About this file
This is a Statement of Work (SOW) for Ordnance Assessment (OA) testing of Tomahawk Vertical Launch System (VLS) and Capsule Launching System (CLS) Separation Nuts. The SOW requires non-destructive and functional testing of fleet-returned separation nut assemblies to evaluate ordnance safety, performance, and reliability. The testing will involve visual and radiographic inspections, functional testing at temperatures ranging from -65°F to 160°F, and comprehensive data collection on 26 total separation nut units (10 VLS and 16 CLS units).
The contract is intended to be sole-sourced to Pacific Scientific Energetic Material Co. in Hollister, CA, under Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD). The government will provide specific government-furnished material including initiators, pressure switches, and separation nuts. Deliverables include detailed test procedures and a technical report with marriage records, inspection results, test data, traces, photographs, and non-conformance reports. Interested parties may respond to the notice of intent by June 3, 2025, at 10 AM EST, with the opportunity to demonstrate competitive capability. The contract will be a firm fixed-price agreement using NAICS code 541380.

TOMAHAWK VLS & CLS SEPARATION NUTS
INTRODUCTION
Scope. This statement of work (SOW) defines the effort of the contractor to conduct non-destructive and functional (performance) testing of fleet returned VLS Separation Nut Assemblies (CED P/N 6016100-2, Navy P/N 76Z5921-2) and CLS Separation Nut Assemblies (CED P/N 6032100-02, Navy P/N JCM-14176-002) for the purposes of ordnance assessment.
Background. The last ordnance assessment testing of VLS and CLS separation nuts was conducted at Chemring Energetic Devices (CED) under contract #N00174-20-P-0292. Data resulting from non-destructive and functional testing of government furnished fleet returned units is used to evaluate ordnance safety, performance, and reliability of the aged devices.
Government Furnished Material (GFM). The Government shall furnish the following GFM to the contractor for use in performance of this contract:
| Tomahawk Standard Initiators (P/N 76Z2843-3) | 10 each | ||
| Dual Bridgewire Initiators (P/N JCM-14175-001) | 22 each | ||
| Pressure Switches (P/N JCM-14174-002) | 16 each | ||
| VLS Separation Nut (P/N 76Z5921-2) | 10 each | ||
| CLS Separation Nut (P/N JCM-14176-002) | 16 each |
Only the property listed above and on the GFP Attachment will be furnished by the Government. All other property required for performance of this contract shall be furnished by the contractor.
Disposition instructions for the GFM are as follows:
· All Separation Nuts and Initiators shall be disposed of at the vendor after NSWC IHD has accepted all CDRLs.
· Contractor shall return the fired Pressure Switches (P/N JCM-14174-002, 16 each) for inspection to ADDRESS TBD. Please notify Technical Representative when units are ready to ship.
On-Site Visit and Coordination. Contractor shall notify NSWC IHD technical representative at least 10 days prior to functional testing so representative(s) can make travel arrangements to witness testing.

Non-destructive Testing (NDT).
Visually inspect each unit in accordance with ATPs 6032-300 and 6016100/6016100-2, respectively. Results shall be recorded.
Radiographic inspection shall be conducted on each separation nut unit in accordance with ATPs 6032-300 and 6016100/6016100-2, respectively. Verify proper assembly with respect to drawings listed in section 2.1 of SOW. Radiographic inspection reports and digital images of the x-rays shall be provided.
Functional Testing.
Ten (10) VLS Separation Nut Assemblies (CED P/N 6016100-2, Navy P/N 76Z5921-2) shall be functionally tested with one (1) initiator (P/N 76Z2843-3) each in accordance with ATP 6016100/6016100-2. Prior to functional testing, units shall be temperature conditioned at +160F, +70F, or -65F in accordance with Table 1 for a minimum of 4 hours and maximum of 24 hours. The units shall be functioned within 3 minutes of removal from the temperature conditioning chamber. Pre-test set up with instrumentation leads connected and post-test photographs shall be taken.
Ten (10) CLS Separation Nut Assemblies (CED P/N 6032100-02, Navy P/N JCM-14176-002) shall be functionally tested with one (1) initiator (P/N JCM-14175-001) each and a pressure switch P/N JCM-14174-002 in accordance with ATP 6032-300. Six (6) CLS Separation Nut Assemblies (CED P/N 6032100-02, Navy P/N JCM-14176-002) shall be functionally tested with two (2) initiators (P/N JCM-14175-001) each and a pressure switch P/N JCM-14174-002 in accordance with ATP 6032-300.
