STATEMENT OF WORK
InSAR Data Acquisition, Processing, and Reporting Services for Champlain Towers South Investigation
A. BACKGROUND
The Champlain Towers South (CTS), a 12-story beachfront condominium with an underground garage in the Miami suburb of Surfside, Florida, United States, experienced a sudden partial collapse on July 24, 2021. The National Institute of Standards and Technology (NIST) is conducting a full technical investigation of the collapse of CTS under the authority of the National Construction Safety Team Act (“Act” or “NCST”), Pub. L. 107-231, codified at 15 U.S.C. 7301 et seq. The goal of the NIST technical investigation is to determine the technical cause of the collapse and, if appropriate, to recommend changes to building codes, standards and practices, or other actions to improve the structural safety of buildings. There are millions of high-rise condominium units in Florida alone, many of them aging structures near the coast.
As part of the investigation efforts, NIST’s Remote Sensing and Visualization Project team is collecting available datasets to better understand conditions leading up to the collapse in support of the technical investigation. Part of the data includes recorded regional and local displacements over time. Historic Interferometric Synthetic Aperture Radar (InSAR) datasets are available for the local and broader area of the collapsed building.
B. OBJECTIVES/PURPOSE
The objective of this contract is to procure Contractor support to obtain various available historic InSAR datasets leading up to the time of the CTS collapse and post-collapse and to process them in an effort to determine total and incremental displacement of the surfaces at and surrounding the local and site-specific areas of interest. Data shall be visualized in a geospatial information system (GIS) such that total and incremental displacements can be readily identified, and geospatially located on aerial imagery of the area. Transects and point time series plots shall be developed to aid in visualizing changes in the surface measurements over time in the areas of interest. Data analysis and interpretation shall be performed to evaluate the dataset and draw conclusions related to the local and site-specific total and incremental deformation.
C. SCOPE OF WORK
The Contractor shall obtain (at their expense) historically available InSAR data in both the local area of interest and the site-specific area of interest near the CTS in the bounds shown in Figure 1 and Figure 2, respectively. Figure 1 and Figure 2 bounding box coordinates are provided in Table 1. The Contractor shall define surface deformations and deformation rates from prior to the CTS partial collapse as well as ground and structure displacements surrounding the property following the partial collapse.

The Contractor shall provide advice to support the investigation being performed by NIST under the NCST. The Contractor shall work closely with the Investigation’s Remote Sensing and Visualization Project team to understand technical issues, understand processing and analysis approaches, and discuss report findings.
D. REQUIREMENTS
The Contractor shall perform the following tasks:
Task 1: Kick-Off Meeting and Project Management Plan
1.1 Kick-off Meeting:
The contractor shall attend a kick-off meeting, virtually via video conference, no later than 10 business days after award. The timing and virtual web-address of the kick-off meeting shall be coordinated by the Contractor with the NIST Contracting Officer’s Representative (COR). The kick-off meeting shall be utilized to introduce all members of the contractor’s team, review all task order requirements and deliverables, review the initial Project Management Plan provided by the contractor, and discuss the contractor’s proposed approach. The contractor’s key personnel shall be present at the kickoff meeting.
1.2 Project Management Plan:
All work to be accomplished shall be managed through an Integrated Project Management Plan (PMP). The PMP shall be a bookmarked PDF and shall be submitted for review and approval prior to submitting any other deliverables. An initial draft PMP shall be provided at least two (2) business days prior to the kick-off meeting. NIST will approve the PMP or provide comments for revision within three (3) business days of delivery. The PMP must be reported on monthly and sent to the project stakeholders, to include the Government COR and Technical Lead at least 3 days prior to the monthly status meeting. The PMP shall contain Government dependencies highlighted in yellow. Updates to the plan that do not impact the critical path can be resolved at virtual meetings that are required within this scope.
Changes that extend the period of performance or impact product delivery (i.e. removing PMP defined deliverables or adding new deliverables) shall be addressed through mutually agreed upon contract modification action.
The PMP shall include a Quality Control Plan that describes the procedures to be used to Quality Control the execution of the work. The Quality Control Plan shall address individual work items in detail and shall be a continuous process through the execution of the work.
