Improve Footwells at the Fort Raleigh National Historic Site Waterside Theater
1.0 INTRODUCTION
The National Park Service (NPS) Cape Hatteras National Seashore (CAHA) has a requirement to improve the footwells at Waterside Theater in Fort Raleigh National Historic Site (Fort Raleigh).
2.0 CONSTRUCTION SITE LOCATION
Fort Raleigh National Historic site is located at 1401 National Park Drive Manteo, NC. 27954.
The footwells are located at the Waterside Theater.
3.0 BACKGROUND AND EXISTING CONDITIONS
The outdoor drama “The Lost Colony” is produced for the public from May until mid to late August annually. Therefore, construction in the Theater area cannot take place from 1 May through 1 September. Work accomplished in the Theater area must be performed outside of the production window of 1 May through 1 September. The Roanoke Island Historical Association utilizes the Waterside Theater facilities for events throughout the year. The outdoor amphitheater includes 26 rows of seats. Seating is attached to rows of continuous concrete footings within the amphitheater. The seats were replaced in 2022. The areas in between rows of concrete footings are filled with sand and have become unsightly with weeds and ponding water The attached drawings provide measured lengths of each row. Each footwell measures approximately 16 inches wide (See Figure 1 below). The footwells increase in length from the bottom of the theater up to the top row. The total length of all footwells measures approximately 2,676 linear feet (See Figure 2 below).
The sand in several rows has become a silty mix which holds water and does not percolate.
Rows N, O, P, and Q are dense with silty soil for several feet below the surface, and become saturated with rainfall events, not allowing water to drain down through the soil. Puddles that form in the footwells do not drain quickly enough which can cause standing water during the outdoor play productions. Rows N, O, P, and Q can retain standing water for several days after rain events (See photos in Figure 3 below).

4.0 SCOPE OF WORK
Remove and replace footwell material during the acceptable window for construction work at the Waterside Theater. Work shall not be allowed from 1 May through 1 September. Prior to start of work, provide the Deliverable for new materials as detailed in this scope of work.
1. Task 1: Carefully remove sand from the footwells of the Waterside Theater, 9 inches deep, x 16 inches wide, by approx. 2,676 ft long, approximately 100 cy. Do not scratch, damage, or harm new seating or seat frames.
2. Task 2: Dispose of sand at a landfill. Do not sell or reuse the sand. Provide receipts for the weight/volume of the waste soil.
3. Task 3: Clean the work site consisting of the concrete stairs and grade beams. Sweep or vacuum sand, weeds, and other fines away from the footwells.
4. Task 4: Carefully backfill the footwells with 5 inches of washed #3 stone (1”-3”) drainage stone with no fines. Compact the stone with hand tamper or other machine which will not damage the adjacent concrete or seating. Ensure top of new stone is approximately 4 inches below the chamfer of the adjacent concrete. Do not scratch, damage, or harm the newly installed seats. Damaged seating shall be replaced by the Contractor at the Contractor’s expense.

New material shall be placed up to the bottom of the chamfered edge of concrete bordering these footwells, approximately 1 inch below the top of each concrete seat foundation. New surface shall be level. Provide a product data deliverable of the flexible pervious paving material prior to installation. The product data must include the following information at a minimum:
a. Color: Provide color chart of available manufacturer colors for selection by the Contracting Officer.
b. Binder Material: Urethane based moisture cured UV protectant or approved equivalent binder material.
c. Heat Resistance: ASTM D4123
d. Firmness/Flexibility: Solid surface meeting Architectural Barriers Act (ABA).
Minimum 200 lbs per sq in without permanent damage or deflection.
e. Permeability: minimum 25 gal / sf / min drainage
f. Aggregate: Approximately 50/50 ratio of solid rock and recycled rubber
g. Acceptable vendors include:
i. KBI Flexi-Pave HD2000 system
ii. Rubberway Multi-purpose Surface
iii. H2Turf porous pavement with 50% rubber content
iv. Approved Equivalent Product
h. Cure time: Provide in writing on the product data document the recommended cure time, as well as appropriate barriers, signage, etc. to protect the new surface during the cure time.
