Questions & Answers Solicitation No. NIST-RFQ-22-7302211 InSAR Data Acquisition, Processing, and Reporting Services for Champlain Towers South Investigation

1. When is the expected start date for this project? The level of specific qualifications is high and makes it challenging to schedule human recourses in the short-term.

The anticipated start date is November 1, 2022.

1. Will an as-built doc or model of the target building be provided for use in leveling calibration and error analysis? The original elevations of structural members are helpful during the analysis.

No, an as-built doc or model of the target building will not be provided.

There are some publicly available boundary surveys of the site, however, including on page 17 at this public link: https://www.townofsurfsidefl.gov/docs/default-source/default-document-library/town-clerk-documents/champlain-towers-south-public-records/8777-champlain-south--media-statement-and-documents.pdf?sfvrsn=d1e11694_4

NIST will also make a digital boundary survey available to the successful quoter.

1. For the 3rd party PLS, does it have to be Florida, or can it be from another state?

The 3rd party accredited professional surveyor may be from any U.S. state.

1. Are there companies being precluded from being a team member or subcontractor?

No. There are no companies being precluded from being team members or subcontractors. Note that any team members and/or subcontractors shall be identified in the contractor’s quotation and that prime contractors must be actively registered in the U.S. System for Award Management at time of quotation.

1. For Task 4, will NIST provide data and information (subsurface soils and geology, tidal and sea level, building development, etc.) the INSAR transects will be compared to?

Yes, NIST expects to be able to provide, to the successful quoter after award, data and information (subsurface soils and geology, tidal and sea level, building development) to which the InSAR transects will be compared. The successful quoter will be required to sign a Non-Disclosure Agreement before receipt of any information which is not of public record.
