Statement of Work (SOW)

SERVICES

Solar Upgrade Helicopter Transport Support (Ajo Mountain, AZ)

1. Introduction and Overview

The purpose of this statement of work (SOW) is to outline the helicopter transportation requirements involved with a solar upgrade project for the existing power structures at one (1) Tactical Communications (TACCOM) site located on Ajo Mountain, Arizona.

2. Background

The battery bank that supplies power to the Customs and Border Protection (CBP) owned Tactical

Communication (TACCOM) site at Ajo Mountain in Ajo, Arizona has begun to show signs of failure. To avoid a complete site failure, CBP’s Office of Information Technology (OIT) along with other agencies working with

CBP have replaced the solar equipment. The lead acid batteries, cabinet and attached mast need to be removed from the site. Ajo Mountain is located at a remote location that requires helicopter transport for access by personnel and delivery of all materials, supplies, tools and equipment. Given the nature of the allowable work space and approved location for installations, the site has no additional staging area to support concurrent delivery of removals and installations. All deliveries are anticipated to be completed by single point lifts using a single hook up and single set down as no release or drop lifts are anticipated. The government is requesting additional input on economizing the utilization of the provided transportation services while balancing the preliminary schedule and payloads for removals and installations. Proposals should identify opportunities to reduce overall schedule through economization of aircraft support services but should not be taken as a value engineering proposal or add on. As such, the contractor must be able to provide transportation services that do not extend the overall planned duration but may make use of varying aircraft sizes, number of lifts, number of lifting points, number of single trip loads and other related items.

3. Scope of Work

The vendor shall supply helicopter(s) and operator(s) to lift tools, equipment, and personnel up to the remote site that is located at Ajo Mountain, AZ (Latitude 32.02724, Longitude -112.6904). All lifts will be from a predetermined staging area or forward operating base (FOB) that will be used as the meet up location for transportation to and from remote site and as the hook up location for all loads. The FOB is anticipated to be located at the following location: Tiger’s Cage (Latitude: 31.9638, Longitude: -112.8043). The contractor’s fuel truck and aircraft can park daily at Tiger’s Cage location for refueling. Should the FOB change, it is anticipated that the location will not vary more than 5 miles away from the predetermined location. Local air restrictions may apply and will be the responsibility of the contractor to become familiar with local air restrictions and potential no fly zones/times. The contractor should note the site is mountainous where topography and winds can be highly variable and may impact approach vectors. Any flight restrictions and/or co-shared landing zone requirements related to CBP will be provided by the government prior to mobilization. This does not preclude changes or delays for co-shared landing zones operated/utilized by CBP in order of priority utilization of landing zone at FOB with CBP Daily Operations and then Project Utilization.

Multiple daily airlifts, of different payloads, will be required throughout the duration of the project to transport removals and installations to the remote site. Contractor will be responsible for managing daily flight schedules and impacts from changes in weather, temperature or wind conditions, to include determining last flight time or reductions in number of lifts. Changes to the anticipated flight schedule must be coordinated real time on a daily basis and balanced with project completion to meet overall objectives. Contractor should not anticipate terminating transportation services prior to completion of the site clean-up activities. The anticipated flight schedule is presumed to be 4 personnel flights (i.e. 2 in and 2 out) plus 3 to 5 flights for tools and equipment per day during site prep, construction, and site clean-up activities. This is an estimate of the number of flights that will be required on a daily basis; the contractor should be prepared to provide daily flights as required.

Preliminary Project Schedule:

Ajo Solar Installation Duration Total 7d

Site Prep Site Prep 2d

Installation Installation 4d

Site Clean Up/Depart Installation 1d

All daily efforts and activities will initially be based on the preliminary project schedule using the sequence of construction/activities listed, which are listed in order of completion. No actual onsite dates have been assigned to this schedule so only activity durations are provided. The anticipated construction window for this project is being targeted for the period listed in Section 6. For the purpose of this contract, Light Aircraft Support will be required for small installation and removals support (payloads < 1000 lbs.).

Light Aircraft Support will be needed for the entire duration of the project to provide personnel transportation to and from the remote site and small payload retrieval from FOB or to FOB on a daily basis starting with Site Prep and concluding with Site Clean Up. It is anticipated that there may be one (1) day of standby time to allow the concrete foundation that will be poured at the site to properly cure.

The information below is the approximate weights, for dimensions see the table in Attachment A, of the items to be transported:

Removals (Remote Site to FOB):

Concrete mixer (800 lbs.)

Tools & equipment (500 lbs.)

Wood forms (800 lbs.)

Water buffalo, empty (200 lbs.)

Personnel

All materials to be removed are based on photographical evidence and industry experience. The government has no means to verify the exact actual weight. The weights listed are considered total weights for each unit listed and the ability of the unit total weight to be lessened will be determined onsite during deconstruction of removal operations. Variations in actual item weights for removals will be managed in the field during deconstruction and transportation support. It will be the responsibility of the government to have alternate lifts available (as sequence of removals allows) to avoid empty round trips.

Installations (FOB to Remote Site):

Tower (724 lbs.)

Concrete mixer (800 lbs.)

Tools & equipment (500 lbs.)

Wood forms (800 lbs.)

All materials to be installed are based on manufacturer information and scaled weight. The weights listed are considered total weights for each unit listed and the need of the unit total weight to be lessened must be identified by the contractor prior to mobilization. Changes in unit total weights to accommodate contractor equipment or unforeseen changes in weather/wind will correspondingly increase the number of equipment and material lifts.

Installation items such as the tower may not consolidate down to single load. The list as written in the SOW is the smallest number of items and weights as determined by the government.

4. Notes

The contractor will be responsible for determining single and dual point loads. The government will not accept multiple single point loads but may accept side-by-side (shotgun) loads or tandem loads assuming the loads can be safely transported and set down without damaging delivery or adversely risking the site operations or safety of personnel.

The contractor will be responsible for using certified rigging procedures for rigging and derigging of loads.

The contractor should not expect reuse of any rigging materials for payloads set down using nets.

The contractor will be responsible for directing aircraft over the load for hookup, directing aircraft over the landing point of set downs, identifying unbalanced loads and identifying rendezvous area after hook-up for personnel.

The contractor will be responsible for identifying top heavy or unbalanced loads.

The contractor will be responsible for discharging all static electricity prior to handling of load.

The contractor shall provide ground support personnel at FOB to assist with attaching installation lifts and at remote site for attaching removal lifts. This is to include determining the number of lift points and verifying all rigging meets certified procedures. Support personnel will be include in the Hookup Team and the Receiving team. Contractor support personnel must be fitted with communication directly linked to helicopter at FOB and remote site. Personnel fitted with communication must remain onsite at all times throughout the transportation lifts for removals and installations.

The contractor shall supply a fuel truck and fuel, for their aircraft, that is expected to park at FOB daily to support refueling aircraft during the day.

All installation items will be received by government from tractor trailer deliveries.

Contractor support personnel at FOB or remote site will be utilized to help rig lifts, guide lifts and ancillary operations of personnel during picks and set downs. The contractor will identify a signalman to maintain communication between contractor support personnel and government installation crew for all hook-ups and set downs at the site and FOB to ensure that all lifts are executed in a safe manner. All onsite parties should agree to a set of hand signals discussed in a safety briefing conducted by contractor prior to picks and set downs.

The contractor shall provide all necessary rigging to secure removals and installations for transportation and tag lines to allow receipt during set downs. Tie straps may be used but must be rated for the use on the payload attached. It is anticipated that the rigging, sling nets and other lift materials will be rated for no less than 6,250 lbs. for sling legs and 10,000 lbs. for sling nets to provide the proper safety factors.

Contractor support personnel are responsible for all picks at FOB and set downs at FOB are done in a manner as to not cause damage to surrounding facility and other privately owned assets.

Contractor support personnel are responsible for all picks at remote site are done so without damage to surrounding assets and set downs at remote site are approximately located per the government direction.

All set down locations must be requested by the contractor and identified by the government prior to pick at FOB or remote site.

All personnel will be transported to and from the designated landing zone. Contractor will be responsible for providing temporary wind sock at remote site landing zone.

All tool set downs must be located within a 25 foot radius and as close to removal – installation work as possible.

All removal set downs must be contained to the designated area at the FOB.

All other material and equipment set downs must be placed near tool set down location.

Unless preclude by no fly zones, no fly times or local/CBP working hours, all working days are to begin early enough to support first personnel flights to remote site at 7 am. All working days are intended to support a minimum of 8 to 10 hour work days prior to end but will be coordinated with contractor to support safe flights as weather, temperature and wind conditions change.

5. Schedule of Deliverables

The FAA will schedule a post award kick-off meeting (via telecom). The awarded contractor will need to attend in order to discuss project specifics prior to any on-site activities. Items to be discussed are pick and set down operations, number of personnel onsite, timeframes for removals and installations, etc…