At a minimum, the Contractor’s Quality Control Plan shall include:
• Names and resumes of key-personnel performing all work
• Names of senior staff performing Quality Control to check the work
• Summary of Checks and Reviews processes that shall occur throughout the data processing and reporting activities associated with this requirement
• A description of how the Contractor shall respond to all review comments provided by the NIST Remote Sensing and Visualization Project team (such as using e-mail and/or tracked changes and commenting in the Word document)
• Proposed schedule of work
1.3 Program status updates:
The contractor shall provide monthly program status updates via e-mail (dates to be proposed in the PMP) and provide a detailed status of the PMP to include task percent complete metrics and critical path analysis. The contractor shall provide written impact statements for any event or circumstance that could negatively impact the project. Impact statements are due no later than 1 week after the determination of the impact. If the Government determines it is necessary to conduct a status meeting with a large contingent of stakeholders (i.e. project sponsors, technical leads, etc.), the government will schedule it with at least 5 business days’ notice, and the Contractor shall present the status of the project and recommendations from the written impact statement(s).
Task 2: Data Acquisition, Processing, and Visualization
Data from the sources and timelines/timeframes identified below (and shown in Table 1 below), shall be obtained and processed by the Contractor. The Government shall have full data rights for any and all data obtained by the Contractor. Data shall be orthorectified.
Collection Sets A and B - The TerraSAR-X and COSMO SkyMed datasets shall be used to identify displacements in the site-specific area (Figure 2) up to the time of collapse (June 23, 2021) and thereafter up to the number of images identified in Table 1. It is understood that the collapse area would result in data decorrelation and therefore the Contractor shall re-process the data outside the collapse area to determine deformations surrounding Champlain Tower South post-collapse.
Collection Set C - Sentinel-1 data shall be used to determine local area deformations (Reference Figure 1) up to the time of collapse (June 23, 2021) and thereafter up to the number of images identified in Table 2.

The Contractor shall perform appropriate processing, analysis, and visualization of all data to determine and display total and incremental displacements over time. Assumptions, potential sources of error, and error estimates shall be identified.
The processed InSAR data shall be provided digitally in both .csv and shapefile formats to NIST such that the data can be readily accessed and visualized in an ESRI GIS model environment without a need for the Government to make changes. All data shall be documented for ease of reference of datasets. ESRI feature class or shapefile vector data shall contain (at a minimum) location, incremental displacement, mean annual displacement rate, displacement rate standard deviation, acceleration, total displacement, elevation, and coherence for every identified radar target. In addition, processed and georeferenced images of displacements over time shall be provided in GeoTIFF or similar format for offline GIS use.
Task 3: Post-Data-Acquisition Meeting Following Task 2 completion/availability of the visualized data, a virtual meeting shall be organized by the Contractor to review the data with NIST and recommend appropriate locations, within the bounding boxes identified in the figures above, for further analyses.
Based on discussions between the Contractor and the Government, and Government selection of locations for further analyses, the following graphics shall be prepared and provided by the Contractor:
• 20 Transect time series plots, final locations to be determined by the Government.
Selection of pre-defined transects shall result in the display of profile plots of the deformation over time.
• 30-point time series plots, final locations to be determined by the Government.
Selection of specific points shall result in the display of time series plots of the deformation data.
Task 4: Data Analysis and Interpretation
Analysis shall be performed by the Contractor on the identified transects and time series plots approved by NIST from Task 3. The analysis shall consider local and regional context of the data, subsurface soils and geology, tidal and sea level impacts, building development and construction impacts, and potential sources of error and influences on the resultant data (total and incremental deformation and deformation rates). Observations, interpretations, and conclusions related to the calculated deformation over time in the local area and in the site-specific area shall be made and documented. Uncertainties shall be identified and documented in a clear and concise manner.
Task 5: Data and Findings Review Meeting
The Contractor shall organize and host a webinar meeting with NIST during which the Contractor shall present and discuss the maximum and minimum deformations, rates of change identified in the transects and point time series plots, as well as objective observations, interpretations and conclusions drawn from the data analysis related to the deformation rates in the local area and site-specific area. Sources of error, influencing factors on the resultant data and uncertainties shall be presented.
