STATEMENT OF WORK
Office of Communications and Public Liaison Office of the Director, National Institutes of Health
BACKGROUND
As part of the mission statement, the National Institutes of Health (NIH) and its various institutes and centers (ICs) are tasked with communicating health information to the public. Twitter is one of the main methods of communications for important, newsworthy research conducted at NIH and the impact that research has on the public. There are currently 138 Twitter profiles across NIH and the NIH ICs, each generating millions of impressions and engagement from the public. For example, @NIH generates an average of 17,423,825 impressions per day to over 775,000 followers, and garners an average of 30,108 profile visits and 10,490 new followers a month. @NIHDirector generates an average of 86,141 impressions per day to over 72,000 followers, and garners an average of 94,000 profile visits and 1,326 new followers each month. At present, several NIH ICs pay various social media monitoring tools to track Twitter analytics. With each NIH IC paying on separate accounts, the cost to the government is higher than an enterprise-wide account for NIH.
PURPOSE/OBJECTIVES
The purpose of this order is to obtain the services/software from a professional healthcare social media monitoring service for NIH enterprise wide, unlimited access. This product will enable members of the NIH communications offices to monitor, distribute, and analyze social media mentions of the NIH. With an average potential of 17,423,825 people and organizations interacting with just @NIH on Twitter each day, it is imperative that NIH is responsive to the conversation on Twitter and are meeting the needs of the public.
SCOPE OF WORK
Services will be provided to the Office of Communications and will include the following:
Symplur Signals
· Full Access to Symplur Signals’ for all of NIH
· Identify and manage relationships with engaged contacts
· Dedicated Account Manager
· Online support and training
· Assistance with real-time analytics
PERIOD OF PERFORMANCE
The period of performance will be one (1) year from the award of the contract, with 2 Option Years.

PLACE OF PERFORMANCE
All work will be performed by NIH staff who will be working either on site or remotely using government issued equipment.

All materials developed under this contract are property of the U.S. Government. Under no circumstances shall a vendor place a copyright on any materials that the vendor develops, provides, and receives payment for under this contract.
PAYMENT
This contract is fixed price.
SOLE SOURCE JUSTIFICATION
The National Institutes of Health is seeking an enterprise-wide social media monitoring tool that provides in-depth, health focused social media information, regularly updated data, workflow management, live streaming and analysis capabilities, and results insight, all in one place.
Symplur is the ONLY source for a solution that can satisfy these requirements in their entirety from within a turnkey application.
The specific requirements include:
1. Identify influencers for NIH and on specific health and research topics to engage influencers in online conversation.
2. Live stream Twitter analytics for conferences.
3. Identify exactly where specific disease and health conversations are taking place and identify what communities should be engaged in a public health info dissemination campaign.
4. Discover the unique community culture characteristics for each disease and health community, which should inform all engagement strategies.
5. Listen to specific stakeholders. All healthcare conversations can be segmented by 15 pre-defined stakeholder groups including (Doctors, HCPs, Researchers, Pharma, Government, etc.)
6. Analyze trending issues that are gaining momentum among influencers on specific healthcare topics (i.e.Zika Virus).
7. Assist the healthcare community in its efforts to counter the spread of misinformation by targeting the sources with largest potential reach.
8. A 100% web-based solution that requires no IT support to implement or maintain
Symplur Signals promotes deep understanding of the health and research field as seen by patients, doctors and other stakeholders with real-time access to insights from over a billion healthcare social media data points. Unlike many other social listening and analytic tools Symplur Signals is 100% dedicated to the health field. The Office of Communications and Public Liaison previously had a contract with Cision and Meltwater for this function. However, the staff found the Ciscion and Meltwater media search function to be less intuitive than the Symplur platform. The Symplur platform is also more comprehensive than its competitors. By focusing solely on the health field, Symplur is able to provide much more detailed analysis on the health related topics that are central to the NIH mission. The Symplur platform also provides a live feature that no other platform features. This live feature is used during conferences, such as the Precision Medicine Initiative stakeholder conferences last year as well as the NIH Digital Summit to help integrate the online community into a real-time meeting. This makes NIH more accessible to those who are not able to travel to Bethesda, MD.
