Statement of Work Summary
This is a Statement of Work for laser etching services required by the Department of Veterans Affairs, Fresno VA Health Care System, Sterile Processing Services (SPS). The vendor must provide professional laser etching services to apply permanent, machine-readable identification markings (Unique Device Identifiers or facility-approved codes) on approximately 15,000 reusable medical instruments including those manufactured from stainless steel, anodized aluminum, and titanium. The contractor may utilize contractor-owned laser marking equipment when necessary. Work shall be performed at the Fresno VA Medical Center, 2615 E. Clinton Ave, Fresno, CA 93703, during normal business hours of 7:00 a.m. to 5:30 p.m., Monday through Friday, excluding federal holidays, with a period of performance not to exceed 90 days.
The markings must be visually legible and machine-readable under typical SPS lighting and operating conditions without compromising instrument integrity, performance, surface finish, or reprocessing compatibility (cleaning, disinfection, sterilization via steam or low-temperature systems). Each instrument will be etched only once unless rework is required due to scan failure. All marks must remain readable through normal operating conditions and processing cycles without flaking, corrosion, or surface degradation. Any changes or additional tasking beyond the scope of this SOW must be documented through written contract modification authorized by the Contracting Officer.

The Department of Veterans Affairs, Fresno VA Health Care System, Sterile Processing Services (SPS) require permanent, machine-readable identification on reusable medical instruments to support inventory control, traceability, lifecycle management, reduction of loss/misplacement, and integration with the facility’s instrument tracking system. Laser etching is selected for its durability, legibility, and material compatibility across common surgical instrument substrates. The Vendor will provide professional laser etching services on SPS instruments and Surgery instruments, marking them with a unique device identifier on most instruments, including those made of stainless steel, anodized aluminum, and titanium. The Contractor may also utilize compatible Contractor-owned laser marking equipment when required to meet performance needs.
