STATEMENT OF WORK

INTAKE SUMP PUMP REPAIR

I. Introduction

The U.S. Section of the International Boundary and Water Commission (USIBWC) is a Federal Government Agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States-Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region.

II. Description of Service

The Contractor shall be responsible to Remove old pump system, provide, and install a new pump system. Contractor shall be responsible to provide labor, material, equipment, supervision, and management to comply with this Scope of Work (SOW). In addition, Contractor shall review currents electrical and mechanical prints/diagrams for the Intake Sump Pump System to perform this project/upgrade using the NESC standards and ANSI regulations.

III. Background

The United States Section of the International Boundary and Water Commission (USIBWC), Falcon Hydroelectric Power Plants are located at FM2098, 1 Reservoir Rd. Falcon Heights, TX. 78545, respectively. To access Falcon Hydroelectric Power Plant, vendors need to cross through the United States Port of Entry and must comply with proper documentation (passports or other) as required by U.S.

Customs and Border Protection officials.

Falcon Hydroelectric Power Plant owns three (3) ten (10) Megawatts Power Generators rated 6.9 Kilo Volts (KV). Moreover, Intake Sump Pumps System prevent overflow and protect Falcon Power Plant critical electrical and mechanical equipment located inside the Intake Building.

IV. Scope

The purpose of this SOW is to develop a project for a Contractor to remove a sump pump system already damaged inside of the Intake Building. Also. Contractor must provide and install a new Sump Pump System and use new additional/replacement parts that meet or exceed the quality of the one’s that need to be replaced. The new Sump Pump System prevents overflows inside the intake building and protect electrical and mechanical equipment required to continue with regular Power Plant Operations and Water Releases scheduled by TCEQ Water Master. The new Sump Pump System project must have the following conditions and requirements:

The following actions will be performed by the Contractor:

a) Contractor shall be responsible to remove and disposal old pump and additional parts already damaged.

b) Quote must Include cost to remove old pump

c) New Gould’s 10” Pump Ends (Pump).

d) NEW 2" Oil Tubes with Brass Bearings and Shafts Assemblies).

e) Quote must include Labor Cost to Install Intake Pump #1

f) Quote must include labor cost to install/remove any additional electrical accessory during the project.

g) The Contractor shall provide an initial evaluation report before overhauling the Sump Pump

System. This short report will contain the Contractor’s evaluation of the current conditions of the sump pump system and shall be reviewed by Falcon Power Plant Manager or COR.

h) The Contractor shall provide a final short report (1-page) after the Sump Pump System has been overhauled, installed, and tested.

i) Contractor is responsible for packing and shipping the New Sump Pump/Motor and additional equipment to Falcon Power Plant.

j) The contractor shall comply with all deadlines established in the project schedule (Table 1).

k) The Contractor shall provide the specifications of the replacement parts for review and approval prior to performing the overhaul and installed the new sump pump system.

l) The Contractor shall provide all labor, supplies, tools, and shipping cost required for the overhaul and installation of one (1) Sump Pump/Motor System.

m) The Contractor shall comply with all Agency Safety Guidelines, National Electric Safety Codes

(NESC), and other mechanical guidelines, standards, and codes associated with this project.

V. Objective

The main objective for this Contract is to ensure the new Sump Pump System works correctly to prevent overflows inside the Intake Building and protect electrical and mechanical equipment that is critical for Power Plant Operations.

VI. Schedule

The Contractor shall be required to meet the project schedule shown in Table 1.

Install New Equipment and Accessories Within 45 calendar days after contract awarded

Final Testing/Equipment Report Within 50 calendar days of completion of field work

VII. Deliverables

• The Contractor shall submit all certifications required for this type of project and Quality

Assurance Surveillance Plan (QASP).

• The Contractor shall submit an initial and final report of overhaul and installation plan to Falcon

Power Plant Manager or COR for review and approval.

• The Contractor shall provide detailed schedule of cost breakdown to include all parts, supplies, shipping costs, and Sump Pump System servicing requirements stipulated in this SOW.

VIII. Assumptions

The Contractor shall perform the overhaul and installation for one (1) Sump Pump/Motor System closely using the latest drawings and current electrical settings to protect the Pump/Motor System and test and provide a report for the old motor already installed in the system.

IX. Monitoring Progress

The Contractor shall complete this project within 60 calendar days after the contract is awarded.

X. Other

The COR for this project while performing this contract at the Falcon Power Plant is Edi Delgado at 956-848-5265 or edi.delgado@ibwc.gov The COR may coordinate site visits, meetings, delivery, and pick up of items or equipment at the work site.

Non-Disclosure All aspects of this work are considered property of the Government. The Contractor shall not release to anyone outside the Contractor’s organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of his contract or any program related to this contract, unless the Contracting Officer has given prior written approval.

Pricing The Contractor shall provide a detailed estimated cost for the work required with this Statement of Work.

Salaries and Benefits The Contractor and all Subcontractors shall comply with all U.S. Department of Labor requirements and labor wage determinations.

XI. Payments

A. The Contractor shall submit an electronic invoice pursuant to FAR 5.212-4(g) to be processed via the IPP system at www.ipp.gov. B. A copy of the invoice shall be emailed to the CO and COR concurrently.

B. The invoice for this Contract shall not be combined with any other work or other Contracts;

it shall be for this Contract only.
