Statement Of Work (SOW) for Services
1. SCOPE. This SOW covers services requested by the contractor to conduct the required surveys to renew Naval Medical Center San Diego (NMCSD) Computed Tomography (CT)
Division’s renew of four CT-Scanner units.
1.1 BACKGROUND. NMCSD San Diego is a federal government hospital under the Defense
Health Agency (DHA) with an ongoing commitment to imaging quality and safety. We currently hold American College of Radiology (ACR) accreditation in CT, mammography, Radiation
Oncology and are integrated with ACR-sponsored tools such as Bayer Radimetrics (for dose tracking) and the ACR Dose Index Registry (DIR). These systems allow us to benchmark and optimize radiation dose in compliance with industry standards. To maintain consistency and high standards, we seek to renew accreditation for Computed Tomography (CT).
2. OBJECTIVES OF SURVEY
2.1 Renew Computed Tomography Accreditation that is widely regarded as the “gold standard” for imaging facilities, involving rigorous peer-review by expert radiologists and physicists.
2.1.2 Verify our CT practice meets nationally recognized performance benchmarks consistent with other modalities for image quality, personnel qualifications, equipment performance, and radiation safety.
2.1.3 Ensure Regulatory Compliance in accordance with The Centers for Medicare & Medicaid
Services (CMS) for advanced diagnostic imaging (CT, MRI, etc.).
2.1.4 Obtain accreditation via a CMS-approved accrediting bodies for such imaging services and proactively helps us meet and exceed applicable imaging standards.
2.1.5 Continue access to the Dose Index Registry (DIR) in order to align with The Joint
Commission’s stringent diagnostic imaging requirements (e.g. monitoring CT radiation doses).
The DIR helps clinicians and facilities improve the safety and quality of patient care by collecting dose indices through automated data transmission and leveraging that data to provide performance feedback reports in computed tomography, fluoroscopy, interventional procedures and digital radiography.
2.1.6 Determine compliance of CT-Scanner unit, staff credentials, and patient examinations to evaluate renewal status of current ACR Accreditation expiring on May 17, 2025.
2.1.7 Review quality assurance (QA) policies, procedures, documentation, and clinical protocols.
3 CONTRACTOR REQUIREMENTS
3.1 Computed Tomography Accreditation. Provide CT accreditation that meets nationally recognized performance benchmarks for image quality, personnel qualifications, equipment performance, and radiation safety.
3.1.2 Dose Index Registry. Must be able to provide continued access to the Dose Index Registry
(DIR) to align with The Joint Commission’s stringent diagnostic imaging requirements (e.g.
monitoring CT radiation doses). The DIR helps clinicians and facilities improve the safety and quality of patient care by collecting dose indices through automated data transmission and leveraging that data to provide performance feedback reports in computed tomography, fluoroscopy, interventional procedures and digital radiography.
3.1.3 Issue online Testing Package to Radiology Department, Computed Tomography Division.
3.1.4 Review the clinical images, phantom images, clinical protocols, and all other forms and paperwork submitted in the Testing Package.
3.1.5 Issue Final Report
3.1.6 Accreditation must meet CMS requirements for Medicare Beneficiaries allowing
TRICARE and MEDICARE to continue partnership for beneficiaries eligible for Medicare.
4. GOVERNMENT REQUIREMENT
4.1 The government will provide the contract access to the patient treatment records, and quality assurance documentation, in Computer Tomography spaces.
