About this file
This is a Statement of Work (SOW) for the procurement, delivery, installation, training, and ongoing support of hematology analyzers and associated equipment for Great Plains Area Indian Health Service (GPA IHS) healthcare facilities across South Dakota and North Dakota. The contract covers five hospitals (Pine Ridge, Rosebud, Eagle Butte, Ft. Yates, and Belcourt) and seven clinics (Ft. Thompson, Lower Brule, Wagner, McLaughlin, Sisseton, Kyle, and Wanblee). The contractor must deliver new hematology analyzers with automated complete blood count (CBC) capabilities including 6-part differential with immature granulocyte count, abnormal cell flagging, automated reagent management, barcode scanning, and LIS/HL7 compatibility. Equipment must support both open and closed-tube sampling with pediatric microtainer capability, STAT functionality, and adequate onboard storage on a bench-top configuration with user-friendly interface suitable for clinical environments.
Deliverables include equipment delivery at contract start, installation and calibration within 10 days, CLIA-compliant method verification within 30 days, LIS interface setup as scheduled, comprehensive onsite training covering operation, maintenance, troubleshooting, QC, proficiency testing, and safety protocols at installation, and documentation packages including manuals and QC guides. The contractor must provide a minimum 12-month full warranty covering all parts, labor, travel, and reagents under a cost-per-test model, scheduled preventive maintenance at least annually with reports due within 5 business days, and repair response within 48 hours for hospitals and next business day for clinics with 24/7 remote support via toll-free hotline. All equipment must meet CLIA, FDA 510k, OSHA, CDC, and IHS biosafety standards with proficiency testing compatibility (CAP, API). Pricing is structured as firm fixed Cost-Per-Test rates covering all equipment, reagents, consumables, maintenance, repairs, training, interface support, and software upgrades with no additional charges permitted. The contract period is Base plus 4 years from award date, with facility-specific system requirements detailed in appendices including closed-tube sampling with automated loaders for hospitals and backup analyzers for certain facilities. Annual test volumes range from approximately 4,569 to 22,030 tests per parameter per facility depending on location.
