About this file
This Statement of Work (SOW) details laboratory testing and fuel blending services for the Federal Aviation Administration's (FAA) Piston Aviation Fuels Initiative (PAFI) program at the William J. Hughes Technical Center for Advanced Aerospace. The contractor must perform extensive analytical services on aviation fuels, including conducting multiple ASTM standard tests on various fuel samples and blending custom leaded aviation gasoline fuel blends across different specifications, with specific requirements for testing methods, fuel blend compositions, and documentation.
Key requirements include completing all laboratory tests within 30 calendar days of task order, blending fuel in 55-gallon drums according to precise specifications (such as Hi-aromatic 100Low Lead aviation gasoline and Minimum specification 100Low Lead aviation gasoline), and providing Certificates of Analysis (COAs) in Adobe PDF format with detailed test results. The contractor must use in-house capabilities for all testing and blending, with only shipping potentially subcontracted, and all work must be performed in the Continental United States. Deliverables include comprehensive analysis reports, raw curve data, and documentation of any unusual observations during testing or blending processes.

Piston Aviation Fuels Initiative (PAFI) Statement of Work for Independent Laboratory Contract for Lab and Blending Services
1.0 Scope of Work
The FAA requires independent laboratory analytical services contained within Table A on samples of various aviation fuels, experimental fuel blends, fuel components and additives, lubricating oils, hydraulic fluids, and other related liquids. Further, the FAA requires blending of custom fuels, including all necessary equipment, blend components, materials, and supplies, handling, packaging, and shipping of fuels, blends, chemicals, and additives as required and listed within Table B.
2.0 Requirements
The Contractor must perform all the laboratory tests listed in Table A and prepare all the fuel blends listed in Table B, using in-house capabilities. Only the shipping of samples, fuels, and containers, may be subcontracted. All efforts must be performed in the Continental United States.
2.1 Laboratory tests
When ordered by the contract appointed Contracting Officer Representative (COR) with Contracting Officer (CO) approval, the vendor must complete the tests identified in Table A below, in accordance with the latest version of the Advancing Standards Transforming Markets (ASTM) procedure specified at the time of testing, unless otherwise directed by the COR or CO:
For ASTM D909 testing, the Contractor must perform the test inclusive of the following steps:
• For all performance curves of knock-limited Indicated Mean Effective Pressure (IMEP) a function of Fuel-Air-Ratio (FAR) that are recorded, whether for the sample fuel or the bracketing reference fuels, ensure that at least one data point is recorded at an FAR of 0.075 or lower.
• In the cases where the performance curve of the sample fuel drops below the performance curve of the Lower Bracketing Reference Fuel at Fuel-Air-Ratios >=0.075, create another performance curve using a third "Lowest" Bracketing Reference fuel, which is below the performance curve of the sample fuel throughout the range of Fuel-Air-Ratios.
When ordered by the contract appointed COR with CO approval, the vendor must complete the following tests:

Testing is to be completed no later than thirty (30) calendar days after the ordering Task Order effective date.
2.3 Fuel blends
For fuel blend fuels listed in Table B, the Contractor must supply the fuels (specified test fuels) in 55-gallon drums to the William J. Hughes Technical Center for Advanced Aerospace
(WJHTCAA).
Unless prior approval is received by the CO, for each individual order of fuel blends, the Contractor must blend each fuel type using the same lot number or designation of each common base component, Fuel types must consist of the following four categories:
1) B0001 Hi – aromatic 100Low Lead aviation gasoline
2) B0002 Minimum specification (minspec) 100Low Lead aviation gasoline
3) All ASTM D2700 fuel blends (B00087- B00100)

2.4 Shipping Timeline
The Contractor must ship required Blends within thirty (30) calendar days of receiving the order from the FAA. For blends that will exceed this timeframe due to the availability of raw components beyond the Contractor’s control, the Contractor will provide the CO and COR documentation showing the required lead time(s), and any efforts taken to expedite the procuring of said components, potential alternates sources, etc.

With each fuel blend order, FAA will also order the corresponding ASTM analyses from Table A for the required COA as shown in Table C
3.0 Deliverables
The Contractor must provide Certificates Of Analysis (COAs) documenting the results of laboratory analysis of submitted samples, and/or analysis of key fuel blend parameters as shown in Table C. COAs must be in Adobe PDF format and include at a minimum: a unique COA number, the Task Order number, and individual FAA sample ID number(s), or Contractor reference number for fuel blends. Results for each ASTM method must be listed on a separate line. Depending on the specific order, FAA may require that the Contractor report COA results into primary results page(s), with the remainder of results included and marked as one or more addendums.
In addition to Certificate of Analyses, the Contractor must provide a report detailing any unusual or anomalous observations and findings made during and after testing, or blending. Reports may be submitted in Microsoft Word, Excel, or PDF formats.
For ASTM D909 test results, the Contractor must include a copy of raw curve data in Microsoft Excel format along with COA’s.
All COA and report formats must be approved by the FAA prior to their first submittal.
