STATEMENT OF WORK
Contractor will furnish all necessary transportation, local onsite supervision and weekly labor reviews, and sufficient labor to provide daily cleaning services at the USDA Agricultural Research Service (ARS), Foreign Disease Weed Science Research Unit (FDWSRU), located on Fort Detrick, in Frederick, Maryland, in accordance with all terms, conditions, provisions, schedules and specifications of this document. Sufficient labor should be planned in order to provide back up during illness or personal leave for cleaning staff and there should be at leave period onsite supervisory visits to provide adequate support to cleaning staff, especially with unusual situations or if onsite training is needed to use appropriate cleaners and equipment to provide efficient and adequate service.
A. Contractor will furnish the following supplies and equipment
1. Carpet Cleaning equipment and supplies
2. Window cleaning equipment and supplies
The USDA ARS FDWSRU, 1301 Ditto Avenue, Fort Detrick, MD 21702 will provide all paper and plastics, hand soaps and sanitizers, disinfectants, hard surface cleaners and germicidal detergents. Also, blade and chariot style floor cleaner and buffers.
The two buildings are located at 1301 Ditto Avenue and 374 Beasley Avenue, Fort Detrick, MD 21702
B. Cleaning Specifications
Building 1301 Daily Janitorial Services:
Entry Areas:
Spot clean entrance glass doors.
Ensure no major debris is on rugs, sweep/vacuum if needed Office Areas:
Empty wastebaskets, change liners, wipe down exterior of wastebasket if needed Break Room/Kitchen:
Empty wastebaskets, change liners, wipe down exterior of wastebasket if needed Clean and sanitize sink and counter top Clean and sanitize table tops
Locker and Changing Rooms:
Empty wastebaskets, change liners.
Washrooms: (4)
Refill all dispensers to normal limits.
Clean and sanitize sinks and vanities.
Building 1301 Janitorial Services, Provided 3 times per week minimum:
Entry Areas:
Sweep and vacuum entry mats.
Sweep and damp mop tile floor.
Laboratories:
DO NOT TOUCH PERCEIVED MEDICAL WASTE (in red bags)
Stairwell Areas:
Sweep and damp mop.
Clean and sanitize hand rails and door knobs.
Dust and spot clean walls.
Office Areas:
Dust all open areas on furniture including desks, tables and counters.
Dust all exposed filing cabinets, shelves and window sills.
Dust window and door blinds Empty waste baskets and replace liners
Spot clean desk and table tops.
Low dust all horizontal surfaces to hand height including sills, ledges, moldings, picture frames, heating units, etc.
Spot clean walls and doors.
Vacuum carpets.
Laboratories:
Do not touch lab equipment or supplies or red perceived medical waste bins Dust mop and damp mop tile floors.
Break Room/Kitchen:
Clean microwaves, toaster oven and appliances.
Damp clean tables and chairs.
Spot clean walls, window ledges, doors, and cabinets.
Dust mop and damp mop tile floors.
Locker and Changing Rooms:
Dust and spot clean lockers and benches.
Clean and sanitize shower stalls.
Dust mop and sanitize floors (tile and concrete)
Washrooms: (4) Clean and polish mirrors.
Spot clean walls, doors, window ledges, shelves and cabinets.
Clean and sanitize toilets.
Sweep and damp mop tile and VCT floors.
Dust and clean window sills
Disinfect High Touch Surfaces
Door handles / Push plates / Door Bars Copier buttons Light Switches Sink faucet handles Kitchen cabinet/drawer handles Microwave, refrigerator door, toaster oven and regular over handles
Building 1301 Monthly Janitorial Services:
All Areas:
Spot clean walls and doors.
High dust above hand height.
Remove cobwebs from corners of ceilings.
Clean interior of two refrigerators monthly in lunchroom Clean exterior cigarette sand boxes (2) to remove old cigarette butts
Building 374 Weekly Janitorial Services:
Locker and Change Rooms: (4)
Dust and spot clean lockers and benches.
Clean and sanitize shower stalls.
Dust mop and sanitize floors concrete.
Vacuum carpeted areas.
Empty wastebaskets, change liners.
Refill all dispensers to normal limits.
Clean and sanitize sinks and vanities.
Clean and sanitize 4 toilets and 2 urinals Clean and sanitize 4 showers Spot clean walls, doors, ledges, shelves and cabinets
C. SAFETY & SECURITY
a. Access to the site by the Contractor shall be coordinated with the Location Monitor.
b. Must clear T1 suitability with the USDA prior to starting work in order to begin work at facilities.
Instructions are provided by the USDA staff when contract is awarded.
D. FEDRAL HOLIDAYS:
a. The following is a list of the federal holidays. Work is normally not conducted on federal holidays, however, additional work hours may be authorized for the convenience of the Contractor upon written approval of the Location Monitor.
b. Normal Hours of Operation: Monday through Friday, 8:00 AM to 4:30 PM, excluding Holidays.
c. Federal Holidays: The Federal Holidays observed by the Federal Government are:
New Years Day Martin Luther King, Jr.’s Birthday Presidents Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
When one (1) of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday by U.S. Government Agencies. Also included would be any day specifically declared by the President of the United States of America as a Federal Holiday.
