Export Import Bank of the US
About this file
This is a Brand Name Justification document for a commercial service procurement by the Export Import Bank of the United States (EXIM). EXIM is seeking to procure Bloomberg Professional Terminal and Bloomberg Anywhere platforms from Bloomberg Finance LP to support the agency's economists, librarians, loan officers, and policy analysts. The justification identifies the vendor using NAICS codes 424920, 513210, 518210, and 541690, with PSC codes 7630, 7A21, 7H20, and B507.
EXIM has determined that Bloomberg's platform is the only solution that meets its mission-critical requirements due to the unique breadth and depth of integrated financial data, macroeconomic information, and analytical tools it provides. The platform delivers crucial capabilities including minerals and metals data, commodity information, bond data and pricing for risk monitoring, ratings from major agencies consolidated on one page, 24/7 access to Bloomberg Intelligence Analysts, forex prices, swaps data including credit default swaps, macroeconomic forecasts, and supply-chain analysis. Market research conducted through internet research, discussions with EXIM economists, and librarian experience concluded that no comparable alternative database exists that could replace Bloomberg's integrated offering. The justification cites FAR 6.302-1 (only one responsible source) as the applicable acquisition exception, supported by Executive Order 14267 on reducing anti-competitive barriers. EXIM has doubled its Bloomberg accounts in FY2026 to accommodate new leadership and support strategic initiatives including Project Vault for critical minerals, U.S. nuclear exports, Factory Floor Fridays, and ExportAI. The Contracting Officer Representative Jacob Berg signed the document on 10/20/2026, and Contracting Officer Patricia Ludlow approved the justification on 10/26/2026. The document requires offerors to provide pricing for an initial 12-month base period and permits evaluation of equal products if offerors explicitly identify them as such and meet all specified salient characteristics.

OR
This purchase requires a Brand Name Justification. Due to pre-existing specifications, a specific brand of the given goods or services is required to satisfy the need. By checking this box, the requester asserts that adequate market research has been performed to reach this determination.
For the following questions, provide all information available, as specifically as possible.
1. What goods or services are required? For brand name or equal, salient characteristics below are firm requirements. A proposed "equal" item must meet the below firm requirements to be considered for award.

Firm Requirements
1. As attached, the salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation scope (Statement of Work/Requirements (SOW or
SOR).
2. EXIM Bank requires a robust database providing macroeconomic and risk information, especially about emerging market countries, to support EXIM’s economists, librarians, loan officers, and policy analysts. The analysis provided must be original and relevant. EXIM staff must be able to contact analysts with queries. The online platform must be reliable, requiring minimal downtime and quick attention to technical difficulties that may arise.
2. What market research was conducted to conclude that a Single Source or Brand Name justification is necessary?
Market Research
Bloomberg Professional Terminal and Bloomberg Anywhere features are essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature(s) as described in the specified in the solicitation scope (Statement of Work/Requirements (SOW or SOR), do not meet, or cannot be modified to meet, the agency’s needs.
Efforts to obtain competition and identify alternative sources or brands to satisfy requirement(s) are based off market research conducted by way of internet research, discussions with EXIM economists, and previous librarian experience working with this information and data.
3. Are there any substitutes or equivalent items or products that could firmly meet mission requirements? If not, explain.
No. We have not found a similar database to replace the information and data provided by Bloomberg Professional Terminal and Bloomberg Anywhere.
SINGLE / LIMITED SOURCE AND BRAND NAME JUSTIFICATION FOR COMMERCIAL ITEMS AND COMMERCIAL SERVICES Page 3 of 6
Bloomberg Professional Terminal and Bloomberg Anywhere includes crucial financial data, analysis, visualization tools, news, and research reports covering countries, commodities, currencies, banks, corporates, and industries. The scope includes but is not limited to:
• Minerals and metals data;
• Other commodity data, including for oil, gas and LNG;
• Core map functions which operate like an interactive global atlas for tracking mines and physical commodities;
• Ratings from Moody’s, Fitch and S&P on one consolidated page;
• 24/7 access to Bloomberg Intelligence Analysts;
• Bond data and information for companies and sovereigns, including prices, rates, spreads, and issuance documentation used by EXIM Bank loan officers for risk monitoring;
• Tools to create graphs, charts, and tables for financial information, including historical data running back decades to series’ start dates;
• Company and sovereign list-building and filtering tools using bond data;
• Forex prices used for portfolio monitoring, policy making, and the CFO’s Office;
• SOFR, US Prime Rate, and other money market rates;
• Swaps data, including credit default swaps (CDS);
• Shareholder and beneficial ownership information;
• Macroeconomic data for sovereigns, industries, and commodities including supply, demand, consumption, production, consensus forecasts, and more, used primarily by EXIM Economists;
• Company descriptions, financials, executive information, corporate actions, news, and analysis;
• Investment bank analysis and research on companies, sovereigns, and industries;
• News and transcripts; and
• Supply-chain analysis.
The platform offers an online centralized package of information that cannot be matched by any competitor in its breadth and depth of content. Without Bloomberg we would have to pay much more to several different vendors for the same services. This would be expensive and impractical.
The products are fully integrated into fundamental workflows at the Bank. Terminating the contract would detrimentally affect the work of the Bank.
We have doubled the number of Bloomberg accounts in FY2026 to accommodate our new Chairman, his staff, and their work on important new Bank initiatives. C-Suite staff utilize content from Bloomberg for these EXIM initiatives in coordination with the Administration:
• Project Vault is a public-private partnership to establish a U.S. Strategic Critical Minerals Reserve;
• U.S. nuclear exports supported by EXIM are helping our allies build next-generation energy infrastructure;
SINGLE / LIMITED SOURCE AND BRAND NAME JUSTIFICATION FOR COMMERCIAL ITEMS AND COMMERCIAL SERVICES Page 4 of 6
• Factory Floor Fridays, brings EXIM leadership to the facilities of American manufacturers to hear firsthand how the Bank can help U.S. companies; and
• ExportAI, is designed to strengthen U.S. global competitiveness and accelerate the export of American artificial intelligence technologies.
