Temporary potable water and electrical power may be provided by the government at no cost to the contractor where available; the contractor must use ground fault circuit interrupter devices when connecting to government power sources and comply with the National Electric Code. Historical as-built drawings for underground utilities in the gate vicinity are not available.

Station Monterey Gate Replacement Questions and Answers

1. Please confirm whether the Government has a required corrosion-protection/coating system for the new gate and exposed steel components, such as hot-dip galvanizing, powder coating, or a marine/coastal coating system, and confirm the required finish color. The existing gate is black.

Answer: The gate shall be replaced with a like product.

2. Please confirm whether barbed wire or other security topping is required on the new 7'-0" high sliding gate. Barbed-wire security topping was observed on another existing vehicle gate at the facility. If required, please provide the required configuration.

Answer: Security toppings shall be similar to existing toppings.

3. Please confirm whether the existing vehicle gate, gate operator, DC power/battery equipment, access-control equipment, intercom/call-box equipment, gate safety edges/sensors located on both sides of the gate, wireless safety-edge equipment, and related components are to be disposed of by the Contractor or salvaged and turned over to the Government. If Government turnover or reuse is required, please identify the items to be retained or reused.

Answer: All removed equipment is to be properly disposed off the installation.

4. Please confirm whether the existing battery-backup cabinet/equipment is intended to be removed and replaced as part of the new gate system, and whether an existing Government alternate power source is available for connection. If available, please identify the connection/interface point.

Answer: The contractor shall install a heavy-duty battery backup system in accordance with SOW paragraph 6.02.

5. Please identify the Government communication service available for the replacement entrance call box/intercom (existing telephone line, Ethernet/VoIP, cellular, or other). If an existing Government telephone/data service is to be reused, please identify the Government handoff/interface point.

Answer: The contractor shall furnish and install gate safety sensors, entrance call box, manual button station, associated control & power conductors, communication cable, and exposed conduits, and reuse underground conduit and power conductors routed from main electrical distribution panel to the operator.

6. If the approved entrance/access-control system requires cellular service, cloud service, software licensing, or other recurring service charges, please confirm whether the Government will establish and assume these recurring charges following system acceptance.

Answer: Cellular or cloud service is not required for key fobs.

7. Existing access-control equipment, including a keypad and credential/card reader, is currently installed at the vehicle gate. Please identify the existing Government PACS/access-control platform, if any, with which the replacement system is required to interface. If integration with an existing Government PACS is not required, please confirm that a standalone Contractor-furnished system meeting the SOW requirements is acceptable. If the replacement PACS, access-control, or communication equipment is required to connect to a Government network, please provide the applicable Government network interface, equipment approval, and cybersecurity requirements to be incorporated into the Contractor's proposal.

Answer: This information is not available. The installed hardware may be standalone for use at the Station.

8. Section 7.01 states that the PACS must support “visual or electronic” TWIC verification requirements as dictated by the facility's Risk Group classification. Please confirm whether visual or electronic TWIC verification is required for this project.

Answer: The contractor shall install a call box, manual button station, and wireless entry system at the gate.

9. Please provide the quantity of encrypted key fobs/credentials that are to be included in the Contractor's proposal.

Answer: The number of fobs provided shall be in accordance with industry standards for new equipment installation.

10. During removal and replacement of the existing vehicle security gate, please confirm whether the Government will maintain security/control of the entrance, or whether the Contractor is required to provide temporary fencing, gates, barriers, or other temporary physical-security measures. Please also confirm whether continuous vehicle access through the entrance must be maintained during construction.

Answer: the contractor is responsible for appropriate safety barriers. The government shall maintain security of the installation.

11. The solicitation incorporates FAR 52.228-13, Alternative Payment Protections, requiring 100% payment protection in the form of a Payment Bond or ILC. The solicitation identifies a construction magnitude of $25,000-$100,000. In lieu of threshold, please confirm whether a bid bond/bid guarantee or performance bond is required for this solicitation.

Answer: A bid bond or performance bond is not required.

12. Please clarify the required interface between the new 7'-0" high sliding gate and the existing chain-link perimeter fencing, including whether modifications, extensions, new terminal posts, security closures, or other alterations to the existing perimeter fencing are required to maintain a continuous security barrier.

Answer: The scope for this project is to replace the gate and associated hardware only. The fence is not part of the requirement.

13. Are historical as built drawings available for U/G utilities in gate vicinity?

Answer: This information is not available.

14. Will temp power, water, and restroom facilities be available for contractor use during construction?

Answer: The government may provide potable water and electrical power at no cost to the contractor where available. All electrical connections shall be in accordance with the National Electric Code. The contractor shall provide and use ground fault circuit interrupter (GFCI) devises when connecting to government power sources.
