Federal Energy Regulatory Commission Office of Electric Reliability
Statement of Work
IEEE Enterprise – IEEE Xplore Digital Library Subscription
Background: The Federal Energy Regulatory Commission (FERC, or the Commission) is an independent agency that regulates the transmission and wholesale sale of electricity and natural gas interstate commerce, as well as the transportation of oil by pipelines in interstate commerce. FERC also reviews proposals to build interstate natural gas pipelines, natural gas storage projects, and liquefied natural gas (LNG) terminals.
FERC’s Office of Electric Reliability (OER) will help protect and improve the reliability and security of the nation’s bulk power system through effective regulatory oversight as established by Congress and the President in the Energy Policy Act of 2005. Additionally, OER oversees the development and review of mandatory reliability and security standards, and compliance with the approved mandatory standards by the users, owners, and operators of the bulk power system.
FERC’s Office of Administrative Litigation litigates or otherwise resolves cases set for hearing. The lawyers & technical staff in this Office represent the public interest and seek to litigate or settle cases in a timely, efficient and equitable manner while ensuring the outcomes are consistent with Commission policy.
Scope: The IEEE Xplore Digital Library subscription provides Commission staff with information on articles and published scientific research on Bulk Power System related issues and topics. The Library provides access to the latest IEEE Standards, eBooks, and Educational Resources on electrical engineering topics which are necessary in performing analysis of cases, developing testimony, and supporting that testimony on the stand. IEEE Xplore Digital Library also provides technical references that can be cited in Commission memos.
NERC staff publishes papers in IEEE journals from conferences which Commission staff may not be able to attend due to budget and foreign travel restrictions. The IEEE Xplore Digital Library subscription is used by staff to obtain copies of these non-public NERC papers. Additionally, this subscription provides staff with access to documents that provide technical basis to understand the impacts of ongoing changes in the power system.
Objectives: The objective of this contract is to provide FERC staff with access to the IEEE Xplore electronic library which includes millions of documents containing information and research on relevant topics in electrical engineering. This information is used in the litigation or settlement process of the numerous cases OAL engineers participate in dealing with issues such as: Interconnection of generators, Protective Relay Applications to Transmission lines, Interconnection of Inverter-based resources, and Reactive Service compensation for Renewable Generation, among many other electrical engineering issues presented in cases set for hearing.
This resource is also instrumental in investigations of power system disturbances and in ensuring compliance with industry standards. The information obtained from the IEEE electronic library is used to enhance staff's understanding of complex electrical systems, particularly focusing on inverter-based resources and protection systems. Access to these resources supports the staff in developing robust regulatory frameworks, ensuring the safety, efficiency, and reliability of the nation's electrical infrastructure.
Delivery: IEEE Enterprise, via the IEEE Xplore Digital Library will provide users with on-demand desktop access to full-text articles and papers from IEEE magazines, journals, conference proceedings and select eBook titles. The subscription allows users to store researched data in electronic libraries and maintain access to the stored data throughout the duration of the subscription.
Government-Furnished Property: Vendor will not be issued any government-furnished property.
Security Requirements: n/a
Place of Performance: The work under this contract will be performed at pre-approved employee worksites.
