PERFORMANCE WORK STATEMENT

LANDFILL LONG TERM MONITORING SAMPLING

AT

IWAKUNI MARINE CORPS AIR STATION, JAPAN

1. INTRODUCTION

MCAS Iwakuni is located on the seaward (east) side of the city of Iwakuni, Japan. Iwakuni is near the west end of Honshu Island approximately thirty miles southwest of the city of Hiroshima. The station occupies a river delta and Imazu which extends into the Setouchi (Inland) Sea. The delta splits a river which originates in the mountains to the west of Iwakuni into two rivers (Monzen which passes south of the delta and Imam which passes north of it). The coast in this area is protected from typhoons by Shikoku and Kyushu Islands to the south. The river delta has been built up by filling and is protected by a sea wall on all sides. The result of the filling and sea wall work is that the delta is now shaped somewhat like a boot with the toe pointed south.

2. LOCATION

The solid waste landfill at MCAS Iwakuni is located to the north of the main runway between the airfield perimeter road and the Imazu River. The landfill covers approximately 33 acres and is bounded on all sides by drainage ditches. The landfill has been developed by filling in layers above the ground level which existed in 1970 (approximately the same as the runway elevation).

Approximately half of the site has been filled to a depth of 11 feet, a portion has been filled to a depth of approximately 7 feet, and the remainder (an area approximately 250 feet wide and 700 feet long aligned with the runway) has not received any fill. No active filling occurs at the site which is primarily covered with soil and vegetation.

3. OBJECTIVE

The Contractor shall provide and secure all labor, approved materials; tools, mobilization, transportation, supervision and equipment to accomplish all work as described herein and are not limited to the following:

Task 1: Perform Every Six (6) Months - Groundwater Sampling and Reporting events.

MW5, MW6, MW7, MW8, MW9

Task 2: Perform (4) Quarterly Methane Gas Sampling and Reporting events for the following wells:

MW5, MW6, MW7, MW8, MW9, MW10, and MW11

TASK 1: Perform Every Six (6) Months - Groundwater Sampling and Reporting Events

The contractor shall perform sampling events for five (5) groundwater monitoring wells (MW5, MW6, MW7, MW8, MW9). The monitoring wells will be sampled using a low-flow technique for one hour or until the groundwater parameters stabilize. Contractor shall provide water-level probe, peristaltic pump, multi-parameter probe with flow cell, and a turbidity meter. All groundwater parameters will be recorded on field sheets. The groundwater is non-hazardous and can be discarded on the ground surface in proximity to the monitoring well. The five (5) groundwater samples shall be submitted to a laboratory certified by a U.S. or GoJ regulatory authority and analyzed for all of the parameters for groundwater listed in Table C7.T2 of the JEGS using appropriate US EPA or Japan Industrial Standards (JIS) test methods.

The contractor shall prepare for four (4) quarterly sampling events for seven (7) monitoring wells (MW5, MW6, MW7, MW8, MW9, MW10, and MW11). The reporting scope includes a verbal report within one (1) day for any unsatisfactory results or any observation of threats to life, health, & safety, a paper copy letter report of the results submitted to NAVFAC and MCAS IWAKUNI within two (2) weeks of the monitoring event.

The monitoring wells shall be sampled and submitted to an EPA equivalent certified laboratory and analyzed on a standard turnaround for the following assumed parameters:

Test procedure to determine methane gas concentration data in the form of Lower Explosive limit (LEL) percentage and parts per million (PPM)

Quarterly reports no later than ten (10) days after completion of sampling. In case levels indicate eminent threat to life, health, & safety, notification within one (1) working hour in accordance with Methane gas concentration.

Test Results: the contractor shall provide a detailed quarterly report of findings that will include but not be limited to (Refer to Table 4. Service Delivery Summaries for due dates):

4. Date, Time, and Meterological conditions at the site with verification signatures for sampling personnel

5. All Lab results signed by qualified chemist specifically identifying the method of analysis used, the quantitation limit, and, if applicable, identification of the equivalent US EPA method. In addition, a test result and quality control certification letter signed by the qualified chemist shall be provided.