Task 6: Draft Report
The Contractor shall prepare a draft written report summarizing the analyses and evaluation of all data and efforts associated with this requirement. The draft report shall be provided within 10 business days of the final presentation of the analyses. The report analyses shall include:
• Local area changes over time
• Site-specific changes from Champlain Tower South construction up to 23 June 2021
• Changes since 24 June 2021 outside the collapse area
• Sources of error and uncertainties
• Objective relevant observations and conclusions related to the regional and project site deformations over time
The final report shall also describe the general approach to processing, the type of processing, any difficulties, special considerations, or observations during processing for all deliverables associated with this requirement. The draft report shall include text, graphics, and plots in a well-organized format.
Task 7: Final Report
Following resolution of COR feedback on the Draft Report, the Contractor shall prepare and submit a fully revised final report for review and acceptance by the Government; Government comments on the draft report and Contractor responses shall be documented in the appendix of the final report.

Standards for Acceptance of Deliverables:
The COR will provide comments on each deliverable within 15 business days from receipt of a given deliverable. The Contractor shall make any needed changes to the reports within 15 calendar days from receipt of electronic or written comments from the COR. The COR will provide written notification when a deliverable is accepted.
F. GOVERNMENT FURNISHED PROPERTY:
The Government will provide the Contractor with “Instructions for Preparing NIST Technical Series Publications,” a copy of the NIST Permission Form for photos or graphics for use during investigative research.
No additional information related to the local or site-specific locations will be provided.
The Government will not provide any equipment to the contractor. Equipment, including computing and telephone equipment, is the responsibility of the Contractor. The Government will not be responsible for cell phone charges associated with contract performance.
Pursuant to 15 USC 7305(4), during the effective dates of this contract, the National Construction Safety Team Act Contractor shall work with NIST as a member of the NIST investigation team for the above identified project. While working pursuant to this agreement, the Contractor shall be considered a federal government Contractor. While working pursuant to this agreement, the Contractor shall be considered a federal employee(s) solely for the purposes of the federal torts claims act and the federal employee’s compensation act. The Contractor agrees to retain as confidential and not to release to any party other than an authorized NIST recipient, any investigation related data, information or evidence created or collected by the Contractor or data, information or evidence received by the Contractor from any party. The Contractor recognizes and agrees to comply with the duties and obligations imposed upon team members by the NCST Act and its implementing regulations found at 15 CFR part 270 et seq. The duty of confidentiality survives expiration or termination of this agreement.
G. KEY PERSONNEL REQUIREMENTS
The Contractor shall identify one (1) senior geotechnical engineer or senior geologist as key personnel for this requirement. Note that the labor category title is not mandatory; it is simply an example labor category which meets NIST requirements. The key personnel shall meet the following minimum qualifications:
• Professional license in either surveying, engineering or geology.
• Demonstrated experience with at least three single building data acquisition and processing efforts for use in deformation analyses
• At least 5 years of experience in working on InSAR data processing and analysis similar in extent and type required in this scope of work.
• At least 15 years of experience in InSAR work
• Experience in which provided InSAR data has been validated by a third-party professional surveyor.
• Demonstrated experience using high-resolution InSAR data to identify distress features of civil and building structures
• Demonstrated training and experience with structural collapse situations.
• Expertise in ground surface monitoring and data evaluation.
H. SECURITY DESIGNATION
The Risk Level Assessment for this requirement is Information Technology (IT) No-Risk and Non-IT No Risk. The Contractor will not have access to the NIST campus or NIST computer systems.
I. TRAVEL:
None. Travel is not required or authorized.
J. PLACE OF PERFORMANCE:
The place of performance shall be the Contractor’s work site.
K. PERIOD OF PERFORMANCE
The period of performance shall be four months (120 days) from date of award.
L. OTHER UNIQUE REQUIREMENTS:
Media Inquiries: The Contractor and its employees shall not respond to any media inquiries.
Any inquiries from the media shall be immediately relayed to the COR and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Public Affairs Office.
