About this file

This is a Request for Proposals (RFP) issued by the Indian Health Service (IHS) seeking geotechnical engineering services for the design and construction of a new 120,000-gallon elevated water storage tank in Ottawa County, Oklahoma. The project involves constructing a 100-foot tall, 26-foot diameter standpipe water tank adjacent to an existing water storage tank near the Town of Peoria, with construction planned for the 2025 season.

The scope requires conducting subsurface investigations through a maximum of three borings, providing laboratory analysis, and delivering a comprehensive geotechnical engineering report signed by an Oklahoma-licensed Professional Engineer. The report must include detailed boring logs, soil analysis, foundation recommendations, seismic considerations, and other technical specifications conforming to Oklahoma DEQ, AWWA D100-11, and ASTM standards. Proposals must include the anticipated number and depth of borings, drilling rig specifications, schedule, and detailed fee breakdown for field, laboratory, and professional services. The project site is located at 69501 E. 85 Rd, Wyandotte, Oklahoma, with exhibits showing aerial views of the location and existing tank infrastructure.

1. Project Description and Scope of Services

A. The Indian Health Service (IHS) is seeking geotechnical engineering services for the design and construction of a new approximately 120,000 gallon, 100-foot tall, 26-foot diameter elevated water storage tank for the Ottawa County Rural Water District #5 in Ottawa County, Oklahoma. The new water storage tank will be located adjacent to the District’s existing water storage tank and is anticipated to be of standpipe design (i.e., singular, cylindrical center column). It is estimated that construction of the new water storage tank will occur in the 2025 construction season.

B. The existing water storage tank is located approximately half a mile east of the

Intersection of E 85 Rd and South 690 Rd and is near the Town of Peoria, Oklahoma.

The project site is immediately west of the existing water storage tank. Possible existing utilities, including an active water main that connects to the existing tank, are near the proposed project site. See Exhibits A and B.

C. Site access will be made available for completion of field activities, as required. Field activities shall not commence until approval by IHS and the Ottawa County Rural Water District #5 is granted.

D. The Scope of Services includes field services, laboratory services, and professional services as follows:

1) Determination of the subsurface conditions at the project site.

2) Evaluation of the subsurface conditions with respect to the proposed construction.

3) Recommendation for foundation design.

4) Conformance to Oklahoma Department of Environmental Quality Title 252 Chapter

626 for public water supply construction standards.

5) Conformance to AWWA D100-11 for welded carbon steel tanks for water storage.

6) Conformance to ASTM D1586 and D1587 for drilling and sampling.

C. The Contractor shall drill a maximum of three (3) borings, unless otherwise approved in writing by the IHS Contracting Officer.

4. Deliverables

A. Geotechnical Engineering Report signed and sealed by a Licensed Professional Engineer in the State of Oklahoma.

1) The geotechnical engineering report shall include the following minimum information:

a. Detailed boring logs complete with blow count records.

b. Record of any undisturbed samples.

c. Laboratory analysis of samples.

d. Stability and estimate of total and differential settlement.

e. Water level in boring holes at time of drilling and before site is left.

f. Site topography and elevation of borings including exact location of borings.

g. Tank foundation system(s) recommendation.

h. Information as to whether allowable bearing values can be increased for wind, earthquake, or other temporary loadings including factor of safety for bearing values stated.

i. Bearing capacity of the soil, factor of safety used in obtaining bearing capacity, and depth at which footings (if required) must be founded.

j. Seismic design considerations.

k. Temporary construction considerations and concerns.

l. Soil material and compaction requirements for support of the tank.
