STATEMENT OF WORK (SOW)
Level 1 COVID-19 Response Cleaning
PROJECT TITLE: Janitorial Services & COVID-19 Response Cleaning for the Joint Field Office
1. BACKGROUND: The Federal Emergency Management Agency (FEMA) Region IX – Joint Field Office (JFO) has identified a requirement for enhanced Covid cleaning after a person tests positive and has been in the facility. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
2. SCOPE: 2995 Prospect Park Drive, Rancho Cordova, CA (38,000 SF- to include Suite 200 A & B, and suite 125) requires a contractor to perform the following Tasks:
a. Contractor will have certified staff that have completed OSHA 29 CFR 1910.1030- Blood Borne Pathogens training- and supply FEMA with copies of certification.
b. Contractor will use EPA registered disinfectants that are approved for use on Novel Coronavirus (COVID-19) and submit a list to the Contracting Officer’s Representative (COR) for review and approval prior to use. Contractor will also provide their own cleaning products, toilet paper, paper towels, tissues, hand soap, trash bin liners, and florescent lightbulbs to replace when out.
c. Contractor will provide their porters with the minimum basic PPE (gloves, masks, goggles).
d. Contractor must disinfect all frequently touched surfaces, to include but not limited to:
entryways, stairways, elevators, handrails, doorknobs, light switches, countertops, microwaves, refrigerators, water faucets, handles, elevator buttons, sinks, toilets, restroom door handles, and stall handles several times daily. While taking extreme caution/care to avoid damage to telecommunications and electronic equipment.
e. Contractor will empty all trash bins, recycle bins and exterior ashtray receptacles twice daily, and take out to the onsite dumpsters.
f. Restrooms to be cleaned (toilets, sinks, counters, door & stall handles) three times daily, mopping can be done at the close of business daily. Breakrooms should also be cleaned three times daily, focusing on touched surfaces like refrigerator doors, vending machines, microwaves (inside & out) counters, sinks, faucets and tables.
g. 2 certified porters to conduct basic janitorial as described above, also to include sweeping and mopping breakroom floors three times a week, bathroom floors daily, once a week vacuuming, taking into consideration private offices and permission to enter, and enhanced disinfecting cleaning and electro-static fogging (M,W & F COB) throughout the facility, to include both suite 200 A & B and suite 125.
h. In the event of a positive COVID-19 test, FEMA will provide vendor with a 24-hour notice. Contractor will perform enhanced Level-1 cleaning the following day. The enhanced cleaning will be invoiced separately from general cleaning, as the COR submits those invoices to GSA directly for payment through the COVID Cares Fund.
Security Training
SECURITY: All personnel require access to information up to the sensitive but unclassified, for official use only (FOUO) levels. Contractor must ensure contractor employees receive a favorably adjudicated public trust suitability prior to entry on duty (EOD). All individuals will be U.S. citizens. The contractor shall follow the standards established within DHS and FEMA policy.
Certificate of training is required for all cleared contractor employees who are working with classified or unclassified information. All certificates must be sent to the assigned FEMA Contracting Officer Representative (COR), before the contractor or subcontractor is granted access to classified or unclassified information but no later than 30 calendar days after awarded contract. Send certificates of completion for Unauthorized Disclosure, OPSEC, and Insider Threat to the FEMA COR no later than 30 calendar days after awarded contract. New employees entering the contract must receive the briefing within ten (10) business days of joining the contract.
Unauthorized Disclosure of Classified or Unclassified Information Contractors and subcontractors who are working on this contract shall receive Unauthorized Disclosure of Classified or Unclassified Information training.

For Official Use Only (FOUO) Information In accordance with DHS Management Directive 11042.1 contractors, consultants and others to whom access is granted will abide by 11042.1; DHS policy regarding the identification and safeguarding of sensitive but unclassified information originated within DHS. It also applies to other sensitive but unclassified information received by DHS from other government and non-governmental activities.
The contractor shall:
1. Be aware of and comply with the safeguarding requirements for “For Official Use Only” (FOUO) information as outlined in this directive.
2. Participate in formal classroom or computer-based training sessions presented to communicate the requirements for safeguarding FOUO and other sensitive but unclassified information.
3. Be aware that divulging information without proper authority could result in administrative or disciplinary action.
Contractors and consultants shall execute a DHS Form 11000-6, Sensitive but Unclassified Information Non Disclosure Agreement (NDA), as a condition of access to such information. Other individuals not assigned to or contractually obligated to DHS, but to whom access to information will be granted, may be requested to execute an NDA as determined by the applicable program manager. Execution of the NDA shall be effective upon date of the DHS Policy and not applied retroactively.

FEMA does not intend to share PII with this contractor, however it is possible during the course of their duties that they may come into contact with documents containing PII. Privacy and cyber security clauses are in place to ensure contractor compliance with proper PII handling procedures.
3. APPLICABLE DOCUMENTS: Employee Identification - Contractor personnel working on this requirement shall wear an identification badge that, at minimum, displays the contractor’s name, the employee’s photo, and the employee’s name. Contractor employees shall comply with all Government escort rules and requirements. Provide manufacturer documentation for maintenance performance schedule.
4. SPECIFIC TASKS: To thoroughly clean and disinfect the facility, and provide basic janitorial services Monday through Friday from 9am-6pm (allowing for one hour of breaks) Contractor will also be notified when positive test results are found within the facility, with the expectation the facility will be cleaned the following day, so personnel are safe to return to the JFO within a 48 hour time frame.
5. PLACE OF PERFORMANCE: The Contractor shall perform contract activities at all or any one of the Joint Field Office located at the following address:
