Operations and Management

EMERGENCY GENERATOR SERVICE

Performance Site: 8901 La Jolla Shores Drive, La Jolla CA, 92037

Base Performance Period: 04/15/2022 - 04/14/2027

Statement of Work:

The contractor shall furnish all transportation, labor, materials, equipment, and incidentals to provide Preventive Maintenance and Service for emergency generator.

This includes all equipment, and controls required to ensure the equipment operates efficiently and cost effectively at all times and conditions. The Contractor shall coordinate routine service visits with local office point of contact prior to each visit, within 48 hours advanced notice. The contractor must be able to respond on site with a qualified technician within two hours of being notified.

Purpose: To provide emergency generator testing and servicing at the new 8901 La Jolla Shores Drive facility.

Government Furnished Property:

KOHLER - Emergency Generator MD 600FEOZV SN 2333532 (see attached brochure).

Technical Specifications:

Contractor shall provide 12 monthly visits for routine maintenance, operations and testing of the emergency generator during the entire contract which is one (1) base year and four (4) option years. The contractor shall provide all maintenance and repair services per manufacturer’s specifications and in accordance with National Fire Protection Association (NFPA) 110: Standard for Emergency and Standby Power Systems. The emergency generator shall be inspected, tested and run on a monthly basis to ensure proper functionality of the equipment. Without proper functioning in the case of a power outage, invaluable systems of the new facility would not be able to operate such as the live fish/animals in the aquarium, samples in all of the freezers, HVAC system and other vital systems. All labor performed on the emergency generator unit shall be performed by Manufacturer certified technicians.

Health & Safety Regulations:

It is the responsibility of the contractor to comply with all applicable Local, State, and Federal Laws governing the Health & Safety of its employees including all regulations under the Occupational Safety & Health Act (OSHA). Such compliance shall include but is not limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment.

Maintenance Records:

Contractor shall provide a written report of the condition of the equipment to the Facility Manager, who is responsible for the equipment. Note and report any discrepancies that would affect equipment operations. The contractor shall submitted to the Facility Manager, within (3) working days, a quote for the cost of the repair(s).

Period of Performance:

The period of performance for this contract shall be for a base period and four option years.

Base year: 04/15/2022 - 04/14/2023 Option year one: 04/15/2023 - 04/14/2024 Option year two: 04/15/2024 - 04/14/2025 Option year three: 04/15/2025 - 04/14/2026 Option year four: 04/15/2026 - 04/14/2027

Annual Inspections:

Contractor shall change engine lubricating oil and filters as per manufacturer specification. Change air cleaner filter as per manufacturer specifications. Replace diesel fuel filter as per manufacture specifications. Test oil for contamination and abnormal engine wear. Test Antifreeze for proper concentration. Test report to be provided to Facility Manager. Dispose of hazardous waste from service in accordance with California State Law.

Task/Deliverables:

1. Inspect the following:

a. engine/generator controller for defects. Clean controller and check connections.

b. diesel fuel tank, day tank, fuel lines and fittings for defects. Repair if minor.

c. all engine drive belts, pulleys and hoses for defects. Adjust belts if necessary.

d. the radiator fan, shroud, and radiator core fins for restrictions, cleanliness and or defects.

e. block heaters for proper operation.

f. the exhaust system for any cracked or broken parts. Tighten all mounting as necessary.

g. the fuel injection pump, transfer pump and governor system for defects.

h. auxiliary battery charger for proper operation. Adjust as necessary.

i. the generator main circuit breaker for loose connections and heat marks.

j. generator alternator for heat and wear. Blow dust out of stator. Inspect bearing if possible.

k. the transfer switch for any defects. Use infrared temp gun check for hot connections. Ensure the exercise clock is operational and is set to the customer specific time for exercise. Lubricate mechanical parts if possible.

2. Check the following:

a. equipment for any fuel, coolant, and or oil leaks. Tighten fittings as necessary.

b. all fluid levels and top off as necessary (fuel cost is excluded).

c. clean batteries to include terminals. Check electrolyte and specific gravity levels. Apply terminal preservative. Check battery cables and connections.

d. air cleaners and filters for any restrictions or defects. Clean as necessary.

e. turbo charger for tolerance and freedom of movement.

f. electrical wiring for signs of abrasion, chaffing, and or corrosion at connectors.

g. fuel and governor system for proper operation. Adjust governor if necessary.

h. while the unit is operating check for any fuel, oil, or coolant leaks. Repair minor leaks if possible.

i. battery charging alternator for proper DC voltage. Adjust if necessary.

j. equipment for abnormal vibrations and noises. Document any such findings.

k. clean and spot paint, equipment, if necessary to prevent corrosion and preserve the overall appearance of the piece of equipment.

3. Once Task 1 and Task 2 items have been completed, start and run the equipment for 30 minutes. Record all gauge readings. Engine safety shut down devices shall be tested to ensure proper safety operation. Voltage and frequency outputs must be checked at the ATS emergency input terminals.

4. Contractor shall, at the Facility Manager’s request, simulate an under load power failure to ensure the proper operation of the emergency backup system.

Government will make electronic loads available.

5. Resistive load bank testing should include once a year for two hours. The system must be load bank tested at full rated load a minimum of once a year. The test shall be for two hours to ensure the proper operation of the stand-by system..

6. Automatic transfer switches (ATS) (3) service and testing shall include a simulated power outage on Saturday or after hours, per the Facility Manager’s request.

7. Perform fuel polishing, pumping fuel from the bottom of the tank, filtering it to 1 micron, and returning it to the tank. Once a year, fuel samples will be tested for quality of the fuel.

The contractor is not authorized to perform duties under this contract on days when the facility is closed, i.e., Government Furlough, inclement weather, power outages, legal and federal holidays, etc. unless otherwise noted. These will be considered non-working (non-pay) days. In the event of Federal dismissal or facility closure during normal work hours, the contractor will be notified directly by the NOAA Facility Manager to depart from the facility.

Qualification of Technicians:

All personnel involved in the operation, adjustment and maintenance of the emergency generator, and any additional services, must be; manufacturer certified to service Kohler emergency standby generators and automatic transfer switches, and NFPA 70E certified. The contractor must provide to the Facility Manager documentation of the level of experience, including any certificates of training, for all employees who will be involved in these functions. The onsite technicians must have sufficient skills to immediately respond to a variety of service requests involving operation of the emergency generator. Personnel must be properly licensed and certified to work on the emergency generator systems and as required by federal, state, or local law, codes, or ordinances. At least one head technician with experience performing services on the Kohler model 600REOZV shall be provided for all diagnosis, analysis and major repair.

Contractor Sign in and out:

Contractors shall sign in/sign out at the Reception Desk when arriving/leaving. All contractors shall wear company branded/labeled attire and contractors shall display the Southwest Fisheries Science Center (SWFSC) visitor badge at all times.

Non-Personal Service Contract Statement:

Contractor employees performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor.

Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government will perform the inspection and acceptance of the completed work.

Contract Administration:

The Facility Manager is responsible for the overall scheduling of the project activity and selection of communication needs. Regular meetings (monthly) between the contractor and the Facility Manager will be required to prioritize tasks. The contractor is responsible for scheduling the work to be done each day, within the work schedule of the SWFSC staff.

The Government does not provide insurance to the Contractor and, under most circumstances, is not liable for injuries suffered by the Contractor during the performance of duties.
