STATEMENT OF WORK
Navy Region Southwest (NRSW)
Fire & Emergency Services (F&ES) Flight-line Maintenance & Service for Amerex 673 and 674 Wheeled Flight-Line Fire Extinguishers
1.0 Background: Airfield flight-line wheeled fire extinguishers are the first line of defense in protecting naval assets. Annual external maintenance is required for compliance with current National Fire Protection Association (NFPA) 10, Standard for Portable Fire Extinguisher, manufacturer service manual and this statement of work. Failure to meet these requirements could result in catastrophic damage to life and property. Failure to provide these requirements will impact the Navy’s mission.
2.0 Scope of Work
2.2.1 Base Year Only: Contractor to conduct annual external maintenance on Airfield flight-line, Amerex 673 and 674 Wheeled Flight-Line Fire Extinguishers for all NRSW F&ES installations.
2.2.2 Base Plus Option Years: Contractor to conduct annual external maintenance for the Amerex 673 and 674 wheeled flight-line fire extinguishers at all installations.
3.0 Place of Performance and POCs: Contact names will be provided at the time of contract award and will be updated as changes occur.

5.0 Requirements: In consideration of compensation in the amount set forth below, the contractor agrees to perform and/or provide the following:
5.0.1 Contractor shall meet the certification requirements of the current NFPA 10, section 7.1.2.1.
Contractor shall provide copies of all certifications to the government agency to be reviewed during technical evaluation of the proposal.
5.0.2 Contractor shall provide a schedule of maintenance for each installation within 30 days of the awarded contract. All changes to the schedule must be submitted to the Installation POCs and COR two business days before work commences at the installation.
5.0.3 The contractor will follow all applicable Federal, State and local laws, rules and regulations in a manner that will ensure wheeled fire extinguishers are returned to serviceability and prevent deterioration in value or effectiveness.
5.0.4 The contractor shall provide all supervision, tools, supplies, equipment, transportation, and labor necessary to conduct annual inspection, testing and maintenance of airfield flight-line fire extinguishers.
5.0.5 The contractor must provide recent (within the last 5 years) work history of servicing Airfield wheeled units-specifically AMEREX 673/674 type units or similar.
5.1 ANNUAL: Inspection, testing and external maintenance per NFPA 10, Chapter 7.
5.1.1 The contractor shall perform the required inspection, testing and maintenance on site at the installation F&ES Department.
5.1.2 Annual external maintenance for all wheeled units must be completed within eight hours and returned to the installation point of contact at full operational status.
5.1.3 Quantities listed in Exhibit A for each installation must not be exceeded.
5.2 Corrective maintenance returns a fire extinguisher to full operating capability to include:
5.2.1 Annual inspection, testing and external maintenance requirements for AMEREX model 673 (65 LB HALOTRON I) and AMEREX model 674 (150 LB HALOTRON I) wheeled fire extinguishers.
5.3 The removal of agent from the HALOTRON I wheeled units shall comply with NFPA 10, Chapter 7 and manufacturer’s instructions:
5.3.1 The transport vehicle must comply with the U.S. Department of Transportation (DOT) regulations regarding transporting hazardous materials and have the proper placards.
5.3.2 If the contractor coordinates removal of the wheeled units to service off-site, the transport vehicle must comply with the U.S. Department of Transportation (DOT) regulations regarding transporting hazardous materials and have the proper placards.
5.3.3 Contractor must provide US DOT number for hazardous material transport.
5.4 Tags or Labels (NFPA 10, Chapter 7). The contractor shall replace and adhere fire extinguisher identification labels, classification symbols, product inspection stickers/plates/decals and other required information, if the originals are damaged or missing. Labeling shall identify the month and year maintenance was performed, as well as the name of the person and name of agency performing the work in accordance with the manufacturer’s specifications. If exterior of wheeled units requires resurfacing, all installation specific labeling must be replaced. No inter-transfer of wheeled units is authorized.
6.0 Service Records. The contractor shall provide itemized list of work performed to the installation POCs and COR within five business days.
6.1 List must include deficiencies identified during the inspection, testing and (internal and external) maintenance of the wheeled units.
6.2 Any deficiency identified during maintenance of wheeled fire extinguishers requires immediate notification to the installation F&ES POC and COR.
6.3 Identified deficiencies will be documented and wheeled unit tagged out of service.
7.0 Hours of Operation:
7.1 Hours of operation are from 0700 to 1500, Monday to Friday, except Federal holidays and base closures. The exception to this is on Naval Weapons Station China Lake where every other Friday the installation is on Holiday schedule.
7.2 Coordination with the Installation Fire Chief, or designated POC, is required at least 5 business days in advance of service.
7.3 Requests for afterhours and weekend work must be coordinated and approved by the Installation Fire Chief, or designated POC, at least five business days in advance.
8.0 U.S. Federal Holidays: The following is a list of U.S. Government holidays. If the holiday falls on a Saturday, the proceeding Friday is observed as the holiday; if the holiday falls on a Sunday, the following Monday is observed as the holiday.
Recognized Holidays: The contractor is not required to perform services on the following holidays:

9.0 Travel and Base Access Requirements
9.1 Contractor will be required to travel to all NRSW Fire & Emergency Services installations.
CONTRACTOR AND SUBCONTRACTOR PERSONNEL WILL BE REQUIRED TO
MEET ALL BASE ACCESS REQUIREMENTS.
9.2 Contractor shall coordinate base access for all employees requiring access to installations with the COR within 5 business days of contract award. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
9.3 Identification Badges: Application for and use of badges will be as directed. Obtain access to the installation by participating in DBIDs. Costs for obtaining passes are the responsibility of the Contractor. Immediately report instances of lost or stolen badges to the COR.
10.0 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and three (3) 12-month Option Years.

11.0 Physical Security: The contractor will be responsible for safeguarding all government property for contractor use. At the end of each work period, all government equipment and material shall be secured.
11.1. Contractor will not enter the flight-line taxiway or ramp areas and must stay in assigned work area identified by the installation F&ES point of contacts.
12.0 Deliverables:
12.1 Contractor must provide both State Fire Marshal License or certification (California and Nevada) with their proposal of all employees performing work.
12.2 The contractor must provide recent (within the last 5 years) work history of servicing Airfield wheeled units-specifically AMEREX 673/674 type units or similar.
12.3 Contractor must provide US DOT number for hazardous material transport.
12.4 Awarded contractor must provide a list of employees requiring base access to perform service to wheeled extinguishers.
12.5 Contractor shall provide a schedule of maintenance for each installation within 30 days of the awarded contract. All changes to the schedule must be submitted to the Installation POCs and COR two business days before work commences at the installation.
12.6 Service records must be provided to the installation F&ES point of contact and COR within 5 business days of completion of service.
12.6.1 The contractor shall provide itemized list of deficiencies identified during the inspection, testing and maintenance of the wheeled units.
12.6.2 When maintenance of any wheeled fire extinguisher reveals a deficiency immediate notification to the installation F&ES representative will be completed.
12.6.3 Identified deficiencies will be documented and wheeled unit tagged out of service notifying installation F&ES point of contacts within one hour.
12.7 Annual maintenance must be completed and returned to full operational status to the installation point of contact within eight hours per unit.
12.8 If contractor cannot meet the timeline, then coordination and approval must be completed ten business days in advance with the F&ES installation point of contacts and notify COR of approved changes.
Exhibit A – List of Extinguishers, quantity, and locations: Quantities listed for each installation must not be exceeded.
