SCOPE OF WORK

Quarry Shuttle Service – Dinosaur National Monument 21 March 2023

1. Description of Work

The contractor shall provide all personnel, transportation, tools, labor, supplies, materials, supervision, and services necessary to operate a shuttle service for visitors in Dinosaur National Monument between the Quarry Visitor Center (hereafter referred to as the QVC) and the Quarry Exhibit Hall (hereafter referred to as the QEH). The contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified) to perform the following Statement of Work:

2. Location of Work:

This project is located at Dinosaur National Monument in Uintah County, Utah. The shuttle shall run between the QVC and the QEH. The QVC is located approximately 2 miles past the end of State Hwy. 149, approximately 7 miles north of the intersection with U.S. Hwy. 40 in Jensen, UT. Jensen, UT is approximately 170 miles east of Salt Lake City, UT, and 133 miles north of Grand Junction, CO.

Project Area

Housing is not available for drivers in the monument. Drivers will need to secure housing in the local communities. For drivers with RVs, three RV campgrounds are located in the area including Dinoland KOA, Fossil Valley RV Park and Outlaw Trail RV Park. 3. Schedule of Service:

The work under this contract consists of:

Quarry Shuttle Service: The Contractor shall provide an open air shuttle or tram style vehicle capable of providing round trip service between the QVC and the QEH. The distance between the QVC and QEH is approximately 1/2 mile each way. The shuttle vehicle must have sufficient power and braking ability to safely navigate hills up to a 15% grade between the points mentioned above within the posted speed limits in the area (15 miles per hour). The vehicle must have the capacity to carry between 2,400 to a maximum of 3,500 visitors round trip per day with departures every 15 minutes or less during operating hours. The vehicle must allow for rows of seats to be loaded and unloaded simultaneously as opposed to a vehicle with one or two doors so that turn around time on round trips can be reduced. Contractor must specify the type and capacity of the vehicle(s) they are planning on using. Typical capacity for the open shuttle is at least 60 passengers per trip.

Contractor must also provide an auxiliary vehicle similar to an airport shuttle for temporary use during any mechanical breakdowns while the main shuttle is being repaired. Main shuttle should be returned to service as soon as possible. Auxiliary vehicle can be stored on site.

All vehicles must have a public address system with audio speakers capable of transmitting pre recorded messages on a CD or SD card by the National Park Service (hereafter referred to as NPS) to passengers.

4. Time of Performance:

Base Year – 170 Day Period: Work shall commence on May 5, 2023, and end on October 22, 2023. The shuttle will operate on May 6, May 7, May 13, May 14 and then seven days per week beginning May 20, 2023 through September 24. The shuttle will then operate on September 30, October 1, October 7, October 8, October 9, October 14, October 15, and October 19-22 (Utah Fall Break). From May 20-September 24, hours of operation will be 8:00 am to 6:00 pm. All other days are 9:00 am to 5:00 pm, Mountain Time.

Option Year I - 170 Day Period: Work shall commence on May 4, 2024 and end on October 20, 2024.

The shuttle will operate on May 4, May 5, May 11, May 12 and then seven days per week beginning May 18, 2024 through September 22. The shuttle will then operate on September 28, September 29, October 5, October 6, October 12, October 13, and October 17-20 (Projected Utah Fall Break – subject to change).

Option Year II – 170 Day Period: Work shall commence on May 3, 2025 and end on October 19, 2025.

The shuttle will operate on May 3, May 4, May 10, May 11 and then seven days per week beginning May 17, 2025 through September 21. The shuttle will then operate on September 27, September 28, October 4, October 5, October 11, October 12, and October 16-19 (Projected Utah Fall Break – subject to change).

Option Year III – 170 Day Period: Work shall commence on May 2, 2026 and end on October 18, 2026. The shuttle will operate on May 2, May 3, May 9, May 10, and then seven days per week beginning May 16, 2026 through September 20. The shuttle will then operate on September 26, September 27, October 3, October 4, October 10, October 11, and October 15-18 (Projected Utah Fall Break – subject to change).

Option Year IV - 170 Day Period: Work shall commence on May 1, 2027 and end on October 17, 2027. The shuttle will operate on May 1, May 2, May 8, May 9, and then seven days per week beginning May 15, 2027 through September 19. The shuttle will then operate on September 25, September 26, October 2, October 3, October 9, October 10, and October 14-17 (Projected Utah Fall Break – subject to change).

The shuttle shall provide visitor shuttles between the hours of 8:00 am and 6:00 pm during peak season (usually Saturday of weekend before Memorial Day Weekend through late September – exact date will change each year) and 9:00 am to 5:30 pm during non peak operations. The shuttle service will need to operate continuously during the hours of operation making at least 38 round trips per day if transporting 60 visitors per trip. Trips shall depart at least every 15 minutes from the Quarry Visitor Center. Additional trips may be necessary on extremely busy days but will most likely not exceed 48 trips per day if transporting up to 60 passengers per trip. The last trip will depart from the QEH at its closing time – 5:30 pm Mountain Time, currently. Drivers will check in with NPS staff at the QEH before departing for final trip down to the QVC. Breaks for drivers will need to be coordinated to ensure continuous operational service during the hours of operation.

During time between trips, idling of vehicles shall not be permitted due to noise and exhaust fumes.

