8 EVALUATION FACTORS

AWARD WILL BE BASED ON THE LOWEST EVALUATED PRICE OF PROPOSALS MEETING OR EXCEEDING

THE ACCEPTABILITY STANDARDS FOR NON-COST FACTORS – LOWEST PRICE TECHNICALLY

ACCEPTABLE (LPTA). THE GOVERNMENT WILL ASSIGN AN OVERALL TECHNICAL RATING BASED ON

THE COMBINED ASSESSMENT OF THESE FACTORS. THE FOLLOWING FACTORS WILL BE USED TO

EVALUATE AND RATE OFFERS USING THE DEFINITIONS PROVIDED BELOW:

1. Technical Capabilities (including Schedule)

2. Key Personnel

3. Past Performance

I. Technical Capabilities (including Schedule)

The Government will evaluate the offeror’s technical approach to completing the scope of work, including methods for coordination, execution, quality assurance, safety, and compliance with applicable standards. A clear understanding of site constraints, stakeholder coordination, and construction challenges must be demonstrated.

The project schedule will be reviewed as part of this factor to assess the offeror’s ability to complete the project within the required period of performance. The schedule must include all critical activities, major milestones, procurement, mobilization, construction phases, and final closeout. It should reflect a realistic, achievable, and logically sequenced plan. Known constraints and risk mitigation strategies should be addressed.

II. Key Personnel

Key personnel are critical to the successful execution of the work under this contract. Their education, experience, and capabilities will be evaluated to determine their qualifications for their proposed roles. Offerors must provide documentation demonstrating that all proposed key personnel meet or exceed the minimum requirements. This includes clearly outlining responsibilities, technical competencies, experience, and education.

Experience in the construction of similar size and scope is required. The Government also values disciplinary diversity among key personnel, particularly in architecture, mechanical engineering, and electrical engineering.

The Government will evaluate all proposed key personnel and require the following key personnel for this project:

Project Manager

• Responsibilities: Provides overall leadership and direction. Ensure schedule, budget, and contract compliance. Acts as primary liaison with the Government.

• Minimum Experience: 10 years

• Minimum Education: Bachelors in Engineering, Architecture, Construction

Management, or related field (can be waived for 15 years of experience).

Quality Control & Site Superintendent

• Responsibilities: Leads quality control and provides on-site construction supervision. Coordinates with the COR and manages daily field operations.

• Minimum Experience: 7 years

• Minimum Education: Bachelors in relevant field (can be waived for 12 years of experience).

Safety Lead

• Responsibilities: Conducts inspections, ensures compliance with safety regulations, and implements site-specific safety protocols.

• Minimum Experience: 5 years

• Minimum Education: Bachelors in Occupational Health and Safety or related field (can be waived for 10 years of experience).

III. Past Performance

Past performance will be evaluated to assess the offeror’s ability to successfully perform work of similar size, scope, and complexity. Offerors should submit information on relevant projects completed within the last five (5) years, including:

• Timeliness of performance

• Quality of work

• Responsiveness

• Contract and budget compliance

• Client satisfaction

The Government may consider information from references, past contract records, CPARS, or other third-party sources. Failure to provide relevant and recent past performance information may result in a lower rating.

IV. Price Price evaluation will be conducted under the expectation of adequate price competition, relying primarily on market forces to determine price reasonableness. Comparative analysis of proposed prices in response to this solicitation will be the preferred method. The Government Publishing Office may also compare proposed prices to:

• Historical prices for similar work; and

• The Independent Government Cost Estimate (IGCE).

Additional techniques and procedures outlined in MMAR 15.404-1(b) may be employed, if necessary, to ensure prices are fair and reasonable.

Responsiveness

No price evaluation will be performed on proposals determined to be non-responsive or technically unacceptable.

9 PLACE OF PERFORMANCE

The project is located at the U.S. Government Publishing Office (GPO) Headquarters, situated at 732 North Capitol Street NW, Washington, D.C. 20401.

The site extends along G Street NW, beginning at the corner of North Capitol Street NW and continuing westward. This central location places the project within the Capitol Hill district, adjacent to key government facilities and major transportation routes. Given its proximity to high-traffic areas, careful coordination will be required to minimize disruptions to daily GPO operations, pedestrian flow, and vehicular traffic.

10 PERIOD OF PERFORMANCE

The construction and repair work need to be completed within 18 months after the issuance of the Purchase Order / Notice To Proceed (NTP). This included preconstruction requirements, construction completion.
