About this file
This is a Statement of Work (SOW) for Bloomberg Finance LP to provide research and information services to the Export-Import Bank of the US (EXIM). EXIM requires ongoing access to Bloomberg Professional Terminal and Bloomberg Anywhere to support financial data analysis, economic research, and critical decision-making across multiple departments including the CFO's Office, Asset Management, Project Finance, Credit Underwriting, and Country Risk & Economic Analysis. The required services include access to ratings, bond data, forex prices, money market rates, credit default swaps, commodity prices, macroeconomic data, company financials, investment bank analysis, news, and supply-chain analysis tools. EXIM has utilized Bloomberg terminals for two decades and requires consistent, up-to-date, aggregated data with minimal turnaround time and downloadable capability.
The SOW specifies that Bloomberg will provide access via one terminal located in the Research Center and via the online Bloomberg Anywhere portal, with technical support from Bloomberg's account managers and Help Desk. EXIM's Office of Information Management & Technology will provide and maintain the terminal equipment (monitors and CPU) in collaboration with Bloomberg's technical services. The period of performance is November 30, 2026, through November 29, 2027, for one year. The service is unclassified, and Bloomberg must maintain the confidentiality of EXIM queries and business interests. The related solicitation (83310127Q0011) is issued as a Request for Quotation (RFQ) under FAR Part 12 simplified procedures for commercial items, with NAICS code 519290 and PSC 7A21, and all costs including shipping, freight, and any tariff or duty charges must be included in the quoted price.

Statement of Work (SOW)
PROJECT TITLE: Bloomberg Finance LP for Research & Information Services and Chief Economist, Country Risk & Economic Analysis.
1. BACKGROUND:
The mission of the Export-Import Bank of the US (EXIM) Research & Information Services (RIS) unit is to support the work of EXIM officials and employees who serve U.S. exporters and other clientele by providing high-quality and useable information delivered in a timely fashion.
Currently, Bloomberg Finance LP provides Bloomberg access in two ways:
1) two (2) terminals; and
2) two (2) online portal, Bloomberg Anywhere.
Research & Information Services requires ongoing access to the Bloomberg terminal to respond to data and information requests from Bank staff. Bank staff also require ongoing access to the terminal for their own research. Our Chief Economist requires ongoing access to Bloomberg Anywhere for economic analysis and risk quantification. Bloomberg supplies data, news, analytical, and visualization tools that are not available elsewhere or in any equivalent combination from other vendors. The information includes aggregated rating lists from the credit rating agencies, Bloomberg-authored analysis and business intelligence, and aggregated data on currencies, commodities, bonds, prices, macroeconomics, and money market rates. Bloomberg is used extensively by all sectors of the Bank, including but not limited to the CFO’s Office, Asset Management, Project Finance, Policy Analysis, Credit Underwriting, Country Risk & Economic Analysis, Export Finance, and Small Business.
Information and data provided by Bloomberg is fully integrated into EXIM’s work processes. Bloomberg provides crucial data and analysis without which EXIM would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies. EXIM has had a Bloomberg terminal (or terminals) for two decades and staff are trained in its use and applications.
2. SCOPE:
EXIM Bank requires a system capable of providing crucial financial data, analysis, visualization tools, news, and economic research reports covering countries, commodities, currencies, banks, corporates, and industries. We require the information provided be consistent, up to date, aggregated from the original source with little turn-around time, and downloadable. The scope includes but is not limited to:
| • | Ratings (in an at-a-glance succinct visual display) |
| • | Bond data and information for companies and sovereigns, including prices, rates, spreads, and issuance documentation used by EXIM Bank loan officers for risk monitoring |
| • | Tools to create graphs, charts, and tables for financial information, including historical data running back decades to series’ start dates |
| • | Company and sovereign list-building and filtering tools using bond data |
| • | Forex prices used for portfolio monitoring, policy making, and the CFO’s Office |
| • | SOFR, US Prime Rate, and other money market rates |
| • | Swaps data, including credit default swaps (CDS) |
| • | Shareholder and beneficial ownership information which can be downloaded in a user-friendly Excel spreadsheet |
| • | Commodity prices used for portfolio monitoring and policy making |
| • | Macroeconomic data for sovereigns, industries, and commodities including supply, demand, consumption, production, consensus forecasts, and more, used primarily by EXIM economists |
| • | Company descriptions, financials, executive information, corporate actions, ratings, shareholders, family trees, news, and analysis |
| • | Investment bank analysis and research on companies, sovereigns, and industries |
| • | News and transcripts |
| • | Supply-chain analysis. |
