About this file

This document is a Statement of Work (SOW) for providing postage and mailing services through Stamps.com to the West Virginia Army National Guard (WVARNG). The contractor shall provide access to the Stamps.com website, IT support, service fee billing, and training/support for 11 sites around the state. The period of performance is one base year starting February 1, 2025, with four 12-month option years.

The related federal contract opportunity is a notice of intent to award a sole source contract to Stamps.com for these postage services. The contracting agency is the Department of the Army West Virginia Army National Guard. The period of performance shall be no later than 30 days from contract award. Stamps.com is the only service provider that can streamline the billing and postage process for the USPS, which is the justification for the sole source award. Interested parties may submit capability statements, but a competitive procurement is not planned.
