This Statement of Work (SOW) defines the requirement to renew existing licenses.

ER 1110-1-8159 (Jan 2015), Par.5b states, “Use of DrChecks is mandatory for all military and civil projects requiring the established review process.” Thie ER established an enterprise-wide regulation to all USACE Commands with design responsibilities are required to use these tools and the existing DrChecks contract expires on December 31, 2024, therefore it is critical licenses be renewed by December 20, 2024, to ensure uninterrupted accessibility.

3.1. ProjNet: Is the required project management platform which facilitates DrChecks usage thru an integrated suite of modules designed to enhance project design efficiency and collaboration across diverse environments to support stakeholder(s), Engineers and industry for development and collaboration of planning, design, and construction phases of capital improvement, as well as renovation projects from inception to completion.

3.2. DrChecks: Is an internet-based design review and checking application. Through a single point of access to all project materials, DrChecks allows authorized users to communicate and resolve design issue. DrChecks complete record of this collaborative effort, including all comments, changes, and resolutions, is available to all project partners throughout the entire design, bid and build process. Also designed to ensure compliance and quality assurance in project design within USACE Commands.

DrChecks functions include the following:

· Facilitates review and verify project designs, adhering to regulatory standards outlined in ER 1110-1-8159. DrChecks confirms design specifications, promoting accuracy and mitigating design errors.

· Enhances project efficiency and reliability, safeguarding design standards before implementation.

· Improves project quality by identifying problems before milestone are missed. Past comments and lessons are kept in the database and may be applied by reviewers during the review/comment phases.

· Utilizes standardized processes to assist users and stakeholders to complete their reviews for a project accurately and efficiently.

· Uses quality control validation, audit trails, reporting and centralized project management to enhance project coordination and communication.

· Reduces construction change orders through provision of effective and reliable methodology for user to communication. Increases ability to mitigate risks, delays, as well as problems before they happen and/or prevent further delays by identifying solutions quickly.

· Provides a single secure point of distribution for exchange(s) of dynamic project documentation and data among all stakeholders, in real time. While using automatic tracking and organization tools to maintain project document development, amendments, deletions, as well as file views, and completed project designs.
