Work must be performed between 7:00 AM and 5:00 PM, Monday through Friday, excluding federal holidays, with daily cleanup and waste disposal per environmental standards. STATEMENT OF WORK
REPLACE FRONT SECURITY GATE
U.S. COAST GUARD STATION MONTEREY
PART 1 GENERAL
1.01 Provide all labor, materials and equipment required to replace a vehicle gate, slide gate operator, entrance call box, safety sensors, and manual button station. The work location is CG Station Monterey 100 Lighthouse Ave, Monterey CA, 93940.
PART 2 FACILITY AND SECURITY REQUIREMENTS
2.01 Vehicles must have valid registration and insurance, and vehicle operators must have a valid driver license. Due to mandatory compliance with the Real ID Act, driver’s licenses from American Samoa, Minnesota, Illinois, and Washington are NOT recognized as acceptable forms of identification.
2.02 The contractor shall clean up all areas to ensure they are clear of debris on a daily basis.
At completion of the project all construction areas will be returned to original condition. The contractor shall remove all waste material generated and dispose of in accordance with industry standards and applicable environmental rules and regulations.
2.03 Minimize impact to Coast Guard operations. Work performed shall be completed between the hours of 7:00AM and 5:00PM, Monday through Friday (excluding Federal Holiday) unless authorized by the Contracting Officer.

PART 4 SCOPE
4.01 The purpose of this project is to remove the existing gate system and provide all labor, materials, equipment, and services necessary to install a new 24-foot long by 7-foot-tall horizontal sliding gate. Because this facility is subject to U.S. Coast Guard (USCG) Maritime Transportation Security Act (MTSA) regulations, the new automated gate system, keypad, and key fob physical access control system (PACS) must be fully integrated to meet strict physical security, backup power, recordkeeping, and cybersecurity compliance guidelines.
PART 5 TASKS
5.01 Remove and dispose existing gate, slide gate operator, associated chain, and steel-mounting base. Reuse underground conduit and power conductors routed from main electrical distribution panel to the operator.
5.02 Remove and dispose gate safety sensors, entrance call box, manual button station, associated control & power conductors, communication cable, and exposed conduits per drawing.
5.03 Prepare the ground for the new gate track. Trench and install necessary conduit for electrical, communication, and high-security data lines to the new operator and access control pedestals.
5.04 Pour new high-strength concrete pads as required for the gate operator, track supports, and access control pedestals (goosenecks). (IF APPLICABLE)
5.05 Furnish and install new gate, slide gate operator, chain, concrete mounting pad, and electrical connections. Size the concrete pad to accommodate the gate operator, minimum size 2ft by 2ft.
a. Clearance & Anti-Breach Design:
1. The bottom clearance of the gate must not exceed 2 inches from the finished driveway surface to prevent crawling or tunneling beneath the gate.
2. The top of the gate must align with the height of adjacent perimeter fencing (7 feet).
5.06 Furnish and install gate safety sensors, entrance call box, manual button station, associated control & power conductors, communication cable, and exposed conduits per drawing.
5.07 Test the gate operator/entrance call box/safety sensors/manual button station operation.
5.08 Provide a training session for slide gate operator/call box/sensors and O&M manual and instructions.
PART 6 OPERATOR, AUTOMATION, AND EMERGENCY POWER
6.01 Gate Operator: Supply and install a new commercial-grade slide gate operator rated for continuous high-frequency duty cycle and the specific weight of the 24-foot gate.
6.02 Alternative/Independent Power Source (33 CFR 105.250): Install a heavy-duty battery backup system capable of operating the gate for a minimum of 100 complete cycles or 24 hours in the event of a primary power failure. Integrate connections for an alternate power source (e.g., generator circuit) to maintain access control operations during extended outages.
6.03 Fail-Safe Emergency Egress: Configure emergency release controls. In an emergency evacuation scenario, the gate must allow for immediate, secure manual override or automatic open via fire/emergency signal integration while preventing unauthorized waterside or landside breach.
PART 7 ACCESS CONTROL, RECORD KEEPING, and CYBER SECURITY
7.01 Access Control Keypad & TWIC Integration (33 CFR 105.255): Supply and mount a weather-resistant access control keypad on a heavy-duty pedestal at the vehicle entry point. The Physical Access Control System (PACS) must support visual or electronic Transportation Worker Identification Credential (TWIC) verification requirements as dictated by the facility's Risk Group classification.
7.02 Key Fob System & Electronic Recordkeeping (33 CFR 105.225): Install a secure radio receiver compatible with the new operator. Provide and program encrypted key fobs for authorized personnel access. Data Logging: The PACS must automatically log and store all entry/exit events (FASC-N/Fob ID, date, time, and username). Data Protection: Electronic access logs must be protected against unauthorized deletion, destruction, or alteration, and be retrievable for at least 2 years for Coast Guard inspection.
7.03 Cybersecurity Compliance (NVIC 01-20): All networked access control components (IP-based controllers, keypads, and software) must be protected from cyber-vulnerabilities. Implement network segmentation to isolate the PACS from the facility’s public networks. Establish administrative controls including strong, non-default passwords, encrypted wireless transmission for key fobs, and a schedule for software security updates and patches.
PART 8 ACCEPTANCE
8.01 Completion of work under this contract will be monitored and accepted by Coast Guard Technical POC, Steven Siberski, DC1, USCG.
