As a condition of the permit renewal, the Permittee (Travis AFB) must submit an updated Seismic Evaluation Report for Building 1365 for DTSC review within one (1) year of the effective date of this Permit. .

2. OBJECTIVE: Complete a seismic report in full compliance with California Code of

Regulations (CCR), Title 22, and the DTSC Notice of Deficiency (NOD) Memorandum dated 17 January 2019 meeting the requirements specified in the Travis AFB Permit Number 2019/20-HWM-002, effective 25 December 2019.

3. SCOPE: The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to complete seismic evaluation report of the Travis AFB HWSF, Building 1365, prepared for design/construction execution.

4. TASK REQUIRMENTS: The Contractor shall conduct the seismic evaluation report of the

HWSF (Building 1365) using the appropriate regulatory and industry standards with approved criteria described below. The Contractor shall conduct review/discussions of the seismic evaluation report and findings with the 60th Civil Engineering Squadron, Environmental Element (60 CES/CEIE), the Air Force Civil Engineer Center Installation Support Team (AFCEC/CZOW), and DTSC making changes as necessary at the direction of the Government.

4.1 CRITERIA FOR SEISMIC EVALUATON REPORT: The seismic evaluation report will be conducted by a method described in the item below:

4.1.1 The Contractor shall conduct a site visit to inspect the frame and existing/in-place connection and to gather critical information about the building to catalogue the facility based on current California Building Code. The contractor shall use existing document and design recommendation for the building as references. The Contractor shall create a written report, which provides seismic engineering recommendations for seismic retrofits to correct specific deficiencies and locations to include, but not limited to figures, calculations, and architectural drawing/layouts, etc.

4.1.2 The seismic evaluation report shall be reflect analysis using the latest geologic hazards knowledge and seismic industry practice, knowledge, ground motion prediction models (Next Generation Attenuation [NGA], more specifically NGA West-

2) and analyses methods. Per DTSC, the current tectonic framework for California is based on the 2015 Uniform California Earthquake Rupture Forecast (UCERF3). The seismic assessment shall be expanded to include a full seismic hazards evaluation for all permitted units using the current/latest Industry practice methods including hazards such as liquefaction1 lateral spreading and subsidence/settlement that may affect the facility. DTSC recommends use of either ASCE 7-16 or ASCE 41-17 Seismic Evaluation and Retrofit of Existing Buildings. In addition, the seismic evaluation shall use significant fault radius of 100 kilometer (62 mile) based on DTSC requirements.

5. DELIVERABLE PRODUCTS: The Contractor shall provide a one (1) draft electronic seismic evaluation report for comment by the 60 CES/CEIE, AFCEC/CZOW prior to submittal to DTSC. The 60 CES/CEIE and AFCEC/CZOW shall provide their comments to the Contractor within one (1) week from initially receiving the draft report.
