STATEMENT OF WORK
Kenai NWR
Headquarters Lab Renovations U.S. Fish & Wildlife Service
1.0 BACKGROUND
A. The Kenai Headquarters lab is outdated and needs renovation and replacement.
The Biologists need adequate room to work and retention of various aspects of the current lab.
B. Provide Design build services for installation of new Laboratory at the Kenai NWR headquarters in Soldotna, Alaska.
2.0 SCOPE OF WORK
2.1. Line Item 01 – Design Services
2.1.1. Provide Design Services for renovation of one Lab Space in the Kenai Headquarters in Soldotna, Alaska.
2.1.2. Provide Design services that shall include the following:
A. Demolition of Existing Lab Cabinets, Counters, Wall Units and Electrical.
B. New Center Island chemical resistant work space.
(i) Room for Four (4) Workstations
(ii) One continuous chemical resistant Solid Surface Countertop
(iii) Stainless Steel double sink with area for drying rack
(iv) Retain Exhaust Hood
(v) New Ergonomic stools
(vi) Counter height that allow for comfortable (ergonomic) viewing through microscopes along the counter tops along the two longest walls in the lab.
(vii) New Built in electrical outlets meeting NEC standards
(viii) New Data outlets
(ix) Installation of New Chemical resistant cabinets. Cabinets shall be Plywood construction minimum.
(x) New workspaces shall include enough counter space for three (3) workstations
(xi) Demolition of concrete bomb calorimeter
(xii) Space for a freezer (70” tall X 33” wide X 29” deep)
(xiii) Space for vertical flammables cabinet (66.5” tall X 23.5” wide X 18.5” deep) placed side-by-side with Freezer
2.1.3. Design Phases
A. Site Investigation, A&E Scoping, Data Collection, Field Report, and
Schematic Design: Prepare (#) Schematic Design Alternatives consisting of sketches, description/narrative and an engineer’s opinion of possible construction costs for each of the alternatives. Services will include coordination with architectural, civil, structural, landscaping and permitting consultants as needed. The A-E shall provide a list of all federal, state, county and local permits required for the proposed task order. The goal of this deliverable shall provide USFWS options to select a preferred alternative for further design development and for use in any required NEPA, State and local authorities.
B. Design Development (+/- 35%) Submittal Drawings, Specifications, Opinion of Possible Construction Cost: Prepare Design Development Documents consisting of scaled drawings and an engineer’s opinion of probable construction cost. The goal of this deliverable is to fix and define the size, requirements and character of the project.
C. 100% Final Construction Drawings, Specifications, Opinion of Possible
Construction Cost and Construction Schedule: After completing the response to the USFWS 100% review comments, the A-E will prepare Final Construction Documents consisting of final plans, specifications, an engineer’s opinion of possible construction cost and an engineer’s opinion of possible construction schedule. The A-E will furnish copies of the Final Construction Documents to the USFWS within a yet to be determined number of calendar days. Final submittal will be assembled into bid-ready documents. During the contract solicitation period the A-E will respond to RFIs and prepare written clarifications and addendums to the solicitation.
D. 100% Draft Construction Drawings, Specifications, Opinion of Possible Construction Cost and Construction Schedule: Upon approval of the 65% Construction Submittal, where all comments have been addressed, the A-E will prepare 100% draft Construction Documents consisting of drawings, specifications, an engineer’s opinion of probable construction cost and an engineer’s opinion of possible construction schedule. The A-E will furnish review copies of the 100% Construction Documents to the USFWS within 30 calendar days (or provide another duration) after receipt of comments concerning the 65% Construction Document submittal.
2.1.4. Code Requirements
A. All installations shall meet ADA/ABA requirements.
B. All Designs shall meet IBC and NEC Codes.
2.1.5. Deliverables:
A. Drawings:
(i) Submittals for all materials to be installed
(ii) Work Plan for Section G
2.1.6. Line Item 02 – Installation of Laboratory Design
A. Install Approved Final Laboratory Design
B. All installations shall meet ADA/ABA requirements.
C. Deliverables:
(i) Submittals for all materials to be installed
(ii) Work Plan for Section G
2.2. Additional Requirements
2.2.1. Period of Performance
A. Work may commence after September 1st 2022 B. Work shall be complete by May 1st 2023
2.2.2. Schedule
A. Provide a schedule that shall be updated monthly of all activities.
B. Provide a minimum of two week (14 days) notice prior to beginning construction C. Provide a minimum of three (3) Business days notice prior to any shutoff.
