About this file

This is a Statement of Work (SOW) for the Haiti Base Vertieres Modular Prison project issued by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) for the U.S. Embassy in Port-au-Prince, Haiti.

The U.S. Government seeks a qualified contractor to design and fabricate a modular prison facility consisting of 80 double-bed stackable "SteelCell" units with a capacity of 160+ inmates, along with four structural steel mezzanines for second-tier access. The contractor must provide fully functional "off-the-shelf" SteelCell "wet" units; engineer and fabricate the mezzanines; and ship all components to Port-au-Prince, Haiti (FOB Destination, freight prepaid). Design and fabrication work must be performed in the United States. The contractor must demonstrate that all 80 cell units are already fabricated and warehoused, ready for immediate deployment upon award execution, with written documentation and signed commitment letters required as part of the technical proposal. Cell units must meet specific detention-grade and anti-ligature standards, comply with Nelson Mandela Rules, and include penitentiary-grade components (toilets, locks, doors, windows). The mezzanines must comply with International Building Code, AISC 360, ASCE 7, and ASTM standards, with fabrication prohibited until INL approves shop drawings. The period of performance is no greater than 45 days from contract award execution. INL has a target award date of June 1, 2026, and requires delivery by July 17, 2026, with the facility ready for use by July 31, 2026. Vendors unable to meet this timeline should not submit proposals.

Contract deliverables include a design and fabrication schedule, mezzanine shop drawings (draft and final), operations and maintenance manuals in French and English, a warranty plan, installation training for INL implementers, and detailed bills of quantities. Evaluation will follow a best value tradeoff approach (70% technical score, 30% price score), with delivery timeline weighted as the most important technical factor at 45%. Technical evaluation also includes manufacturing capacity and readiness (25%), past performance on similar projects within the last three years (15%), technical compliance and quality (10%), and logistics and transportation plan (5%). The total evaluated price must include all manufacturing, packaging, transportation to FOB destination, warranty, and training costs. Inspection and acceptance occur upon delivery to FOB destination, with vendor invoicing permitted only after written acceptance by the Contracting Officer's Representative.

SBU - CONTRACTING AND ACQUISITIONS

U.S. DEPARTMENT OF STATE

BUREAU OF INTERNATIONAL NARCOTICS AND LAW

ENFORCEMENT AFFAIRS (INL)

U.S. EMBASSY – PORT-AU-PRINCE, HAITI

Haiti Base Vertieres Modular Prison

STATEMENT OF WORK

I. INTRODUCTION

The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of State's strategic goals: (1) reduce the entry of illegal drugs and migrants into the United States; and (2) minimize the impact of international crime on the United States and its citizens.

INL partners with allied governments to promote the modernization of their law enforcement operations.

II. BACKGROUND

In Haiti, gangs are the primary source of instability and pose an increasing threat to the country and surrounding region. They facilitate U.S.-bound drug trafficking and expand their influence and geographic presence, including control over large portions of Port-au-Prince. Since FY 2021, INL has invested $257 million to transform the Haitian National Police (HNP) into a more effective and accountable police service capable of responding to active threats, including ongoing criminal gang activities. Failure to address this security threat will hamper Haiti's chances to achieve political stability and may trigger mass illegal migration to the United

States.

Haiti's correctional infrastructure has historically suffered from severe overcrowding and human rights violations. The system currently faces acute challenges following the loss of several principal prisons in 2024 due to gang-orchestrated breakouts and destruction. This situation has drastically reduced the capacity to confine inmates. HNP officers currently rely on temporary holding cells in police stations to detain individuals.

As the Gang Suppression Force (GSF) deploys and arrest numbers increase, the

HNP needs a high-security prison facility to temporarily detain high-value gang targets and disrupt gang activities. INL assesses that a new modular prison is a secure, sustainable, and cost-effective way to support Haitian corrections infrastructure. The facility will house 160+ inmates until they can appear for a hearing and be transferred to a long-term detention facility. INL-vetted and trained

HNP correctional officers will manage the facility to ensure compliance with

Nelson Mandela Rules.

III. SCOPE OF WORK

This Statement of Work (SOW) establishes the requirements for the delivery of steel modular prison cells and structural design to rapidly establish a prison adjacent to Base Vertieres in Port-au-Prince, Haiti. The cells will be housed in a warehouse building on land adjacent to the base. The resulting facility will have 80 stackable double-bed modular units with a holding capacity of 160 inmates or more.

The work includes but is not limited to:

• Provide fully functional “off-the-shelf” SteelCell “wet” units and a steel mezzanine for access to second-tier units

• Ship cells, mezzanine, and all components required for installation (shims, welding plates, nuts/bolts, etc.) to Port-au-Prince, Haiti

• Note: Delivery to site and installation of the cells will be completed by others

The U.S. Government seeks a qualified, experienced source capable of completing the engineered design and fabrication of the mezzanine and the packaging and delivery of mezzanine and cells based on design parameters established by the conceptual design document provided by INL under Attachment A. The contractor must provide multi-disciplined architectural/engineering services and fabrication services and must be experienced in coordinating such fabrication efforts in all aspects of design and fabrication of the mezzanine.
