About this file
This is a Statement of Work for the US Army Criminal Investigation Laboratory (USACIL) to provide Forensic Investigative Genetic Genealogy (FIGG) laboratory analysis services. The contract is a non-personal services agreement for DNA sample analysis to support unsolved law enforcement cases. The contractor will perform quality assurance testing and Single Nucleotide Polymorphism (SNP) laboratory analysis, with results used to generate investigative leads identifying unknown perpetrators. The period of performance runs from 28 January 2026 through 27 January 2027 for the base year, with four optional one-year extensions extending through 27 January 2031.
The contractor must maintain accreditation to ISO/IEC 17025 standards and possess validated next-generation sequencing (NGS) technologies, FIGG testing capabilities including whole genome sequencing and Kintelligence options, mixture-resolution software, enhanced fired cartridge casing extraction techniques, rootless hair extraction capabilities, and wet vacuum DNA collection tools. Minimum requirements encompass evidence screening and extraction (small bone, large bone, hair, and M-Vac screening), NGS testing (whole genome mitochondrial DNA, STR testing if necessary, sample qualification, enrichment, SNP testing, and SNP array), and genealogy services (uploads to GEDmatch and Family Tree DNA at no cost with Kintelligence, investigative genealogist services, and reporting for insufficient results). Work is performed at the contractor's facility with no requirement for facility access, Common Access Card, or security training. Deliverables include written reports in electronic format suitable for commercial genealogy database upload upon completion of genetic sequencing and quality control review, and teleconferences immediately after report publication. Reports are submitted to the Director of USACIL and the Special Agent for the Death, Missing Persons & Cold Case Program.

Statement of Work US Army Criminal Investigation Laboratory
Forensic Investigative Genetic Genealogy (FIGG)
Part 1
General Information
1. GENERAL: This is a non-personal services contract to provide laboratory analysis of DNA samples collected in conjunction with law enforcement investigations. The analysis will involve quality assurance testing and Single Nucleotide Polymorphism (SNP) laboratory analysis which USACIL will use to conduct Forensic Investigative Genetic Genealogy (FIGG) analysis to obtain investigative leads to the identity of the unknown perpetrator. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Background: The US Army Criminal Investigation Laboratory is the only full-service forensic laboratory in the Department of Defense (DOD). The USACIL is currently accredited to the ISO/IEC 17025 General requirements for the competence of testing and calibration laboratories standard in the forensic disciplines of Forensic Biology (DNA), DNA Databasing, Digital Evidence and Document Examination, Firearms and Toolmarks, Fire Debris and Explosives, Latent Prints (including Footwear and Tire impressions), Seized Drugs, and Materials/Trace Evidence.
USACIL has the requirement to support unsolved law enforcement cases. FIGG Analysis may provide new and fruitful investigative leads in the investigation not available through any other means.
1.2 Objectives: Performing evidence collection, extraction, quantitation, and/or using DNA extracts provided by the Government, Vendor will conduct SNP based genetic sequencing and report the results to USACIL for upload to genetic genealogy databases in an effort to identify the unknown DNA.
1.3 Special Qualifications:
FIGG providers must be accredited to specific standards. Accreditation certificate and scope shall be provided to the COR/customer annually.
The FIGG contractor must have the following capabilities:
o Validated and up to date forensic NGS technologies o FIGG testing for genealogy- options for whole genome sequencing, Kintelligence, and SNP array o Software program that can resolve mixtures o Enhanced techniques for fired cartridge casings collections and extractions o Rootless hair extractions o Wet Vacuum DNA collection tool
1.4 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months with four (4) option years.
28 January 2026 – 27 January 2027 Base Year 28 January 2027 – 27 January 2028 Option Year 1 28 January 2028 – 27 January 2029 Option Year 2 28 January 2029 – 27 January 2030 Option Year 3 28 January 2030 – 27 January 2031 Option Year 4
