Statement of Work Summary
This is a Statement of Work (SOW) for construction services at Mountain Home Air Force Base (MHAFB) to repair fire alarm systems in two dormitory buildings sequentially. The project involves replacing antiquated fire alarm systems with new addressable fire alarm systems and integrating a mass notification system (MNS) in Building 2318 (Base) and Building 2416 (Option 1, if exercised). Building 2318 houses approximately 70 Airmen and measures 52 feet wide by 248 feet long with three floors; Building 2416 houses approximately 108 Airmen and is L-shaped with dimensions of approximately 52 feet wide and two legs of 200 feet and 180 feet long, also with three floors. Both buildings require the new fire alarm/mass notification system (FA/MNS) to be a sole-sourced Silent Knight EVS Series system that communicates with the MHAFB AES IntelliNet 2.0 base-wide monitoring system and includes a compatible radio transmitter and VHF omnidirectional antenna per specifications, NFPA 72, UFC 30600-01, UFC 4-021-01, and the Architectural Barriers Act (ABA). The system must report to the Fire Station (Building 206) and Base Operations Center (Building 1501).
The contractor must complete the project within 600 calendar days total, with pre-construction, construction, and post-construction activities phased separately for each building at 40, 235, and 25 calendar days respectively. Key deliverables include a Management Summary/Master Schedule (Level 2) within 14 days of Notice to Proceed (NTP), followed by Project Coordination Schedule (Level 3) at 28 days, Execution Schedule (Level 4) at 42 days, and Detailed Schedule (Level 5) at 56 days, all in Microsoft Projects format. Initial material submittals are due within 40 days and complete submittals within 80 days of NTP. The contractor must provide lists of key personnel (Project Manager, dedicated Project Superintendent, Quality Control Manager, Site Safety and Health Officer) for security vetting within 14 days and all working personnel within 40 days of NTP. The contractor must be licensed by Honeywell for fire alarm system work, maintain separate proposals and schedules for each building as distinct projects, and furnish two copies of operation and maintenance manuals with complete wiring schematics. The MNS power supply must provide a minimum of 60 minutes of mass notification at maximum connected load upon loss of normal AC power. Laydown yards are designated in parking lots at each building with chain-link fencing, privacy screening obstructing at least 90% of view, portable toilets, trash bins (with weight tickets for materials removed provided monthly), and temporary power coordination with the USG Project Manager and Inspector.

REPAIR FIRE ALARM SYSTEMS,
BLDG 2318 & Bldg 2416 024 Apr 2026
1.0 INTRODUCTION
1.1 The United States Government (USG) has a requirement for construction services at Mountain Home Air Force Base (MHAFB). The construction services shall replace the antiquated fire alarm system at two MHAFB dormitories sequentially, Base - Building 2318 and Option 1 - Building 2416 (if exercised), with a new addressable fire alarm system, as required by the Fire Prevention Engineer.
(See Figure 1 for reference)
1.2 The Construction Services shall renovate the identified area within the two building sequentially (if Option 1 is exercised) and in accordance with current (a) A&E Design Drawings; (b) Specifications; (c) A&E Design Analysis; (d) Department of Defense Unified Facility Criteria (UFC) design standards, utilizing the Unified Facilities guide Specifications (UFGS); (f) industry Standards and Practices; (g) Manufacturer’s guidelines; and (h) other standards/documents/guidelines as required.
2.0 BACKGROUND INFORMATION
2.1 The Army Corps of Engineers constructed Building 2318 as a dormitory circa 1998 to house approximately 70 Airmen working at MHAFB. The building is approximately 52 feet wide and 248 feet long. The building has three floors and is physically located in the center of MHAFB, just south of Aardvark Avenue. (See Figure 1 for reference)
2.2 Likewise, Building 2416 as a dormitory circa 1998 to house approximately 108 Airmen working at MHAFB. The building is “L” shape that is approximately 52 feet wide with two legs at approximately 200 feet long and 180 feet long. The building has three floors and is physically located in the center of MHAFB, just south of Aardvark Avenue. (See Figure 1 for reference)
2.3 Additionally, the existing fire alarm system lacks provisions for a mass notification system, as required for occupied buildings having more than 10 full-time occupants. The replacement system will include an autonomous mass notification system.
2.4 Both Building 2318 and 2416 are critical facilities for fire code compliance since it houses personnel;
however, the existing Fire Alarm Panel is antiquated, and replacement parts are no longer available.
Devices are normally scheduled to be replaced every 10-years; however, with the shortage of replacement devices, they have only replaced as needed. The wiring inside conduits are deteriorating, which have caused false alarms to trigger, causing MHAFB Fire Department to respond to false emergencies.
3.0 PROJECT INFORMATION
3.1 The main scope for this project is to replace the existing fire alarm devices and associated Fire Alarm
Panel with a new devices (smoke and heat) and an addressable Fire Alarm Panel / Mass Notification System (FA/MNS) throughout the dormitories, with radio communications to the Fire Department.
3.1.1 A new FA/MNS will be installed in accordance with Specifications, NFPA 72, UFC 30600-01, UFC 4-021-01, and the Architectural Barriers Act (ABA).
3.1.2 A new FA/MNS will be sole sourced as a Silent Knight EVS Series FA/MNS
3.1.3 A new FA/MNS will communicate with the MHAFB AES IntelliNet 2.0 base-wide monitoring system.
3.1.4 A new FA/MNS will be equipped with a compatible radio transmitter and VHF omni-directional antenna.
3.2 The project will be performed in two stages, sequentially, as denoted by:
3.2.1 Base for Building 2318
3.2.2 Option 1 (if exercised) for Building 2416.
3.3 The dormitories will be vacant during construction.
4.0 PERIOD OF PERFORMANCE
4.1 The period of performance for the following Statement of Work (SOW) shall not exceed 600 calendar-days (approx. 20-months, assuming Option 1 is exercised) from the Notice to Proceed
(NTP).
4.1.1 The Pre-Construction Activities for Base shall be limited to 40 calendar days.
4.1.2 The Construction Activities for Base bid shall be limited to 235 calendar days.
4.1.3 The Post-Construction Activities for Base bid shall be limited to 25 calendars
4.1.4 The Pre-Construction Activities for Option 1 shall be limited to 40 calendar days.
4.1.5 The Construction Activities for Option 1 shall be limited to 235 calendar days.
4.1.6 The Post-Construction Activities for Option 1 shall be limited to 25 calendars
