About this file

This is a Statement of Work (SOW) for the acquisition of a Combination 360 Seam Gauge System by the FDA. The system is required to provide automated seam thickness and countersink depth measurements for metal food containers used in Low-Acid Canned Food (LACF) inspections and laboratory analysis. The equipment must perform nondestructive, 360-degree or multi-point seam measurements around the full container circumference with a minimum of 50 data points or continuous profile measurements. Measurement accuracy requirements are strict: seam thickness must be within ±0.01 mm and countersink depth within ±0.02 mm. The system must be compatible with existing FDA laboratory workflows and capable of integrating data with the SEAMSCAN XTS-111 system currently in use. Digital data export capability via USB/RS232 is required for quality assurance data collection networks, and output formats must support statistical analysis and reporting.

The Contractor shall deliver one fully operational combination 360 seam gauge system with all necessary components, hardware, accessories, and documentation by September 16. Installation and training are required at the FDA Laboratory located at 6502 S. Archer Road, Bedford Park, Illinois 60501, including on-site system setup, operational verification, and training for Government personnel on operation, maintenance, and basic troubleshooting. The Contractor must provide a minimum one-year manufacturer warranty covering parts, labor, and travel, along with technical support during standard business hours. Contractor personnel will be escorted while on-site and will not require access to FDA information systems. The delivery, installation, and training must be completed within the timeframe specified in the contract.

Statement of Work (SOW)

Combination 360 Seam Gauge System

1. Background

The FDA utilizes a SEAMSCAN XTS-111 system for inspection of metal can double seams.

Additional measurement capability is required to obtain seam thickness and countersink depth parameters necessary for Low-Acid Canned Food (LACF) inspections and laboratory analysis.

Current commercially available solutions for this capability are provided as standalone systems that support data analysis within existing laboratory workflows. The required system must be compatible with existing analysis processes used in conjunction with

SEAMSCAN XTS-111 data.

2. Scope

The Government requires the acquisition of a combination 360 seam gauge system capable of measuring seam characteristics of food containers. The system will be used to support inspection, compliance, and laboratory analysis activities, including LACF inspections.

3. Requirements

The system shall:

• Provide automated seam thickness and countersink depth measurements

• Be capable of nondestructive measurement of seam characteristics

• Perform 360-degree or multi-point seam measurements around the full circumference of the container (minimum of 50 data points or continuous profile measurements)

• Provide accurate and repeatable measurements suitable for laboratory and inspection use (Thickness accuracy must be within ±0.01 mm; countersink accuracy must be within ±0.02 mm).

• Be capable of scanning multiple measurement points around the container to support full seam analysis

• Provide seam thickness and countersink depth measurements required for FDA

LACF can inspections

• Be compatible with existing laboratory workflows and capable of supporting data integration with existing analysis systems used in conjunction with the SEAMSCAN

XTS-11I

• Provide output formats suitable for statistical analysis and reporting

• The Government will consider equipment that meets these requirements and provides comparable functionality

• Must provide digital data export capability (USB/RS232) to interface with quality assurance data collection networks

4. Deliverables

The Contractor shall provide:

• One (1) combination 360 seam gauge system

• All components necessary for full system operation

• Required hardware, accessories, and documentation

5. Installation and Training

The Contractor shall:

• Deliver and install the system at the designated FDA laboratory

• Perform system setup and operational verification

• Provide on-site training for Government personnel on system operation, maintenance, and basic troubleshooting

• Contractor personnel shall be escorted at all times while on-site and will not require access to FDA information systems

6. Warranty