5) Vehicle Specifications:

The vehicle(s) shall be designed for passenger use with a heavy duty chassis suspension and be capable of safe operation under the conditions listed below. Vehicle(s) must have cover to provide protection from sun and rain. Vehicle characteristics/conditions must include:

a. The units must have anti-slip flooring or matting on the floors and step landing, and grab bars or equivalent at every entry point.

b. Capacity of vehicle – Contractor will need to transport up to 3,500 visitors round trip, per day between the hours of 8 am and 6 pm with wait times no longer than 15 minutes between trips. Contractor may use one or multiple vehicles to accomplish moving required number of riders. Contractor must specify the type and capacity of the vehicle(s) they are planning on using to transport this level of ridership. The use of an open air tram style vehicle connects visitors to the landscape. An open air tram/shuttle also allows for faster loading and unloading of passengers.

c. Sufficient power to safely navigate a hill of 15% grade at a minimum speed of 15 miles per hour.

d. Equipment shall be capable of operating between 4700 and 5000 ft. above sea level.

e. If an accessible vehicle is not available, visitors with accessibility needs will transport themselves to the QEH in their personal vehicle.

f. Transport vehicles are to meet specifications published by the U.S. Department of Transportation. Vehicles are to be maintained in a safe operating manner and are to be clean. No advertising will be permitted on vehicles.

g. Alternative vehicle for main shuttle must be provided if main vehicle is incapacitated due to mechanical issues. Alternative vehicle can be smaller capacity but should only be used temporarily as the main vehicle should be returned to service as soon as possible. An example would be the vehicle would be used while changing a flat tire.

6. Drivers

Drivers are to carry a current Class B Commercial Drivers License (CDL) with a bus endorsement or applicable license to operate the class of vehicle driven in the State of Utah. Drivers are to have received extensive training in the operation of the vehicle they are operating. Drivers are required to take a pre-employment drug test. Drivers must undergo a state and/or federal background check and have been checked against drug and alcohol violations. All drivers will receive a 4 hour orientation to the monument and operations provided by the NPS prior to their first day of driving.

Operators shall be courteous and shall have sufficient knowledge and experience to provide park visitors (passengers) with safe, comfortable and pleasant transportation. Drivers shall present a neat appearance and wear some form of employee identification and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or wearing appropriate badges or nametags identifying the company name and employee name. Operators shall be in good physical condition and shall be required to provide medical evidence of physical fitness for this activity. Drivers may need to assist visitors with mobility issues as they enter and exit the vehicle. At the beginning of the season, the contractor shall submit to the park a list of drivers, copies of their commercial driver's licenses, and copies of their medical or emergency medical services certificates.

The government is authorized to restrict access to any contract employee who is identified as a potential threat to the health, safety, security or general well-being of the monument, its staff or visitors.

7. Ridership

Drivers will keep a count of number of riders per day which it will provide to NPS staff at the end of each day.

Ridership can approach 3,500 visitors per day on weekend days around holidays. This typically occurs on weekends near Memorial Day, July Fourth, Labor Day. Busiest times of the day are 9:30 am to 3:00 pm.

8. Safety Compliance:

The contractor shall adhere to the vehicle manufacturer's/leaser's maintenance schedules. Written preventive maintenance records shall note frequency of maintenance of mechanical, electrical, fluid, air and/or hydraulic systems, and shall be available for inspection upon request by NPS personnel. A daily vehicle inspection shall be done before the vehicle is placed in service, and include brakes, tires, windshield wiper, lights, oil, fuel, and water supply. The vehicles shall be inspected at least daily for safety equipment, including fire extinguisher, first aid kit, and emergency reflector kit. Records of inspections must be kept in a binder on site and available to monument staff upon request.

9. Storage/Maintenance/Facilities/Fuel:

In the interest of energy conservation, NPS will provide designated parking spaces for overnight parking of the contractor’s buses (used for this contract) in the immediate vicinity of the Quarry Maintenance Yard in the Green River District of Dinosaur National Monument. The contractor will provide equipment and supplies to service and maintain the units; storage and facilities will not be provided by the NPS for vehicle services.

Fuel storage by the contractor within the park will not be permitted. Fuel for the tram/shuttle and auxiliary vehicle will be furnished by the government.

10. Certification, Inspections and Training:

Contractor will provide certification that all vehicles shall be in good mechanical order and shall comply with licensing and safety promulgated by the State of Utah. They shall be in compliance with Federal Motor Carrier Safety Regulations and meet OSHA and DOT standards for passenger safety.

All services, facilities and equipment shall be subject to inspection and test by representatives of the Government. The contractor shall at all times, allow inspectors and other Government personnel free access to its facilities, equipment and operations for this purpose, and shall provide such reasonable facilities and assistance as may be required for this work. Proof of certifications and licenses as required by the State of Utah shall be provided to the Contracting Officer prior to the start of the contract.

11. Compliance with Regulations:

All contractor employees and representatives engaged in activities under this contract shall comply and be subject to all Federal, National Park Service and Utah laws and regulations applicable within the boundaries of Dinosaur National Monument. They shall, at all times, on duty or while on park property, conduct themselves in a manner that will not reflect adversely on Dinosaur National Monument or the National Park Service.

12: Increases or Decreases:

All changes must have prior approval of the Contracting Officer. Payment will be adjusted for any additional or canceled service on a pro-rata basis.

13. Payment:

Payment will be based on complete and satisfactory service performed. Payment will be based on a “per day used” basis (part day shall be pro-rated). No payment will be made for days services are not rendered (i.e. When caused by company equipment failure, road blockage caused by natural phenomena, road construction, or emergency closure authorized by the Park Superintendent). Periodic payments will be made and will be based upon complete and satisfactory performance. Contractor will be allowed to invoice at the end of each month for that month’s service.

At the end of each payment period, the contractor shall submit an invoice for the amount billed determined by the numbers of days in the payment period, plus or minus any increase/decrease ordered by the contracting officer.

14. Government Furnished Fuel:

Fuel for the tram/shuttle and auxiliary vehicle will be furnished by the government. The contractor must record the vehicle, mileage of the vehicles and fuel used for tracking.
