufacturer's name
c. Manufacturer's cage code
d. Manufacturer's model number Manufacturer's serial number
e. Power input (volts, total amps, phase, and frequency)
f. Government Contract Number
g. Date of manufacture
2.3.2. Identification Marking of Military Property: An Item Unique Identification Marking
(IUID) shall be provided in accordance with MIL-STD-130N and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text.
2.4. Technical Data: The contractor shall provide three (3) hard copies of all technical manuals and drawings. The manuals shall provide the data necessary for the programming, operation, and maintenance of the machine and ancillary equipment. The contractor shall also provide two (2) digital copies of the above technical manuals and drawings in Adobe's Postscript (*.PDF) file format on CD- ROM(s). The digital manuals and drawings shall be organized, indexed and referenced similar to the equivalent hardcopy format (i.e. volume, manual, section, etc.). Standard manuals/drawings shall be in the English language.
2.5. Installation: The contractor shall provide all materials, labor, transportation and rigging support for the complete installation of the Automated Laser Coupon System and all associated tooling and components unless otherwise stated in this specification. The installation shall be started one day after the placement of the machine on site by the contractor.
2.5.1. Footprint: The metallograph must still fit on same workbench and the computer must fit under that work bench like the old systems.
2.5.2. IT Considerations: The computer station will be turned over to the SCIENET IT department for installation of the correct version of Windows 11 to meet security requirements and the Automated Laser Coupon System software will be installed under their guidance at Tinker.
3. Training: After satisfactory completion of acceptance testing of the Automated Laser Coupon System, the services of a qualified representative(s), who is an American citizen of good standing and repute and proficient in the English language, shall be provided for specialized training to familiarize receiving activity personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. Training shall take place at the customer's facility. All printed training aids shall be supplied at no additional cost to the government, be in the English language, and become the property of the U.S. Government. One digital copy of training manuals and
4 of 7 P a g e mechanical/electronic maintenance manuals and drawings shall be provided in Adobe's Postscript (*PDF) file format on a CD ROM(s). Training shall include the following:
a. Familiarization with the equipment, including description of each sub-system, description of safety and emergency features, all software and familiarization with related technical data to be provided.
b. Demonstration by contractor personnel of all operation, safety, and emergency aspects of the equipment.
c. Hands on operation by receiving activity personnel with assistance from the contractor.
d. Upon completion of training, operator(s)/programmer(s) shall be capable of fully operating the equipment.
e. Upon completion of training, the operating personnel shall be familiar with all related technical data, the equipment and control and shall be capable of operating all Automated Laser Coupon System modules
3.1. Operator Training: Training shall be provided for ten (10) personnel in the operation of hardware and software over a period of two (2) (or more as required to keep groups small enough to effectively train individuals) working days, excluding weekends and federal holidays. Training shall take place during an eight (8) hour workday between 7:00 am and 3:00 pm.
4. Milestones: The following milestones must be met unless reasonable explanations approved by the contracting office are accepted.
a) Kick-off meeting within one month of contract award.
b) Build and test equipment on contractor’s site within 10 months of contract award
c) Origin inspection by end of 10th month after contract award.
d) Delivery and Installation at Tinker by end of 11th month after contract award
e) Testing and calibration during the 12th month after contract award
f) Training to be completed by end of 12th month after contract award
5. QUALITY ASSURANCE
5.1. Responsibility for Inspection: The contractor shall be responsible for the performance of all inspection requirements specified herein. The Government reserves the right to perform any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
5.1.1. Responsibility for Compliance: All items must meet all requirements of section 4.
5.2. Classifications of Inspections: The inspection requirements specified herein are classified as follows:
a) Contract quality assurance inspection (Origin) (see 4.4)
b) Final Inspection/Acceptance test (Destination) (see 4.5)
5.3. Inspection conditions: All inspections, tests, and examinations shall be performed in an indoor facility with ambient conditions of 55 degrees F to 100 degrees F and 10 percent to 95 percent relative humidity.
5.4. Contract Quality Assurance Inspection (Origin): contract quality assurance inspection shall be applied at the contractor's facility prior to being offered for acceptance under the contract. Quality
5 of 7 P a g e assurance inspection shall consist of the examination in 4.6 and the tests in 4.7 excluding the 4.7.2 performance test. The machine shall pass the examination and the contract quality assurance inspection to be acceptable for shipment.
5.5. Final Inspection/Acceptance Test (Destination): Final inspection and acceptance test shall be performed on the Automated Laser Coupon System to ensure conformance with this purchase description. The acceptance test shall be performed only after the Automated Laser Coupon System are installed at their final location. The acceptance test shall consist of the examination in
4.6 and all the tests in 4.7. The Automated Laser Coupon System shall pass the examination, all tests, and the final inspection to be accepted.
5.6. Examination: The Automated Laser Coupon System shall be examined to determine compliance with all requirements of this purchase description for the camera, monitor, dongle, workstation and software.
6. Tests: The machine shall be subjected to the following tests. All instruments, programs, materials, and tools required to perform and. evaluate these tests shall be furnished by the contractor. The measuring instruments shall have evidence of calibration traceable to the National Institute of Standards and Technology.
6.1.1. Operational Test: The machine shall be operated in accordance with the manufacturer's standard operating test procedure. The Automated Laser Coupon System and all modules shall operate correctly according to their function.
6.1.2. Performance Test: The software shall be calibrated with the microscope standard Klarmann
Rulings stage micrometer KR-814 with an uncertainty of no more than 0.00003 inch.
7. INSTALLATION RESPONSIBILITIES
7.1. Government Contractor

7.2. Government Responsibilities

The coupons stored and dispensed from this machine are witness coupons for thermal spray repair events. The coupons are held near the part and sprayed at the same time as the part so that they can be sectioned and evaluated to see if the spray event met OEM requirements. The following is a list of coupons that are needed for the thermal spray shop:
