About this file

This Statement of Work (SOW) details the Federal Bureau of Prisons' requirement to replace existing hot water generators at FCC Pollock in Louisiana with a new Hot Water to Hot Water Plate Heat Exchanger System. The project involves replacing 4 existing Lochinvar Hot Water Generator 504-gallon tanks with 2 Double Wall Stainless Steel Plate Heat Exchangers, each capable of producing a minimum of 38 GPM of domestic hot water, along with associated equipment including a digital control panel, 3-way control valve, and 2 boiler water constant pressure supply pumps.

The SOW specifies that the facilities staff will handle installation according to manufacturer specifications, with a manufacturer representative required for initial startup, testing, and certification. The contractor must provide operation/maintenance manuals and complete a comprehensive testing plan, which includes leak tests, control and safety operation verification, and electrical circuitry testing. Delivery of materials must be coordinated with the institution's Contracting Officer's Representative (COR), with deliveries accepted only between 7:00 a.m. and 2:30 p.m., Monday through Friday, excluding federal holidays. All materials must comply with current industry standards, including Underwriters Laboratories (UL), NEMA 4, and National Electric Code (NEC) requirements.
