About this file
This is a Statement of Work (SOW) for a commercial inbound gate installation project at the Land Port of Entry in Houlton, Maine (Project N3798597), developed by GSA's Service Center Division in Bangor, Maine. The Department of Homeland Security has determined the need for a double-arm aluminum gate system measuring 24 feet wide with integrated heating capability to withstand harsh Maine temperatures. The gate must include octagonal light-up arms (green when up, red when down), pedestrian protection sensors, ground loop activation, hard-wired operation switch in the CBP officer booth, and upright locking capabilities. A red/green traffic light must be wired to gate operations and mounted on a column with proper line of sight for operators.
The contractor must complete nine general tasks including submittal process, safety plan, underground power installation, concrete pad preparation (8 inches thick with rebar and sealed), gate and bollard mounting, road sign and traffic light installation, asphalt repair using MDOT-approved methods, site cleanup and equipment testing, and project closeout. Detailed standards require submittal approval for the gate system, electrical infrastructure (exterior-rated conduit, underground concrete-rated sleeve, surface-mounted switch in booth wired to backup power), asphalt/concrete/earthwork (minimum 4000 PSI concrete with 3/8" rebar in 12" squares), and signage (24"x24" octagon "stop wait here for gate to open" signs at 8 feet height, DOT-approved red/green stop light). Project management requirements include providing project management software, dedicating a point of contact for meetings, and conducting weekly site inspections. Security adjudication through CBP is required with federal escort for all workforce personnel; contractor hours are 0700-1700 Monday through Friday with weekend work as arranged. All submittals must be made to the Contracting Officer within 10 calendar days of notice to proceed, with contractor approval required before government review. FAR 52.246-21 requires contractors to warrant work against defects for one year after final acceptance.

Certain target and desired outcomes:
Accomplish objectives set forth in the GSA SOW.
Minimize impact on ongoing CBP operations Compliance with CBP and HSPD-12 security adjudication requirements.
Coordination with GSA personnel
Master Schedule: Develop an initial timeline for the Project showing pertinent acquisition milestones for the design and construction procurements. Involve the GSA and CBP Project Team Members continuously on current status and potential risks on the triple constraint (scope, schedule, budget).
Coordinate construction work schedule needs with CBP and queue any operational impacts or concerns.
Project Management and Planning Continuity:
GSA will coordinate meetings and communication with the Agencies throughout the duration of the Project. All communication must flow through the GSA project manager, regular biweekly or weekly meetings will be scheduled to meet the project needs.
