FA442721Q0008, SEISMIC EVALUATION QUESTIONS FOR B1365

1. We understand that as part of our submission we need to provide our proposed price for this project. When would we have access to building drawings to give us an understanding of building size (square foot area and number of stories), age, structural system and details of construction, etc.?

ANSWER: 2005 Seismic Survey of Travis Hazardous Waste Storage Facility provided to 60 CONS with diagrams of facility layout.

2. We understand ASCE-41 is the standard that will be used for the assessment of the structure, what performance objective is required (for example, Immediate Occupancy in BSE-1N and Life Safety in BSE-2N, or a lower performance requirement)?

ANSWER: Building 1365 was previously an ammo facility with concrete bays used to store munitions and presently used as California permitted 1-year hazardous waste storage facility used to segregate and store hazardous waste; facility is not intended as an administrative workspace.

3. Is nonlinear analysis expected to be a part of this project?

ANSWER: Uncertain of expectation by DTSC for nonlinear analysis for project; will need to defer to POC at DTSC.

4. Will assessment of nonstructural components be a part of this assignment?

ANSWER: Uncertain of expectation by DTSC for nonlinear analysis for project; will need to defer to POC at DTSC.

5. Can you confirm whether a conceptual retrofit concept will be required as part of the evaluation?

ANSWER: The intention of this effort was to take the identified seismic retrofits forward to a design/build for future execution by the US Air Force given the availability of funding.

6. Should a cost estimate be included as part of our price?

ANSWER: Yes, a cost estimate should be included.

7. Page 3 of 7 of the Request for Quotation, under Addendum to FAR 52.212-2, Evaluation

– Commercial Items (Oct 2014) (a), states that the following factors will be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement and (ii) price. We are planning to assemble a qualification information package that demonstrate our technical experience for this type of project. Can you please provide further details regarding the nature of qualifications/experience we should provide to demonstrate our technical capability?

ANSWER: California Professional Engineer to approve and sign final seismic report.

8. Concerning the above referenced RFQ, are copies of the DTSC NOD memorandum

(2019/20-HWM-002) available prior to bidding?

ANSWER: DTSC NOD memorandum requesting updated Seismic Study was provided to 60 CONS

9. Will existing record drawings/as-builts be provided for the facility prior to contract award?

ANSWER: See 2005 Seismic Survey for background narrative.

FA442721Q0008, SEISMIC EVALUATION QUESTIONS FOR B1365

10. Are existing record drawings/as-builts available (now or later) or will identification of existing structural components need to be performed solely through site observation?

ANSWER: See 2005 Seismic Survey for background narrative.

11. The SOW mentions that a site visit shall be conducted to inspect the frame and existing/in-place conditions. I assume that this site visit is performed after the contract award (i.e. separate from the pre-award site visit scheduled December 1st) but please confirm.

ANSWER: The pre-award site visit will be separate from the site visit mentioned in the SOW. The Pre-Award site visit will be to familiarize with the requirement and ask questions that will better each quote. The Post-Award site visit will be more in depth and allow for planning with the requirement owner prior to starting the work to be performed.

12. In addition to identifying existing seismic deficiencies, is it intended for the report to outline retrofit measures? If so, I assume they are to be conceptual in nature to aid in preliminary cost estimates (by others) as opposed to full detailed retrofit design. But please confirm.

ANSWER: Full detailed retrofits are the intent for cost determination and future design/build measures.

13. In addition to record drawings, are any documentation on the buildings construction history available prior to submitting a quote?

ANSWER: See 2005 Seismic Survey for background narrative.
