Division of Technical Resource Statement of Work
STATEMENT OF WORK
Introduction The U.S. National Institutes of Health (NIH) Cogeneration Facility (“Cogen”) is located on the NIH main campus in Bethesda, Maryland. The Cogen is a 24-hours per day, 7 days per week operational facility. The continuous and efficient operation of the 23 MW “Cogen” (gas turbine with heat recovery steam generator) is critical for the National Institutes of Health (NIH) mission. The Cogen provides a significant portion of NIH’s electricity and steam needs to both heat building in winter and sterilize scientific equipment (in autoclaves) year-round.
The Cogen needs uninterruptible natural gas in order to operate. NIH has implemented a model to predict ongoing and spot gas purchases to obtain natural gas at the best value for the Government.
The objective of this project is to obtain uninterruptible natural gas of the correct quantity and composition at prices specified by the Technical Monitor using the NIH mathematical model.
Definitions:
The term “Technical Monitor” shall refer to Government personnel that provides detailed technical oversight of the contractor’s performance and reports his or her findings to the COR in a timely, complete, and impartial fashion to support the COR’s technical administration activities. While the Technical Monitor may serve as a direct conduit to provide government guidance and feedback to the contractor on technical matters, he or she is not empowered to make any contractual commitments or to authorize any contractual changes on the government’s behalf. Any changes that the contractor deems may affect contract price, terms, or conditions shall be referred to the contracting officer for action.
The term “Purchasing Team” shall refer to a team of contractor personnel that seek prices from various gas suppliers in order to meet Governments requirements for price, volume and duration. The purchasing team will not have any interaction with the Technical Monitor The term “Team Lead” shall refer to contractor personnel that provides the price to the Technical Monitor meeting Government’s requirement for price, volume and duration.
The term “Project Manager” shall refer to contract personnel that has overall responsibility for the project. The project manager will ensure that project requirements are met per contract, track finding and review invoices prior to submission to the Government.
Scope of Work:
A. Services This is a non-personnel services blanket purchase agreement (BPA) to purchase natural gas for the Cogen at the NIH Bethesda campus at prices specified by the by the Technical Monitor using the NIH mathematical model.
The contractor shall purchase uninterruptable natural gas at the price, volume and for the duration specified by the Technical Monitor via email or text message.
B. Ordering Procedures During the period of performance of this BPA, the Technical Monitor will request the contractor to purchase natural gas; identifying the price at which the natural gas should be obtained, the volume of gas to be purchased, and the duration of the natural gas supply. The Technical Monitor will determine the desired commodity and transportation price, and specific duration based on market conditions and economics. The duration is determined by NIH forecasting models. The contractor shall conduct a market survey and provide the Technical Monitor with a written response within one day stating the price available, quantity available and duration available. The Technical Monitor will respond to the contractor within 1 hour with a written notification via email or text message to purchase the natural gas. The contractor shall lock the price within 10 minutes. The administrative fee charged by the contractor to NIH shall not exceed $0.031 per dekatherm of gas purchased.
Compliance, Permits, Licenses and Approvals:
Contractor shall comply with all Laws, Regulations, Commercially Reasonable Practices, Policies and Procedures applicable for the execution of this BPA.
Project Management The Contractor shall have responsibilities concerning Project Management as defined herein, including to appoint a Project Manager (PM), who shall be the Government's single point of contact, and provide all necessary project representation for the successful accomplishment of the work. The project manager shall be thoroughly familiar with all requirements and shall be identified in the proposal prior to contract award.
1. Post Award Conference Meeting:
The contractor agrees to attend any post award conference convened by the contracting activity or Contracting Office. The CO, PO, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor’s performance. At these meetings the PO and/or CO will apprise the contractor of how the Government views the Contractor’s performance and the Contractor will apprise the Government of any problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