3.0 SUPPLEMENTARY INFORMATION
3.1. Project Location & Availability
3.1.1. Project Location
A. Project is located at the Kenai NWR Headquarters in Soldotna, Alaska B. Kenai NWR is accessible via roads.
3.1.2. Work Hours:
A. Normal work hours at the station are 7:30am to 4:00pm, Monday through
Friday, excluding Holidays. Coordinate with staff if access to the site is required.
B. Additional hours outside normal work hours may be requested and are subject to approval by Station staff and the Contracting Officer.
3.1.3. Staging Area
A. Staging Area is at an approved location by the local USFWS staff)
3.1.4. Site Visit
A. A PRE-BID MEETING shall be set by the Contracting Officer at a future time.
It is strongly encouraged that all prospective bidders attend.
3.2. Technical Coordinators

3.3. Inspection and Acceptance
3.3.1. Comply with the USFWS Region 1/7/8 General Engineering Requirements.
3.3.2. The work shall be accepted when all the work is completed as described here within.
3.4. Government Furnished Materials
3.4.1. The FWS will provide the following items related to this project:
A. Existing drawings related to Headquarters B.
3.5. Submittals
3.5.1. Submittal Log
A. Submittal Log shall be furnished within 15 calendar days of Contract Award.
B. Submittal Log shall at a minimum contain: Contractor Name, Contract
Number, Project title, Date of Revision, Sequential Numbering, Date Submitted, and Date Approved.
C. Product Data shall be submitted for all materials to be installed and used on the project.
D. Product Data shall include technical cut sheets, shop drawings, required samples, mockups and other test reports.
3.5.2. Construction Schedule:
A. The Contractor shall furnish the preliminary work schedule within fifteen (15) days after award of contract. Construction Schedule shall be prepared on electronic scheduling software (Primavera, MS Project, etc.)
B. Schedule shall be in portable digital file (.pdf) format showing all major portions of work.
C. Schedule shall be updated once a month and submitted to the Contracting Officer Representative.
3.5.3. Schedule of Values
A. The Contractor shall furnish a detailed Schedule of Values within fifteen (15) days of award of contract. This schedule shall be based upon the Contract Bidding Schedule but with sufficient additional detail to allow accurate calculation of the monthly progress payment.
B. Lump sum bid items shall be broken down into their component parts, i.e., mobilization, bond and insurance, excavation, backfill, forming, metalwork, concrete work, framing, roofing, etc. with a cost figure for each item.
C. Schedule of Values shall have at a minimum: Contractor Name, Address, Contract Number, Current Date and Performance Period.
3.5.4. Permits
A. Environmental Permits
(i) The USFWS is responsible to secure environmental permits and/or exemptions for the work.
B. Construction Permits
(i) The contractor shall obtain any permits that are related to construction if necessary.
3.6. Payment
3.6.1. Contractor shall submit a draft invoice 5 work-days prior to sending to the Invoice Processing Platform (IPP), along with the agreed Schedule of Values to COR for review and concurrence.
3.6.2. Payment will be processed monthly in accordance with the approved Schedule of Values that indicates the dollar value for each Line Item.
3.6.3. Submit paid invoices to support any requests of payment for stored materials.
3.6.4. Submit a certified invoice (with signature and date) that clearly indicates the contract number, task order number, USFWS field station name, project name, Contractor name/address/contact person and phone number/email, sequential invoice number, inclusive dates for work invoiced, original contract dollar amount, any contract modification dollar amounts issued to date, grand total contract amount, total value earned to date, cumulative previous payments, net dollar amount due this invoice.
3.7. Closeout
3.7.1. Substantial Completion
A. Submit a preliminary list of unfinished work and notify the COR at least ten
(10) calendar days prior to the anticipated date of completion of all work.
B. The COR will perform final walk through as promptly as practicable.
C. The Contractor representative responsible for the work shall be present at the final walk through and shall submit a preliminary list of unfinished work.
D. A final list of Punchlist items shall be submitted to the Contractor for final completion.
3.7.2. Closeout Documents
A. Test Reports:
(i) Test Reports shall be furnished for all quality control testing required by the Contract Specifications.
B. Permits
(i) Final Permits shall be furnished to the Contracting Officer before final completion and closeout
