STATEMENT OF WORK

67th CYBERSPACE WING ANNUAL FIRE EXTINGUISHER INSPECTION FOR

FACILITIES 178/179/300/307/313/316/326/331/390/1005/2008/2012/2058/2167/2169

12 OCTOBER 2023

1.0 INTRODUCTION

The 67th Cyberspace Wing facilities annual fire extinguisher inspection requirements are no longer being supported by the local base Fire Department. Therefore, the following facilities

178/179 at Port San Antonio, buildings 300/307/313/316/326/331/390 at Chapman Annex and buildings 1005/2008/2012/2058(floors 1 and 3)/2167/2169 at JBSA Lackland require a contract with a local off-site certified Fire and Safety team to perform this annual inspection requirement.

The contract services required are for inspection, installation, identifying replacement needs, tagging and disposal.

2.0 GENERAL SCOPE

Contractor shall provide all labor, equipment, supplies, testing, transportation, and all necessary items to accomplish annual fire extinguisher inspections for buildings 178, 179, 300, 307, 313, 316, 326, 331, 390, 1005, 2008, 2012, 2058 (floors 1 and 3), 2167, and 2169. These buildings are

Sensitive Compartmented Information Facility (open storage) with the exception of building

2169 second floor, 300, 316 and 326; therefore, contractor personnel without top secret clearance will be escorted at all times while inside of the facility. The associated project area shall be returned to its original condition or better upon the completion of work at Joint Base San

Antonio - Lackland, Chapman Annex, and Port of San Antonio.

3.0 GENERAL REQUIREMENTS

The contractor shall investigate the existing conditions of all fire extinguishers and obtain all necessary data to complete this SOW. All work shall be in compliance with applicable United

Facilities Criteria (UFC), Air Force Instruction (AFI) DAFMAN 91-203-Ch.6, National Fire

Protection Association (NFPA) – Standards for Portable Fire Extinguishers, and Occupational

Safety and Health Administration (OSHA) 29 CFR 1910 Subpart L Fire Protection. All

Government provided layouts and drawings are considered approximations and the Contractor shall be required to verify all measurements to determine the actual quantities for the purposes of material estimation.

4.0 DESCRIPTION OF WORK

Contractor shall inspect each fire extinguisher per building as listed below in table 1.

4.1 The contractor shall perform the following services and provide the following goods as needed, and as requested by the 67 Cyberspace Wing facility manager. Such services will vary in nature and may include but shall not be limited to the following (“Goods” and “Services”).

4.1.1 Inspection: Inspection Services, include but not limited to the following:

- Ensure safety seals and tamper indicators are not broken or missing.

- Determine the fullness, determined by weighing or “hefting”.

- Examination for obvious physical damage, corrosion, leakage or clogged nozzle.

- Contractor shall ensure fire extinguisher is tagged with Company information and date of Service/Inspection. All-Weather tags shall be affixed to the extinguisher in a manner to withstand indoor and outdoor elements.

4.1.2 Repair/Replacement/Recharge:

- Upon inspection contractor shall make any required repairs to fire extinguishers to restore them to proper working order.

- Should it be determined upon inspection that fire extinguisher is unsalvageable, contractor shall notify facility manager of needed replacement. These replacements will be purchased with GPC outside of this contract. However, the replacement fire extinguishers will be purchased through the selected contractor on this contract. This contract should NOT be priced to include auto replacement of expired extinguishers.

- All new extinguishers shall be delivered with the all-weather service tags as listed above.

- Should it be determined during inspection that the unit requires hydrostatic testing, it will be to the discretion of the facility manager to determine if the fire extinguisher will be tested or replaced based on cost effectiveness.

- Should it be determined upon inspection that the fire extinguisher requires recharging, the contractor shall recharge to proper levels, return, and replace. Note: it will be the 67

Cyberspace Wing facility managers discretion to recharge or replace based on life expectancy and cost.

4.1.3 Disposal:

- Contractor shall properly dispose of unsalvageable/uneconomical fire extinguishers.

4.1.4 Training:

- Contractor shall provide a trained employee to conduct on-site training as requested for all locations listed in table 1 on portable fire extinguisher use, maintenance, and monthly inspection procedures.

5.0 CONSTRUCTION/SITE REQUIREMENTS

5.1 Working Hours

All work shall be performed during normal duty hours (0730 – 1630) Monday through Friday.

Work shall not be performed during Federal Holidays. Work can be performed on Air Education and Training Command Family Days.

New Year’s Day 1 January or observed date

Martin Luther King’s Birthday Third Monday in January

President’s Day Third Monday in February

Memorial Day Last Monday in May

National Independence Day 19 June or observed date

Independence Day 4 July or observed date

Labor Day First Monday in September

Columbus Day Second Monday in October

Veterans Day 11 November or observed date

Thanksgiving Fourth Thursday in November

Christmas Day 25 December or observed date

If a Federal Holiday lands on a weekend, there will be an observed date, typically the prior

Friday of the following Monday. Since observed dates vary each year, verify with CO for observed days.

Requests may be placed to work outside of these hours but shall be submitted to the 502d

Contracting Flight (CONF) and the Contracting Office Representative (COR) for approval. Any requests of this type shall be submitted no fewer than three days in advance to when the

Contractor plans to work outside of the designated hours. The request shall be submitted with a description of the type of work, the requested days, and the hours for those requested days.

Note: No approval is guaranteed. The Government reserves the right to approve or deny any request that is placed by the contractor.

6.0 PERIOD OF PERFORMANCE

This contract, base plus 4 years, will require the contractor to perform each year’s annual inspection no later than the end of the month of the previous year’s inspection month.
