SECTION 3
STATEMENT OF WORK (SOW)
3.1 BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime.
INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the
United States and its citizens. One of the many ways to effectively meet these goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
This contract will include all planning, labor, parts, and equipment required to provide one (1) gas chromatographer, one (1) mass spectrometer, two (2) computers, one computer hardware upgrade
(1) and two (2) software upgrades. The contract shall include comprehensive device testing. The contractor shall include in-service for end users. The contract shall include an in-site diagnosis service to be available within 24 hours of any given situation with the equipment. The contractor shall include any required on-going training and in-case support necessary to properly train the
Department of Forensics Sciences of the Government of Costa Rica, thus that they may utilize the chromatography equipment safely and successfully without vendor support.
Currently, the Analytical Chemistry Section of the Department of Forensics Sciences of the
Government of Costa Rica has a single chromatography equipment. The equipment was acquired almost two decades ago, in 2003. Since then, it has been used for the qualitative and quantitative analysis of drugs related to sexual assaults and drug trafficking (sleep pills, LSD, THC, fentanyl, cocaine and others), explosives residues, and pesticides involved in wildlife related crimes.
Together with the constant grow of cases attended by the Analytical Chemistry Section, those that come in under the “flagrancy” mode represent a big part of the workload and they demand to be attended within 6 business days. By June 2023, the total amount of flagrancy cases received during the year, had reached the number of total cases received in all 2022.
By replacing the current equipment and adding another chromatographer the Department of
Forensic Sciences will be able to timely process the cases assigned and retain international accreditations.
